Show moreRegardless of culture, socio-economic background, and quality of life, all students deserve the highest quality of education. But the reality is, many education systems around the world do not offer it. Investing in structural reforms in education has the potential to boost economic growth in countries around the world. By learning from different education systems strengths and weaknesses, policy decisions can be made that ensure students are given the opportunity for higher educational outcomes. This study analyzes high, middle, and low quality education systems around the world and the infrastructures that lead to educational success or failure. Fifteen education systems are chosen for this study which includes Shanghai-China, Singapore, Japan, Finland, Canada, Portugal, United States, Luxembourg, Spain, Hungary, Brazil, Argentina, Indonesia, Qatar, and Peru. Each system is analyzed in terms of its teacher quality, curriculum, school system structure, and educational equity. From this study, it appears that there is a high-correlation between four indicators and top-educational success. These four indicators include having a highly selective model for hiring teachers, recruiting teachers from a top-pool of graduates, having a high-level of prestige held for teachers in society, and insuring students of low socio-economic status are given equal educational opportunities for success. Recommendations for a new teacher training and selection model are discussed based on the top four indicators. These recommendations could cause educational gains for both the United States and other systems around the world.

Show moreAs public administration has evolved with the technological advances in today's society, it can be challenging to ensure the demands of the public are being met in terms of efficiency, effectiveness, and engagement. Nonetheless, a focus on community remains at the forefront of public administration. When looking at technology and the community, the tool known as social media emerges. Social media has allowed people to interact in new ways and therefore, has allowed the government to interact with citizens in ways they have not been able to in the past. In addition to attempting to modernize public administration, there has been an increased focus on building citizen trust through providing a more open government structure. The Open Government Directive issued by President Barack Obama focused on three tenets, which included transparency, participation, and collaboration. One of the ways government entities within the United States are strengthening these areas is through the implementation of various social media sites as a means to stay connected with citizens. With an increase of users utilizing social media tools for both information and connection, many government departments and agencies have incorporated social media use into their workplace as a function for their department. However, it is elected officials that are the ones who represent the citizens from their governmental role and thus, can aid in bridging the gap between citizens and government. Yet, there is little research on how elected officials, specifically in municipalities, are utilizing social media to connect with their constituents. This study discusses social media use by municipal elected officials and how it relates to open government community engagement. Open government community engagement is defined in terms of the three tenets of the Open Government Directive: transparency, participation, and collaboration encompassing the rungs of Arnstein's ladder of citizen participation. For this qualitative study, fifty-seven Florida municipal elected officials were interviewed regarding their social media use or lack thereof in terms of engagement with citizens. The interviews are followed-up with content analysis of social media sites. An ethnographic approach is utilized to uncover and develop common themes related to open government community engagement. The findings suggest while some municipal elected officials are utilizing social media well in terms of open government community engagement, there is a lack of clear understanding of social media use within the context of the Sunshine Law, as well as other barriers prohibiting utilizing social media for more of the participation and collaboration components. There are several reasons municipal elected officials opt to avoid social media altogether, while additional concepts related to open government limited engagement and closed government community engagement are explored. The concept of avoidance was addressed, especially as it pertained to the practical implications for both city administrators and elected officials.

Being able to link nonprofit capacity building to organizational effectiveness is a paramount concern for both nonprofits seeking capacity building programming and those entities, be it foundations or government that fund capacity building initiatives and programs. Therefore being able to link nonprofit capacity building to organizational effectiveness and higher performance is crucial to ensure that both nonprofit organizations and funders continue to pursue and support capacity building programming. Through an examination of the developing hollow state and the resulting nonprofit capacity disparity this study demonstrates the purposeful need for the continuation of nonprofit capacity building programming and the support of such programming through outside private foundation and government funding. Using a conceptual model developed from the literature on organizational learning and change this study examines the impact of capacity building programming, programming activities, organizational learning theory and perceived organizational effectiveness. The influence of the type of capacity building programming, i.e. traditional workshop and traditional workshop plus technical and financial assistance is investigated through the use of quantitative and qualitative methods. Specifically the quantitative methods utilized were descriptive including bi-variate correlation analysis, paired and independent T-tests, ANOVA and multiple regression. The qualitative analysis including examining open-ended survey question responses from two pre-post capacity building intervention surveys and one post program survey and the analysis of comments made in 10 focus groups. The influence of capacity building programming activities, i.e. organizational development, organizational program development, organizational collaboration and organizational leadership is investigated through the use of multiple regression and qualitative analysis. This study uses pre-, post-test survey data from a total of 43 nonprofit organizations that participated in the Strengthening Communities Fund in Central Florida Program, managed by the Center for Public and Nonprofit Management at the University of Central Florida. The two year program was offered in two identical 10 month cycles. Pre- and post-test data were collected from 23 participant organizations in Cycle 1 and 20 in Cycle 2. This study sought to identify the nonprofit capacity building programming modality and programming activities that contributed most to perceived organizational effectiveness. According to the findings, nonprofit organizations seeking capacity building and funders looking to support capacity building programs should look to programs that offer activities that increase organizational leadership capacity and organizational program development. Increasing organizational leadership capacity and organizational program development contributes most to perceived organizational effectiveness. This study did not find support to recommend one particular capacity building training modality over another. Regardless of the method of capacity building program delivery, i.e. workshop and/or technical and financial assistance, programs which build organizational leadership capacity and organizational program development will greatly influence the perceived organizational effectiveness of the capacity building participant organizations.

