Show moreDuring the era of New Imperialism, the French state had the daunting task of convincing the French public of the need to support and to sustain an overseas empire. Stemming from its defeat in the Franco-Prussian War and hoping to regain its erstwhile global position, the French state set out to demonstrate the importance of maintaining an empire. Since the vast majority of the French people were apathetic towards colonial ventures, the French state used the 1889 Parisian Universal Exposition and the 1906 and 1922 Colonial Expositions in Marseille not only to educate the French about the economic benefits of the empire, but to entertain them simultaneously so that they unwittingly began to accept the notion of an interconnected Greater France. Each of these expositions contained a group of colonial exhibits in which indigenous colonial subjects, whom the expositions' organizers handpicked to come to France, displayed their daily routines and interacted with the visiting public. Visitors witnessed the lifestyles of indigenous cultures and took away from the exhibits a greater understanding of those who lived in the colonies. However, the vast majority of the French public who visited the expositions did not experience a shift in their mindset favoring the continuance of a colonial empire until after World War One. Until they could personally see an impact of the colonies onto their daily lives, the French public remained indifferent toward the French state's colonial ventures.

In this investigation I will argue that the myth of decline in the post-Antiochus III era is invalid through analyzing the stability brought to the empire during the reign of his son, Antiochus IV. An investigation into Antiochus IV's stabilization of the Seleucid Empire has not been completed in English since 1966. Through analyzing his involvement in the southern and eastern regions of the Seleucid Empire as well as the internal reforms a clear picture of Antiochus IV's efforts toward stabilization becomes apparent.

Colonizers formulated different settlement plans based on their experience in the colonies and the Atlantic world in general. The most obvious differentiation was in their choice of labor. Some men chose to base their settlements on slave labor. Others imported white laborers either as indentured servants or tenant farmers. Historians have looked at this differentiation in labor as an important element in the downfall of the colony, but the key question should be: why did each man choose the labor and settlement scheme he did? The answer to this question goes to the nature of the British Empire and the different ideas that developed in the center and peripheral areas of the imperial system. Based on a close analysis of correspondence, official records and petitions, this study examines four different men who were involved in colonizing early East Florida: Colonial governor James Grant, Atlantic merchant Richard Oswald, former member of parliament Denys Rolle, and Scottish physician Andrew Turnbull. Each man dealt with the problems of colonization in different ways. This study is about how each man dealt with the many different influences regarding colonization and labor.

Show moreCompanies have taken the initiative to be socially responsible over the years. In the past, the focus for companies has been on maximizing wealth. With the growth of corporate social responsibility (CSR), there has been many debates regarding its benefits. More companies are beginning to realize the value of being socially responsible and how critical it is to business function. This paper researches past studies on the relationship between corporate social responsibility and financial performance. This relationship is then tested using a reliable source of data on corporate social responsibility performance. This study uniquely looks at the accounting and market-based measurements of financial performance. The dataset includes most of the S&P 500 firms and covers years 2005-2014. An empirical model is constructed which includes factors that were found significant in the works of Capon, Farley, and Hoenig (1990). The relationships are tested using cross-sector/panel data time-series regressions. Results indicate that CSR and the accounting measurements of financial performance are positively related. CSR and the market-based measurements of financial performance are negatively related. This suggests that CSR positively affects a company�s profits and negatively affects future stock returns. One interpretation of this result is that socially responsible stocks have a lower required rates of return. The results indicate that since investors are more willing to invest in CSR stocks, these firms end up experiencing lower future stock returns. The results are consistent with past studies and support the hypotheses.

In some cases, this has exceeded the natural and simple love of home and country and taken a more extreme form. Important to this bent is the tendency to see the nation, its beliefs, and its actions around the world as divinely sanctioned and inspired in some regard. This is a generally necessary component to the idea of American Exceptionalism, which views the United States as a nation with a divinely imposed mission to spread civilization, freedom, and democracy to the ends of the earth. In many ways, the Roman Empire shared these pretentions of being the bearers of civilization to the rest of the world and of being a divinely chosen nation with that vocation. Voices within Christianity, as it developed, provided a potent antithesis to this aspect of Roman imperial ideology, critiquing Roman ideas of their own exceptionalism. By comparing the ideological basis of Roman and American concepts of exceptionalism, this thesis will attempt to apply the critique made by people like Jesus, Paul and Augustine to the United States today.

