The instructional methods that are selected should support event leadership's problem solving methods in accomplishing the goals and mission of the special event.

Show moreSupply-chain management is the practice combining theory from logistics, operations management, production management and inventory control. Therefore, it is often associated exclusively with manufacturing or materials management industries. Application of supply-chain management to other industries often results in implementations that do not satisfy the needs of the involved enterprises. To improve the implementation of supply-chain solutions outside of the materials management and manufacturing industries there is a need for industry specific standards. One industry sector in need of a standard is the services industry. The current problem facing the services sector is the inability to adapt current frameworks to the provisioning of a service. Provisioning a service translates into the supply-chain for the services industry since it influences the services supply and demand. A solution to the problem is development of a supply-chain standard specific to the provisioning of a service. Objectives of the research are to define comprehensively, a new services supply-chain model that is applicable to the United States government classification of a service and to ensure the scalability and integration capability of the model. To satisfy these objectives, it is necessary to understand the characteristics describing the services supply-chain process. The characteristics are the input into deriving the processes and terminology of the generalized services supply-chain. Terminology and processes are then used to create a supply-chain framework using input from the Supply-Chain Council's Supply-Chain Operations Reference (SCOR) model. SCOR provides a foundation for describing the processes and defining the terminology in an already accepted format. A final verification of the model by industry experts insures conceptually that the framework is applicable to the current problem. This research developed a three-level framework similar in structure to the SCOR framework. Presentation of the framework is a specification that defines and sequences the processes for implementation. A detailed case study applies the model using the framework and the definition of a comprehensive supply-chain.

Show moreThe purpose of this dissertation is to create a holistic diversity management measurement scale and to analyze the impact of diversity management on employees' attitudes and behavior in the hospitality and tourism industry. Effective diversity management can have a multitude of positive outcomes in the hospitality and tourism industry. However, there is little research conducted regarding the direct and indirect impacts of diversity management on the attitudes and behavior of hospitality and tourism industry employees. This dissertation used a mixed-method approach to create a measurement scale to evaluate diversity management practices for the hospitality and tourism field. The first study of this dissertation included a scale development process using a qualitative and then a quantitative phase. Literature review and semi-structured interviews were conducted for developing the items for the diversity management scale. These items were then refined to finalize the diversity management measurement scale through a quantitative phase using exploratory factor analyses. The impact of diversity management on hospitality and tourism industry employees' job performance, service innovation behavior, and engagement were analyzed through a quantitative study using this measurement instrument. Structural equation modeling was used to test the hypothesized research model. The present research is the first of its kind in the hospitality and tourism field. The measurement scale developed in this study will expand the boundaries of diversity management research in the hospitality and tourism industry. This current research further establishes a link between diversity management and positive employee-related outcomes in the hospitality and tourism industry. The assessment of these relationships should extend the literature and open new models of academic research with additional organizational outcomes. Leaders in the hospitality and tourism industry can gain vital insight regarding the importance of effective diversity management through the study results.

Cranes are the largest and most conspicuous construction equipment, widely used in typical construction sites. They play a major role in relocation of materials in horizontal and vertical directions on construction sites. Given the nature of activities relying on construction cranes in various stages of a project, cranes normally have control over the critical path of the project with the potential to create schedule bottlenecks and delaying the completion of the project. This dissertation intends to improve crane operations efficiency by developing a new framework for optimizing crane service sequence schedule. The crane service sequence problem is mathematically formulated as an NP-complete optimization problem based on the well-known Travel Salesman Problem (TSP) and is solved using different optimization techniques depending on the problem's size and complexity. The proposed framework sets the basis for developing near-real time decision support tools for on-site optimization of crane operations sequence. To underline the value of the proposed crane sequence optimization methods, these methods are employed to solve several numerical examples. Results show that the proposed method can create a travel time saving of 28% on average in comparison with conventional scheduling methods such as First in First out (FIFO), Shortest Job First (SJF), and Earliest Deadline First (EDF).