Social media tools break the limitation of time and space through the Internet. They change the way of how people communicate and interact with each other. The philanthropy industry hopes that social media tools could bring them the new opportunities to engage with their stakeholders, such as donors, volunteers, and customers. However, since this technology is still developing, the studies of using social media in nonprofit field are still at the infant stage. Many nonprofit practitioners are confused and questioning the effectiveness of adopting social media for civic engagement. The dissertation aims to examine how to adopt social media advantageously for helping nonprofit organizations to engage with their stakeholders. Therefore, this study uses a mix of methodology to examine how social media tools could help nonprofit organizations to gain a stronger relationship with their stakeholders. Also, the study explores in more details about the content that nonprofit organizations have sent on their social media platforms. To develop the theoretical framework, this study used social capital and social exchange theory as the guidance. To observe and examine the strategy of using social media in nonprofit organizations, the study is inspired and adopts the social media typology from Lovejoy and Saxton's (2012) research and the communication models from Lewis, Hamel, and Richardson's work (2001). The study proposed that to gain a stronger relationship with the stakeholders, nonprofit organizations should apply a well-designed comprehensive strategy with multiple goals on their social media platforms. This strategy should consider more about the stakeholders' desires and needs and allows the organizations to communicate with the stakeholders effectively. Also, the study also argues that the content that an organization presents on its social media would impact on the stakeholders' interaction greatly. The study targeted on the art/culture/humanities nonprofit organizations in the United States (n = 195). Data was collected directly from the targeted organization's social media platforms (Facebook and Twitter). The regression analysis was conducted to investigate what strategy that nonprofit organization used could gain a high engagement from their stakeholders. A content analysis was also conducted to explore what posts and tweets could influence how stakeholders react. The results indicate that most nonprofit organizations realize the importance of adopting social media, but a few of them still have not embraced the benefits of the technology essentially. Comparing with the activities on Twitter, both nonprofit organizations and their stakeholders were more active on Facebook. On social media, the primary goal for most nonprofit organizations was to disseminate the information. But sending out the information can be an effective strategy. If a nonprofit organization could combine their values/missions/programs with the hot spot on social media, it can promote the stakeholders' engagement greatly. Building a dialogic content on the organization's social media is still overlooked. But no evidence in this study shown that initiating a dialog would receive a high engagement from the stakeholders. The results of this study also show that a nonprofit organization delivered the posts or tweets more frequently does not necessarily mean it would receive a higher interactivity from its stakeholders. The organization's size (the annual budget) does not influence how nonprofit organizations used their social media tools to interact with their online stakeholders. Overall, the study explored how art/culture/humanities nonprofit organizations used their Facebook and Twitter to interact with their online stakeholders. The study helps both the researchers and the practitioners to understand the strategies of using social media tools in nonprofit organizations. It also reveals several practical examples to illustrate what kind of social media content could attract or discourage the online stakeholders' engagement. The study is also a good benchmark report for nonprofit practitioners to evaluate their social media usage.

Civic engagement is particularly critical to subgroups which are under-represented in formal political structures, such as women, as it affords these groups the opportunity to voice their unique concerns. However, women participate less in many important forms of civic engagement. The United Nations and other international organizations have emphasized the importance of increasing women's voice and empowerment in an attempt to improve women's overall well-being, particularly in the developing world. Individual and contextual factors have demonstrated contributions toward influencing levels of civic engagement, but these effects only serve in partially explaining why women are less engaged. This study adds to this discussion by examining gender differences in the development and contribution of social capital (measured by networks and trust) to civic engagement within two young and developing democracies; Ecuador and Peru. The study finds that gender differences exist in how social capital is formed, but these differences don't explain women's decreased likelihood for engagement. Thus, social capital can be used to build civic engagement among both genders.