International collaborations in science, research, and business now enjoy increased probabilities of success, in part, because of the advance in technology and the possibility of instantaneous communications. The convenience, simplicity and affordability of technology are helping to make the world accessible to almost everyone. With new availability of international concerns and the growth of global partnerships in all areas of interest, an increased need arises for agreements that memorialize collaborators' commitments, responsibilities and obligations. There is a corresponding concern that the agreements be enforceable across national and international lines should anything go wrong. There is no collaboration, partnership or venture that will not be touched in some way by the law. Whose law governs and how rules and regulations of different nations will be applied are of escalating concern. Empirically examining the state of international contract law is the overarching focus of my research. Adopting a research methodology involving both quantitative and qualitative techniques, I am investigating whether any consistency exists between attorneys of different practice sectors (academic, government, corporate and private) considering choice of law, enforcement of contract provisions, and the inclusion of preventative measures of international contracts. My results contribute to the future success of international collaborations of all concerns by empirically identifying the need for increased education on various dispute resolution options, as well as the effect cultural awareness has on the drafting of international contracts.

Show moreIn the present dissertation, we investigate two different nonparametric models; empirical Bayes model and functional deconvolution model. In the case of the nonparametric empirical Bayes estimation, we carried out a complete minimax study. In particular, we derive minimax lower bounds for the risk of the nonparametric empirical Bayes estimator for a general conditional distribution. This result has never been obtained previously. In order to attain optimal convergence rates, we use a wavelet series based empirical Bayes estimator constructed in Pensky and Alotaibi (2005). We propose an adaptive version of this estimator using Lepski's method and show that the estimator attains optimal convergence rates. The theory is supplemented by numerous examples. Our study of the functional deconvolution model expands results of Pensky and Sapatinas (2009, 2010, 2011) to the case of estimating an $(r+1)$-dimensional function or dependent errors. In both cases, we derive minimax lower bounds for the integrated square risk over a wide set of Besov balls and construct adaptive wavelet estimators that attain those optimal convergence rates. In particular, in the case of estimating a periodic $(r+1)$-dimensional function, we show that by choosing Besov balls of mixed smoothness, we can avoid the ''curse of dimensionality'' and, hence, obtain higher than usual convergence rates when $r$ is large. The study of deconvolution of a multivariate function is motivated by seismic inversion which can be reduced to solution of noisy two-dimensional convolution equations that allow to draw inference on underground layer structures along the chosen profiles. The common practice in seismology is to recover layer structures separately for each profile and then to combine the derived estimates into a two-dimensional function. By studying the two-dimensional version of the model, we demonstrate that this strategy usually leads to estimators which are less accurate than the ones obtained as two-dimensional functional deconvolutions. Finally, we consider a multichannel deconvolution model with long-range dependent Gaussian errors. We do not limit our consideration to a specific type of long-range dependence, rather we assume that the eigenvalues of the covariance matrix of the errors are bounded above and below. We show that convergence rates of the estimators depend on a balance between the smoothness parameters of the response function, the smoothness of the blurring function, the long memory parameters of the errors, and how the total number of observations is distributed among the channels.