Show moreA corrosion control study for two distinct water distribution systems (WDS) has been completed for the Pulama Lana'i Water Company (Pulama). This project evaluated the use of chemical inhibitors to control corrosion and tuberculation within the Manele Bay WDS and the Lana'i City WDS. Pulama provides water to a population of 3,100 residents and is considering incorporating alternative water supplies in the future. Hence, knowing baseline corrosion rates within the WDS was desired.Several groundwater wells feed each of the WDS's; however, water quality between wells varies. Well water supplied to the WDS's is generally of high quality, therefore, the historical treatment method has been limited to disinfection prior to distribution. The distribution system consists of several materials of construction, which includes galvanized iron. Valves and pipes within the WDS were experiencing visible corrosion and tuberculation believed to be responsible for variable pressure drop throughout portions of the system.In this work, two corrosion racks, each consisting of two parallel loops, were designed, constructed, and installed at each site. One loop was maintained as a control while the other loop was used for testing alternative corrosion inhibitors. The racks utilized metal sample coupons and linear polarization resistance probes to provide data on corrosion rates of selected metals of interest.Results indicated that the water in Manele Bay experienced no noticeable change between the test loop and control loop when a corrosion inhibitor was added. A first experiment found the corrosion rates reached baseline steady(-)state at 4,000 operational hours. A second experiment found that the corrosion rates reached baseline steady(-)state at 2,200 operational hours. During these two experiments, the addition of a phosphate or silica(-)based inhibitor neither reduced nor increased the corrosion rates of mild steel, lead, and copper.Results from Lana'i City indicated that inhibitors offered little to no positive effect between the control condition and the test condition. During the first experiment, baseline corrosion was reached after 2,400 hours. The addition of a phosphate inhibitor did not reduce nor increase the corrosion rates of mild steel and lead. However, the corrosion rate of copper increased to 1.0mpy from 0.22mpy. The corrosion rate remained elevated after inhibitor feed was terminated. The second experiment reached baseline corrosion rates at 1,400 operational hours. The use of silica inhibitor neither reduced nor increased the corrosion rate of mil steel, lead, and copper.Since corrosion inhibitors were found to be ineffective, a valve exercise and replacement program for Pulama's assets was recommended. This program included: (1) developing a detailed asset inventory, (2) implementing operation and maintenance tasks, (3) forming a valve replacement plan, and (4) establishing long range financial planning. An opinion of probable replacement cost for 200 new valves was conceptually estimated to approximate 3.3 million dollars expended over a 20 year time frame.

Show moreThis dissertation in practice focuses on a review of literature to answer the guiding question, what can teachers and other educational stakeholders do to help address their sources of dissatisfaction in order to build a positive school climate? The author used a modified frame analysis from Bolman and Deal, other published literature, and personal experience to identify seven different, but sometimes related, domains that affect teachers and school climate. These seven domains include operations/management, contract application, professional development, classroom management, interpersonal, financial, and unanticipated events. The modified frame analysis was used to help empower teachers to solve problems that affect their performance and motivation, to prevent burnout, attrition, as well as help build and maintain a positive school climate. This dissertation promotes the notion that school climate is composed of and constructed from these seven domains as constituent parts that combine to create the school climate. The author-created tool, Tools for Teachers to Address Domains of Dissatisfaction, enables teachers to quickly reference potential solutions to problems faced. The tool is a prototype, created based on professional literature sources focusing on research-based strategies to identify problems and methods a teacher can use to solve a problem, thus preventing a negative school environment for the students, staff as well as other stakeholders. The domains of dissatisfaction were tested against real-life issues submitted to a Faculty Advisory Committee in order to provide veracity and justification of the domains.

Chlorine, when used as a disinfectant, reacts with natural organic matter in the water to form trihalomethane (THM) and haloacetic acid (HAA5) disinfection by-products (DBPs), which are suspected carcinogens. The Safe Drinking Water Act's Disinfectant and Disinfection By-Product (D/DBP) Rules were promulgated by the U.S. Environmental Protection Agency to regulate the amount of DBPs in water systems. Regulatory compliance is based on maximum contaminant levels (MCL), measured as a locational running annual average (LRAA), for total THM (TTHM) and HAA5 of 80 (&)#181;g/L and 60 (&)#181;g/L, respectively. Regulated DBPs, if consumed in excess of EPA's MCL standard over many years, may increase chronic health risks. In order to comply with the D/DBP Rules, the County of Maui Department of Water Supply (DWS) adopted two DBP control technologies. A GridBee(&)#174; spray-aeration process was place into DWS's Lower Kula water system's Brooks ground storage tank in February of 2013. In March of 2015 the second DBP control technology, granular activated carbon (GAC), was integrated into DWS's Pi'iholo surface water treatment plant. To investigate the integration effectiveness of GAC and spray-aeration into a water system for DBP control, DBP data was gathered from the system between August of 2011 and August 2016, and analyzed relative to cost and performance.Prior to the spray aeration and GAC integration, it was found that TTHM levels at the LRAA compliance site ranged between 58.5 (&)#181;g/L and 125 (&)#181;g/L (at times exceeding the MCL). Additionally, HAA5 levels at the LRAA compliance site ranged between 21.2 and 52.0 (&)#181;g/L. The concerted efforts of the GAC and GridBee(&)#174; system was found to reduce LRAA TTHM and HAA5 concentrations to 38.5 (&)#181;g/L and 20.5 (&)#181;g/L, respectively, in the Lower Kula system. Hypothesis testing utilizing t-Tests confirmed that TTHMs levels were controlled by the spray aeration system and the GAC was responsible for controlling HAA5 formation. Although TTHM levels were reduced by 58 percent, and HAA5 levels by 48 percent, the estimated cumulative annual operation and maintenance (O(&)M) cost of the two systems was $1,036,000. In light of the cost analysis, total organic carbon (TOC)-based models for predicting LRAA TTHM and HAA5 levels were developed as equation (i) and (ii), respectively:(i) TTHM (&)#181;g/L = (32.5 x (TOC ppm)) + 5.59, (ii) HAA5 (&)#181;g/L = (8.37 x (TOC ppm)) + 12.4.The TTHM model yielded an R2 of 0.93, and the HAA5 model had an R2 of 0.52. F-Tests comparing predicted LRAA TTHM and HAA5 levels to actual LRAA TTHM and HAA5 levels determined no statistically-significant difference. With the knowledge of how the GAC and spray aerator controlled DBPs in the water system, a cost-effective and practical treatment operating parameter was developed. The parameter, Pi'iholo water plant filter effluent TOC content, can serve as an indicator that operators would use to alter DBP treatment process flow set points to achieve cost-effective treatment. Furthermore, the significant annual cost contribution by the GAC, coupled with HAA5 levels below DWS's MCLG, led to the recommendation of variable frequency drive (VFD) pumps for the GAC system. The addition of VFD pumps should reduce the frequency of carbon change outs while preserving adequate HAA5 control in the system.