Show moreThis study explores the associations between the independent variables of organizational motivations and culture with the dependent variable of organizational commitment to local jail reentry partnerships. A cross-sectional, mixed methods design was used based primarily on a quantitative survey mailed to organizational informants involved in jail reentry activities within three central Florida counties. Qualitative data was also collected by observing conveniently sampled reentry meetings and analyzing the content of social artifacts, such as meeting handouts, minutes, e-mails, and other related documents. This study extends the literature by using the theoretical framework of Oliver (1990) to develop measures of organizations' motivations (i.e., reciprocity, stability, efficiency, asymmetry, and legitimacy) to partner with jails in reentry. It also extends the literature of Fletcher, Lehman, Wexler, Melnick, Taxman, and Young (2009) by furthering the development of valid measures of interorganizational relationships. Fletcher and associates found two levels of relationships (i.e., structured and unstructured); whereas this study found that organizations are linked according to elements (i.e., linking clients, services, providers, data, program evaluation and grant funding, and management) within increasing levels of complexity. Bivariate and multivariate analyses indicated positive associations between the predictor and outcome variables, as hypothesized. However, the sample size was not large enough to determine the strength or significance between the variables. The directed content analysis of the qualitative data supported the presence of the theoretical constructs, but also indicated that they were not mutually exclusive or exhaustive. Two of the three counties ended formal reentry meetings, so a case study approach was used to analyze the three counties using the theory of loose coupling (Orton (&) Weick, 1990; Weick, 1976). Although all three counties experienced the same external pressures to begin formal meetings, there were differences in partnership structures, leadership goals, and events which serve to explain why only one county was able to sustain those formal meetings. Results of this study have both research and practical implications. The development of valid measures for moderating variables in reentry will allow researchers to relate those variables to reentry program outcomes. By exploring the associations between organizational motivations and cultures with varying levels of commitment to interorganizational relationships, correctional officials will better understand who will partner, why, and to what degree. As a result, we may better understand the extent to which reforms targeting offender reentry can be successfully planned, implemented, and sustained. There are limitations to this study. Methodological errors associated with surveys, the primary data collection method herein, include the following: measurement, coverage, sampling, and nonresponse (Dillman, Smyth, (&) Christian, 2009). Despite having a relatively large sample size for analysis at the organizational level, the correlation design and small sample size (N = 68) limit the ability to draw causal inferences.

The Carnegie Foundation for the Advancement of Teaching has created an elective classification system (-) Carnegie Community Engagement Classification (-) for institutions of higher education to demonstrate the breadth and depth of student involvement and learning through partnerships and engagement in the community (Dalton (&) Crosby, 2011; Hurtado (&) DeAngelo, 2012; Kuh et al., 2008; Pryor, Hurtado, Saenz, Santos, (&) Korn, 2007). Community engagement (")is in the culture, commonly understood practices and knowledge, and (CCEC helps determine) whether it is really happening (-) rhetoric versus reality(") (J. Saltmarsh, personal communication, August 11, 2014). The study considers the applications of three Carnegie Community Engagement Classification designated institutions to understand the institutionalization of service-learning over time by examining the 2008 designation and 2015 reclassification across institution types (-) a Private Liberal Arts College, a Private Teaching University, and a Public Research University located in the same metropolitan area. Organizational Change Theory was used as a theoretical model. Case study methodology was used in the present qualitative research to perform document analysis with qualitative interviews conducted to elucidate the data from the 2008 and 2015 CCEC applications from the three institutions. Using intra- and inter-comparative analysis, this study highlights approaches, policies, ethos, and emerging concepts to inform how higher education institutions increase the quality and quantity of service-learning opportunities that benefit higher education practitioners as well as community leaders.

Cultural values such as collectivism and familism play a unique role in the level of connection between these parents and their children (Su(&)#225;rez-Orozco (&) Su(&)#225;rez-Orozco, 1995), creating dynamics that merit exploration. This dissertation qualitatively examines how seven Latino/a parents of first-generation college students pursuing a PhD expressed the parenting characteristics outlined in Parent Development Theory (Mowder, 2005). Furthermore, this study explores how these parents experienced their daughters' higher education journey. Moustakas' (1994) transcendental phenomenology was utilized in analyzing parents' voices. The textural and structural descriptions of major and minor themes provided the essence of the parents' experience. Example of themes are: (")Pero la Apoyo - Uncertainty and Support for the PhD("), (")Siempre Juntos - High Levels of Interaction("), and (")Amor Compasivo - Distance, Pain and Sacrifice("). Recommendations include support for pre-doctoral preparation initiatives, co-curricular innovations, and the exploration of the impact of modern technologies on the communication between parents and their children while in college.