Show moreThis dissertation focuses on copper release in drinking water. Qualitative and quantitative assessment of Cu and Fe corrosion by process water quality was assessed over one year in a field study using finished waters produced from seven different treatment process and eighteen pilot distribution systems (PDSs) that were made from unlined cast iron and galvanized steel pipes, and lined cement and PVC pipes taken from actual distribution systems. Totally seven different waters were studied, which consisted of three source waters: groundwater, surface, and simulated brackish water designated as G1, S1, and RO. With certain pre-established blending ratios, these three waters were blended to form another three waters designated as G2, G3, and G4. Enhanced surface water treatment was CFS, ozonation and GAC filtration, which was designated as S1. The CFS surface water was nanofiltered, which is S2. All seven finished waters were stabilized and chloraminated before entering the PDSs. Corrosion potential was compared qualitatively and quantitatively for all seven waters by monitoring copper and iron release from the PDSs. This dissertation consists of four major parts.(1) Copper corrosion surface characterization in which the solid corrosion products formed in certain period of exposure to drinking water were tried to be identified with kinds of surface techniques. Surface characterization indicated that major corrosion products consists of cuprite (Cu2O) as major underneath corrosion layer and tenorite (CuO), cupric hydroxide (Cu(OH)2) on the top surface. In terms of dissolution/precipitation mechanism controlling the copper concentration in bulk solution, cupric hydroxide thermodynamic model was developed.(2) Theoretical thermodynamic models were developed to predict the copper release level quantitatively based on controlling solid phases identified in part (1). These models are compared to actual data and relative assessment is made of controlling solid phases. (3) Non-linear and linear regression models were developed that accommodated the release to total copper for varying water quality. These models were verified using independent data and provide proactive means of assessing and controlling copper release in a varying water quality environment. (4) Simulation of total copper release was conducted using all possible combinations of water quality produced by blending finished waters from ground, surface and saline sources, which involves the comparison of copper corrosion potentials among reverse osmosis, nanofiltration, enhanced coagulation, lime softening, and conventional drinking water treatment.

For the soldiers of the Indian Army their war experience was split between the Western Front in Europe and Mesopotamia in modern-day Iraq. They were also far more ethnically, religiously, and lingually diverse than their British and Dominion counterparts. In order to examine how geography, religion, and the imperial relationship affected Britain's commemoration of India's war dead, this study uses the Commission's own records to recreate how the IWGC created its policies regarding Indian soldiers. The result shows that while the Commission made nearly every effort to respect India's war dead, the complexity of their backgrounds hampered these efforts and forced compromises to be made. The geography of the war also forced a clear definition between the memories of Indian soldiers who died in Europe and those who fell in Mesopotamia.

Show moreThis study examines the safety effects of the improvements made on multi-lane arterials. The improvements were divided into two categories 1) corridor level improvements, and 2) intersection improvements. Empirical Bayes method, which is one of the most accepted approaches for conducting before-after evaluations, has been used to assess the safety effects of the improvement projects. Safety effects are estimated not only in terms of all crashes but also rear-end (most common type) as well as severe crashes (crashes involving incapacitating and/or fatal injuries) and also angle crashes for intersection improvements. The Safety Performance Functions (SPFs) used in this study are negative binomial crash frequency estimation models that use the information on ADT, length of the segments, speed limit, and number of lanes for corridors. And for intersections the explanatory variables used are ADT, number of lanes, speed limit on major road, and number of lanes on the minor road. GENMOD procedure in SAS was used to develop the SPFs. Corridor SPFs are segregated by crash groups (all, rear-end, and severe), length of the segments being evaluated, and land use (urban, suburban and rural). The results of the analysis show that the resulting changes in safety following corridor level improvements vary widely. Although the safety effect of projects involving the same type of improvement varied, the overall effectiveness of each of the corridor level improvements were found to be positive in terms of reduction in crashes of each crash type considered (total, severe, and rear-end) except for resurfacing projects where the total number of crashes slightly increased after the roadway section is resurfaced. Evaluating additional improvements carried out with resurfacing activities showed that all (other than sidewalk improvements for total crashes) of them consistently led to improvements in safety of multilane arterial sections. It leads to the inference that it may be a good idea to take up additional improvements if it is cost effective to do them along with resurfacing. It was also found that the addition of turning lanes (left and/or right) and paving shoulders were two improvements associated with a project's relative performance in terms of reduction in rear-end crashes. No improvements were found to be associated with a resurfacing project's relative performance in terms of changes in (i.e., reducing) severe crashes. For intersection improvements also the individual results of each project varied widely. Except for adding turn lane(s) all other improvements showed a positive impact on safety in terms of reducing the number of crashes for all the crash types (total, severe, angle, and rear-end) considered. Indicating that the design guidelines for this work type have to be revisited and safety aspect has to be considered while implementing them. In all it can be concluded that FDOT is doing a good job in selecting the sites for treatment and it is very successful in improving the safety of the sections being treated although the main objective(s) of the treatments are not necessarily safety related.