Adjusting business operations quickly, however, especially in times of economic uncertainty, is extremely difficult. Business leaders therefore need insight into which elements of organizational improvement are most effective in order to strategically invest their resources to achieve superior performance in the most efficient way possible.This research examines the results of companies which have a demonstrated ability to achieve performance excellence as defined by the National Institute of Standards and Technology's Malcolm Baldrige Criteria for Performance Excellence. This research examined award-winning applications to determine common input factors, compared the business results of a subset of those award-winners with the overall market for a time-frame of 11 years, and then investigated the profitability, liquidity, debt management, asset management, and per share performance ratios of award-winners compared with their industry peers over 11 years as well.The main focus of this research is to determine whether participation in performance excellence best practices have created value for shareholders and business owners. This objective is achieved through the analysis of performance results of award winning companies. This research demonstrates that the integration of efforts associated with performance excellence is in-fact advantageous.

Airline schedules need to be resistant to perturbations in the system including Ground Delay Programs (GDPs) and inclement weather. The strategic search heuristic proposed in this dissertation significantly improves airline schedule reliability by assigning airport departure and arrival slots to each flight in the schedule across a network of airports. This is performed using a multi-objective optimization approach that is primarily based on historical flight and taxi times but also includes certain airline, airport, and FAA priorities. The intent of this algorithm is to produce a more reliable, robust schedule that operates in today's environment as well as tomorrow's 4-Dimensional Trajectory Controlled system as described the FAA's Next Generation ATM system (NextGen). This novel airline schedule optimization approach is implemented using a multi-objective evolutionary algorithm which is capable of incorporating limited airport capacities. The core of the fitness function is an extensive database of historic operating times for flight and ground operations collected over a two year period based on ASDI and BTS data. Empirical distributions based on this data reflect the probability that flights encounter various flight and taxi times. The fitness function also adds the ability to define priorities for certain flights based on aircraft size, flight time, and airline usage. The algorithm is applied to airline schedules for two primary US airports: Chicago O'Hare and Atlanta Hartsfield-Jackson. The effects of this multi-objective schedule optimization are evaluated in a variety of scenarios including periods of high, medium, and low demand. The schedules generated by the optimization algorithm were evaluated using a simple queuing simulation model implemented in AnyLogic. The scenarios were simulated in AnyLogic using two basic setups: (1) using modes of flight and taxi times that reflect highly predictable 4-Dimensional Trajectory Control operations and (2) using full distributions of flight and taxi times reflecting current day operations. The simulation analysis showed significant improvements in reliability as measured by the mean square difference (MSD) of filed versus simulated flight arrival and departure times. Arrivals showed the most consistent improvements of up to 80% in on-time performance (OTP). Departures showed reduced overall improvements, particularly when the optimization was performed without the consideration of airport capacity. The 4-Dimensional Trajectory Control environment more than doubled the on-time performance of departures over the current day, more chaotic scenarios. This research shows that airline schedule reliability can be significantly improved over a network of airports using historical flight and taxi time data. It also provides for a mechanism to prioritize flights based on various airline, airport, and ATC goals. The algorithm is shown to work in today's environment as well as tomorrow's NextGen 4-Dimensional Trajectory Control setup.

Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters' (GCHQ) mass shadowing sharing plan to America's Russian inspiration, SORM. Some countries are following the United States' poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation's strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today's blurred privacy expectations.