Show moreThis study assesses factors influencing the responsiveness of government officials in Alabama, Mississippi, and South Carolina regarding the public display of the Confederate Flag on state grounds in the aftermath of the Charleston, South Carolina shooting. The purpose of this dissertation research is to understand the factors influencing how government officials make decisions during racially/culturally sensitive events. Two research questions frame this study: 1) What factors are relevant to understanding state government officials' decision- making regarding the display of the Confederate Flag on public grounds? 2) Under what conditions of public decision making regarding the Confederate flag is executive authority, vote/referendum, or legislative processes used? Employing grounded theory across newspaper content in Alabama, South Carolina, and Mississippi, 117 articles were examined to provide insight into the research questions. The themes which emerged from this analysis are: 1)Key factors in the decision-making regarding the display of the Confederate Flag on state grounds are: a.The response to a triggering crisis event b.A desire for inclusiveness c.A perception of outside attention or scrutiny d.A concern for the economic well-being of the State e.The political agency of the decision maker 2)Economics, standing law, and political expediency influence decisions of whether executive authority, vote/referendum, or legislative processes are used in decision-making regarding the display of the Confederate Flag on public grounds. This study introduces a detailed model of decision-making for public officials in racially/culturally sensitive matters to navigate the handling of issues with similar schema-forming symbols which can call forth dynamic and polarizing responses. The findings from this research study can be used to foster improved government efforts at responding to matters of a highly charged emotional nature.

Show moreThis study examines homeless student academic performance, types of temporary housing used among the homeless, degree of stability or instability for families with school-aged children, child needs for academic success, the importance of parental involvement in a child's academic growth, and other known factors in relations to child student academic performance, with a focus on grade level and racial differences. A multiple linear regression model is used to test the hypotheses while controlling confounding variables. Statistically significant relationships are reported between race and academic performance, and grade level and academic performance. Practical and policy implications are discussed, as well as limitations of the study and need for future research.

Show morePublic administration research strongly supports the argument for administrator-citizen collaborations and shows that Web 2.0 social media tools have the potential to increase these collaborations. Some public managers have fully embraced the adoption of social media tools to their fullest collaborative potential while other managers have chosen to limit their full collaborative potential. This study examines four environmental influences to determine if they are the cause of the diverse levels of social media adoption among public administrators. A survey of 157 department managers from 261 large cities across the U.S. shows that 82% of the respondents are currently using some form of social media tools to engage citizens. The results show that perceived organizational influences and perceived administrator preconceptions of social media tools are having the greatest impact on the respondents' decision to adopt social media. Provided that response rate bias is not occurring in this study, there are two possible explanations for the results. One possible explanation is that Web 2.0 social media adoption may be following a similar path as the adoption of earlier forms of Web 1.0 e-government tools. The other possible explanation is that managers may be operating within a rational environment when deciding whether or not to adopt Web 2.0 social media tools.

Show moreThis study further expands current knowledge on responsiveness in the public administration field and examines factors that contribute to more responsive public service delivery networks. This research reconceptualized the concept of responsiveness under the lens of New Public Governance as a legitimate democratic public value and answered the following research questions: What constructs constitute to the concept of public service responsiveness? How can public service responsiveness be measured at the network level? Does the complexity of public service provision affect perceived public service network responsiveness? How do collaborative processes across network partners, community support, and resource munificence affect the responsiveness of public delivery networks? The study utilized a multi-method case study approach. The case of the study is focused on the cross-sector efforts in response to the crisis, caused by the massive displacement of the Puerto Rican population to Central Florida after Hurricane Maria. The data was collected using surveys administrated to the displaced population, and interviews conducted with the managers of service delivery organizations. Using quantitative methods, this study developed a valid and reliable model for measuring perceived public service network responsiveness, which is built on the constructs that include the sufficiency of service provision, dignity, clarity of communication and public engagement. The findings suggested that the displaced population that sought a higher number of low complexity services had a more negative perception of public service network responsiveness. The study suggested that negative perception in low complexity service provision can be caused by the low capability of the public service system and low level of public input, and can be characterized as (")consumeristic(") approach. The qualitative findings showed that collaborative processes can affect the responsiveness of public service networks. Increased community support proved to be a positive factor for public service network responsiveness, while a lack of flexible funding is a negative factor for public service network responsiveness.