Show moreCurrent approaches to teaching creative writers the ways to success in creative writing courses consist largely of workshop style classes. While workshops often vary from class to class in style, generally a workshop will consist of a group of writers, led by a mentor/instructor, who exchange drafts and provide reader and writer focused feedback to the author. Yet because the workshop approach has not been the subject of close empirical study, it is unclear whether it is an effective pedagogy. This thesis serves two purposes. First, it presents an argument for new research into creative writing pedagogy and creative writers' processes and suggests that any future research should take an empirical turn. However, because creative writing has developed few theories or methods useful for the empirical study of creative writing, I suggest adopting theories and methods from the field of rhetoric and composition. The second part of this thesis is an empirical study of three creative writing undergraduate students in an introductory creative writing course over one semester. This study uses qualitative methods: semi-structured retrospective interviews, close textual analysis, and in-class observations to understand how creative writers are enculturated into the creative writing community using Christine Tardy's theories of acquiring genre expertise as a framework for analysis. Based on this research this study concludes that while creative writers enculturate in different ways, based on several factors, all creative writers develop greater awareness of genre complexity, authorial identity, and intermodal influences on their writing. Furthermore, this study recommends further case studies into creative writers writing processes and the effectiveness of various workshop models on student enculturation. ?

Traffic researchers and engineers have developed a quantitative measure of the safety effectiveness of treatments in the form of crash modification factors (CMF). Based on CMFs from multiple studies, the Highway Safety Manual (HSM) Part D (AASHTO, 2010) provides CMFs which can be used to determine the expected number of crash reduction or increase after treatments were installed. Even though CMFs have been introduced in the HSM, there are still limitations that require to be investigated. One important potential limitation is that the HSM provides various CMFs as fixed values, rather than CMFs under different configurations. In this dissertation, the CMFs were estimated using the observational before-after study to show that the CMFs vary across different traffic volume levels when signalizing intersections. Besides screening the effect of traffic volume, previous studies showed that CMFs could vary over time after the treatment was implemented. Thus, in this dissertation, the trends of CMFs for the signalization and adding red light running cameras (RLCs) were evaluated. CMFs for these treatments were measured in each month and 90- day moving windows using the time series ARMA model. The results of the signalization show that the CMFs for rear-end crashes were lower at the early phase after the signalization but gradually increased from the 9th month. Besides, it was also found that the safety effectiveness is significantly worse 18 months after installing RLCs.Although efforts have been made to seek reliable CMFs, the best estimate of CMFs is still widely debated. Since CMFs are non-zero estimates, the population of all CMFs does not follow normal distributions and even if it did, the true mean of CMFs at some intersections may be different than that at others. Therefore, a bootstrap method was proposed to estimate CMFs that makes no distributional assumptions. Through examining the distribution of CMFs estimated by bootstrapped resamples, a CMF precision rating method is suggested to evaluate the reliability of the estimated CMFs. The result shows that the estimated CMF for angle+left-turn crashes after signalization has the highest precision, while estimates of the CMF for rear-end crashes are extremely unreliable. The CMFs for KABCO, KABC, and KAB crashes proved to be reliable for the majority of intersections, but the estimated effect of signalization may not be accurate at some sites.In addition, the bootstrap method provides a quantitative measure to identify the reliability of CMFs, however, the CMF transferability is questionable. Since the development of CMFs requires safety performance functions (SPFs), could CMFs be developed using the SPFs from other states in the United States? This research applies the empirical Bayes method to develop CMFs using several SPFs from different jurisdictions and adjusted by calibration factors. After examination, it is found that applying SPFs from other jurisdictions is not desired when developing CMFs.The process of estimating CMFs using before-after studies requires the understanding of multiple statistical principles. In order to simplify the process of CMF estimation and make the CMFs research reproducible. This dissertation includes an open source statistics package built in R (R, 2013) to make the estimation accessible and reproducible. With this package, authorities are able to estimate reliable CMFs following the procedure suggested by FHWA. In addition, this software package equips a graphical interface which integrates the algorithm of calculating CMFs so that users can perform CMF calculation with minimum programming prerequisite. Expected contributions of this study are to 1) propose methodologies for CMFs to assess the variation of CMFs with different characteristics among treated sites, 2) suggest new objective criteria to judge the reliability of safety estimation, 3) examine the transferability of SPFs when developing CMF using before-after studies, and 4) develop a statistics software to calculate CMFs. Finally, potential relevant applications beyond the scope of this research, but worth investigation in the future are discussed in this dissertation.

In the Highway Safety Manual (HSM), SPFs are provided for several crash classifications for several types of roadway facilities. The SPFs of the HSM are developed using data from multiple states. In regions where jurisdiction specific SPFs are not available, it is custom to adopt nationwide SPFs for crash predictions then apply a calibration factor. Yet, the research is limited regarding the application of national SPFs for local jurisdictions. In this study, the topic of transferability is explored by examining rural multilane highway SPFs from Florida, Ohio, and California. That is for both divided segments and intersections. Traffic, road geometrics and crash data from the three states are collected to develop one-state, two-state and three-state SPFs. The SPFs are negative binomial models taking the form of those of the HSM. Evaluation of the transferability of models is undertaken by calculating a measure known as the transfer index. It is used to explain which SPFs may be transferred tolerably to other jurisdictions. According to the results, the transferability of rural divided segments' SPFs of Florida to California and vice versa is superior to that of Ohio's SPFs. For four-leg signalized intersections, neither state's models are transferable to any state. Also, the transfer index indicates improved transferability when using pooled data from multiple states. Furthermore, a modified version of the Empirical Bayes method that is responsible for segment specific adjustment factors is proposed as an alternative to the HSM calibration method. It is used to adjust crash frequencies predicted by the SPFs being transferred to the jurisdiction of interest. The modified method, proposed, outperforms the HSM calibration method as per the analysis results.

In this work, we use empirical likelihood (Owen, 1988) approach to construct goodness-of-fit test and provide estimates for the Cox model with various types of censored data.Specifically, the problems under consideration are the two-sample Cox model and stratified Cox model with right censored data, doubly censored data and partly interval-censored data. Related computational issues are discussed, and some simulation results are presented. The procedures developed in the work are applied to several real data sets with some discussion.

Then, based on this BNPMLE Fn we derive empirical likelihood-based (Owen, 1988) confidence interval for the conditional survival probabilities, which is an important and difficult problem in statistical analysis, and also has not been studied in literature. Finally, with this BNPMLE Fn as a starting point, we extend the weighted empirical likelihood method (Ren, 2001 and 2008a) to the multivariate case, and obtain a weighted empirical likelihood-based estimation method for the Cox model. Such estimation method is given in a unified form, and is applicable to various types of censored data aforementioned.

Show moreThis research was an investigation of three domains identified through a thorough review of the literature as fundamental to the equitable implementation of Response to Intervention (RtI) with English language learners (ELLs): (1) degree of intercultural sensitivity of educators involved in the RtI process, (2) training of educators in implementation of RtI with ELLs, and (3) educator familiarity with empirically-based interventions for use with ELLs. The validity of using RtI with ELLs has been questioned by both supporters and detractors of the model (Linan-Thompson (&) Ortiz, 2009). The most fundamental tenets of RtI are predicated upon the use of empirically validated interventions and the application of culturally responsive educational practices that provide equitable learning opportunities for all students. Due to the critical role of school psychologists in the development and implementation of RtI models, a questionnaire was designed for use with this population to explore the three domains delineated above. The Intercultural Sensitivity Scale (ISS; Chen (&) Starosta, 2000) was used to document participants' degree of intercultural sensitivity. Additional questions addressing domains two and three strategically juxtaposed participants' experiences with and perceptions regarding RtI with native English speakers versus RtI with ELLs. Through a series of eight research questions and the associated analyses, the following conclusions were reached: (1) Statistically significantly higher mean scores on the ISS were present among those respondents who identified themselves as Hispanic/Latino/Spanish and/or fluent in more than one language; (2) Statistically significant differences were documented in participants' responses to items focused on perceptions of training for implementing RtI with native English speakers versus training for implementing RtI with ELLs; and (3) Statistically significant differences were found in participants' responses to items inquiring about perceptions of familiarity with empirically-based interventions for use within an RtI framework with native English speakers in comparison to ELLs. Taken together, and in conjunction with a qualitative analysis of two open-ended questions, these results suggest the presence of considerable delays in school psychologists' training and perceptions of preparedness to implement RtI with a linguistically diverse population as compared to native English speakers. This outcome is disconcerting, given the emphasis throughout the literature on the importance of unique considerations required to implement RtI equitably with ELLs. Recommendations for practice and future research are provided that emphasize the need for additional research and training in implementing RtI with a linguistically diverse population.

Show moreEnglishwomen who traveled to the "Orient" in the Victorian era constructed an identity that was British in its bravery, middle-class in its refinement, feminine in appearance and speech and Christian in its intolerance of Oriental heathenism. Studying Victorian female travel narratives that described journeys to the Orient provides an excellent opportunity to reexamine the diaphanous nature of the boundaries of the public/private sphere dichotomy; the relationship between travel, overt nationalism, and gendered constructions of identity, the link between geographic location and self-definition; the power dynamics inherent in information gathering, organization and production. Englishwomen projected gendered identities in their writings, which were both "imperially" masculine and "domestically" feminine, depending on the needs of a particular location and space. The travel narrative itself was also a gendered product that served as both a medium of cultural expression for Victorian women and a tool of restraint, encouraging them to conform to societal expectations to gain limited authority and recognition for their travels even while they embraced the freedom of movement. The terms "imperial masculinity" and "domestic femininity" are employed throughout this analysis to categorize the transient manipulation of character traits associated in Victorian society with middle- and upper-class men abroad in the empire and middle- and upper-class women who remained within their homes in Great Britain. Also stressed is the decision by female travelers to co-assert feminine identities that legitimated their imperial freedom by alluding to equally important components of their transported domestic constructions of self. Contrary to scholarship solely viewing Victorian projections of the feminine ideal as negative, the powers underlining social determinants of gender norms will be treated as "both regulatory and productive." Englishwomen chose to amplify elements of their domestic femininity or newly obtained imperial masculinity depending on the situation encountered during their travels or the message they wished to communicate in their travel narratives. The travel narrative is a valuable tool not only for deconstructing transient constructions of gender, but also for discovering the foundations of race and class ideologies in which the Oriental and the Orient are subjugated to enhance Englishwomen's Orientalist imperial status and position. This thesis is modeled on the structure of the traveling experience. In reviewing first the intellectual expectations preceding travel, the events of travel and finally the emotional reaction to the first two, a metaphoric attempt to better understand meaning through mimicry has been made. Over twenty travel narratives published by Englishwomen of varying social backgrounds, economic classes and motivations for travel between 1830 and World War I were analyzed in conjunction with letters, diaries, fictional works, newspaper articles, advice manuals, travel guides and religious texts in an effort to study the uniquely gendered nature of the Preface in female travel narratives; definitions of "travelers" and "traveling;" the manner in which "new" forms of metaphysical identification formulated what Victorian lady travelers "pre-knew" the "East" to be; the gendered nature in which female travelers portrayed their encounters with the "realities" of travel; and the concept of "disconnect," or the "distance" between a female traveler's expectation and the portrayed "reality" of what she experienced in the Orient.

Airline schedules need to be resistant to perturbations in the system including Ground Delay Programs (GDPs) and inclement weather. The strategic search heuristic proposed in this dissertation significantly improves airline schedule reliability by assigning airport departure and arrival slots to each flight in the schedule across a network of airports. This is performed using a multi-objective optimization approach that is primarily based on historical flight and taxi times but also includes certain airline, airport, and FAA priorities. The intent of this algorithm is to produce a more reliable, robust schedule that operates in today's environment as well as tomorrow's 4-Dimensional Trajectory Controlled system as described the FAA's Next Generation ATM system (NextGen). This novel airline schedule optimization approach is implemented using a multi-objective evolutionary algorithm which is capable of incorporating limited airport capacities. The core of the fitness function is an extensive database of historic operating times for flight and ground operations collected over a two year period based on ASDI and BTS data. Empirical distributions based on this data reflect the probability that flights encounter various flight and taxi times. The fitness function also adds the ability to define priorities for certain flights based on aircraft size, flight time, and airline usage. The algorithm is applied to airline schedules for two primary US airports: Chicago O'Hare and Atlanta Hartsfield-Jackson. The effects of this multi-objective schedule optimization are evaluated in a variety of scenarios including periods of high, medium, and low demand. The schedules generated by the optimization algorithm were evaluated using a simple queuing simulation model implemented in AnyLogic. The scenarios were simulated in AnyLogic using two basic setups: (1) using modes of flight and taxi times that reflect highly predictable 4-Dimensional Trajectory Control operations and (2) using full distributions of flight and taxi times reflecting current day operations. The simulation analysis showed significant improvements in reliability as measured by the mean square difference (MSD) of filed versus simulated flight arrival and departure times. Arrivals showed the most consistent improvements of up to 80% in on-time performance (OTP). Departures showed reduced overall improvements, particularly when the optimization was performed without the consideration of airport capacity. The 4-Dimensional Trajectory Control environment more than doubled the on-time performance of departures over the current day, more chaotic scenarios. This research shows that airline schedule reliability can be significantly improved over a network of airports using historical flight and taxi time data. It also provides for a mechanism to prioritize flights based on various airline, airport, and ATC goals. The algorithm is shown to work in today's environment as well as tomorrow's NextGen 4-Dimensional Trajectory Control setup.

The medieval duchy of Bavaria fell into this milieu but experienced a substantially different relationship with its nobility from the twelfth century onward. The more condensed and consolidated format of medieval Bavaria under the Wittelsbach dynasty (-) as well as conscious efforts to project said configuration backward through history via chronicles (-) resulted in a uniquely Bavarian aristocratic identity into the early modern period. This aristocratic identity was the result of chroniclers' pedagogical and didactic intention across laity and clergy in informing the mores and values of the Bavarian nobility, in addition to the history of their institution. Through Latin and later vernacular chronicles, courtiers and clergy expressed the veneration or damnation of key historical figures in Bavarian history to instill values and sets of ideal behaviors by the end of the fifteenth century. This thesis explores the changing narratives of three such figures, all of whom acted as thematic antagonists to prominent German kings and emperors: Tassilo III, Arnulf the Bad, and Henry the Lion. Ultimately, the widespread virtues of piety, respect for the clergy, and subservience to the emperor formed the main pillars of Bavarian aristocratic identity. However, Bavarian chroniclers required preexisting clerical traditions of chronicling, as well as adherence to the official narratives of the house of Wittelsbach, in order to fit these dissenting historical figures into a usable symbolic context.

With these consistent efforts, both fatalities and fatality rates from road traffic crashes in many countries have been steadily declining over the last ten years. Nevertheless, according to the World Health Organization, the world still lost 1.24 million lives from road traffic crashes in the year of 2013. And without action, traffic crashes on the roads network are predicted to result in deaths of around 1.9 million people, and up to 50 million more people suffer non-fatal injuries annually, with many incurring a disability as a result of their injury by the year 2020. To meet the transportation needs, the use of expressways (toll roads) has risen dramatically in many countries in the past decade. In fact, freeways and expressways are considered an important part of any successful transportation system. These facilities carry the majority of daily trips on the transportation network. Although expressways offer high level of service, and are considered the safest among other types of roads, traditional toll collection systems may have both safety and operational challenges. The traditional toll plazas still experience many crashes, many of which are severe. Therefore, it becomes more important to evaluate the traffic safety impacts of using different tolling systems. The main focus of the research in this dissertation is to provide an up-to-date safety impact of using different toll collection systems, as well as providing safety guidelines for these facilities to promote safety and enhance mobility on expressways. In this study, an extensive data collection was conducted that included one hundred mainline toll plazas located on approximately 750 miles of expressways in Florida. Multiple sources of data available online maintained by Florida Department of Transportation were utilized to identify traffic, geometric and geographic characteristics of the locations as well as investigating and determination of the most complete and accurate data. Different methods of observational before-after and Cross-Sectional techniques were used to evaluate the safety effectiveness of applying different treatments on expressways. The Before-After method includes Na(&)#239;ve Before-After, Before-After with Comparison Group, and Before-After with Empirical Bayesian. A set of Safety Performance Functions (SPFs) which predict crash frequency as a function of explanatory variables were developed at the aggregate level using crash data and the corresponding exposure and risk factors. Results of the aggregate traffic safety analysis can be used to identify the hazardous locations (hot spots) such as traditional toll plazas, and also to predict crash frequency for untreated sites in the after period in the Before-After with EB method or derive Crash Modification Factors (CMF) for the treatment using the Cross-Sectional method. This type of analysis is usually used to improve geometric characteristics and mainly focus on discovering the risk factors that are related to the total crash frequency, specific crash type, and/or different crash severity levels. Both simple SPFs (with traffic volume only as an explanatory variable) and full SPFs (with traffic volume and additional explanatory variable(s)) were used to estimate the CMFs and only CMFs with lower standard error were recommended.The results of this study proved that safety effectiveness was significantly improved across all locations that were upgraded from Traditional Mainline Toll Plazas (TMTP) to the Hybrid Mainline Toll Plazas (HMTP) system. This treatment significantly reduced total, Fatal-and-Injury (F+I), and Rear-End crashes by 47, 46 and 65 percent, respectively. Moreover, this study examined the traffic safety impact of using different designs, and diverge-and-merge areas of the HMTP. This design combines either express Open Road Tolling (ORT) lanes on the mainline and separate traditional toll collection to the side (design-1), or traditional toll collection on the mainline and separate ORT lanes to the side (design-2). It was also proven that there is a significant difference between these designs, and there is an indication that design-1 is safer and the majority of crashes occurred at diverge-and-merge areas before and after these facilities. However, design-2 could be a good temporary design at locations that have low prepaid transponder (Electronic Toll Collection (ETC)) users. In other words, it is dependent upon the percentage of the ETC users. As this percentage increases, more traffic will need to diverge and merge; thus, this design becomes riskier. In addition, the results indicated significant relationships between the crash frequency and toll plaza types, annual average daily traffic, and drivers' age. The analysis showed that the conversion from TMTP to the All-Electronic Toll Collection (AETC) system resulted in an average reduction of 77, 76, and 67 percent for total, F+I, and Property Damage Only (PDO) crashes, respectively; for rear end and Lane Change Related (LCR) crashes the average reductions were 81 and 75 percent, respectively. The conversion from HMTP to AETC system enhanced traffic safety by reducing crashes by an average of 23, 29 and 19 percent for total, F+I, and PDO crashes; also, for rear end and LCR crashes, the average reductions were 15 and 21 percent, respectively. Based on these results, the use of AETC system changed toll plazas from the highest risk sections on Expressways to be similar to regular segments. Therefore, it can be concluded that the use of AETC system was proven to be an excellent solution to several traffic operations as well as environmental and economic problems. For those agencies that cannot adopt the HMTP and the AETC systems, improving traffic safety at traditional toll plazas should take a priority.This study also evaluates the safety effectiveness of the implementation of High-Occupancy Toll lanes (HOT Lanes) as well as adding roadway lighting to expressways. The results showed that there were no significant impact of the implementation of HOT lanes on the roadway segment as a whole (HOT and Regular Lanes combined). But there was a significant difference between the regular lanes and the HOT lanes at the same roadway segment; the crash count increased at the regular lanes and decreased at the HOT lanes. It was found that the total and F+I crashes were reduced at the HOT lanes by an average of 25 and 45 percent, respectively. This may be attributable to the fact that the HOT lanes became a highway within a highway. Moreover adding roadway lighting has significantly improved traffic safety on the expressways by reducing the night crashes by approximately 35 percent.Overall, the proposed analyses of the safety effectiveness of using different toll collection systems are useful in providing expressway authorities with detailed information on where countermeasures must be implemented. This study provided for the first time an up-to-date safety impact of using different toll collection systems, also developed safety guidelines for these systems which would be useful for practitioners and roadway users.
