Show moreThe focus of this research was to shed light on factors contributing to global international rankings in mathematics released by the 2011 administration of the Trends in International Mathematics and Science Study. This study focused on factors contributing to the global ranking of international scores in mathematics. Although students in the United States performed below students in the other sample countries (Singapore, Japan, and the Republic of Korea), American students scored within one standard deviation of the top performer, the Republic of Korea. The study also revealed that although other countries had their brightest and most advantaged students participate in the assessment, participating students in the United States were disproportionately disadvantaged to the proportion of United States' citizens. Another contributing factor of student success revealed in this study was the size and form of government and financing of the participating countries. While Singapore, the Republic of Korea, and Japan have education systems governed and financed by national governments, the United States education system is primarily governed and financed by 50 state governments.

Data were collected from two central Florida high schools from the 2011-2012 and 2012-2013 school years. Five one-way analyses of covariance (ANCOVA) were performed to ascertain if there was any interaction between school schedules and student achievement. Examined were the interactions (a) between schedule and schools, (b) schedule and male students, (c) schedule and female students, (d) schedule and Black students, and (e) schedule and Hispanic students. The independent variable, school schedule, consisted of two levels: traditional schedule and A/B block schedule. The dependent variable was the spring Algebra 1 End- of-Course Examination (EOC), and the covariate was the Florida Comprehensive Assessment Test (FCAT) Mathematics Eighth-grade Development Scale Score. School schedule was not significantly related to students' spring Algebra 1 EOC scores, F(1,788) p = .932. School schedule was not significantly related to male students' spring Algebra 1 EOC scores, F(1,392) p = .698. Show moreIn this study, the researcher compared student achievement in Florida charter schools by investigating differences in those managed by for profit and not-for-profit entities in all 530 charter schools that reported results on the 2016 Florida Standards Assessments in Grades 4, 8, and 10 in English Language Arts (ELA) and mathematics. Using a two-way analysis of covariance, this investigation found statistically significant achievement differences only in 10th-grade ELA when using poverty as a moderator variable and eighth-grade mathematics using both school cohort size and poverty as moderator variables. Also, the covariates of percentage of minority students, percentage of disabled students, and percentage of English language learners accounted for some of the variance in achievement results. These findings are similar to the extant literature where prior similar studies found mixed results between traditional public schools and charter schools and between not-for-profit and for-profit charter schools. Questions are raised by this research regarding the public funding of for-profit or proprietary charter schools if they do not routinely achieve superior results to traditional public schools. Implications for future research both building on this study and investigating other aspects of charter school performance include conducting similar studies on a recurring basis to better evaluate charter school performance, closer study on the role the covariates (minority status, disability status, and English language learner status) has on charter school student achievement, and a comparison of Florida's charter schools with Florida's traditional public schools.

The focus of this research was to determine the difference between inquiry based teaching strategies and student achievement. Additionally, the researcher investigated the origin of inquiry based teaching knowledge and International Baccalaureate Primary Years Programme (IBPYP) affiliation. The McGill Strategic Demands of Inquiry Questionnaire (MSDIQ) was used to determine teacher beliefs of inquiry based teaching strategies. Student achievement was measured using Florida Comprehensive Achievement Test 2.0 (FCAT 2.0) levels. Results from the MSDIQ indicated strong beliefs among participants of inquiry based teaching indicators within three domains: planning, enactment, and reflection. The researcher recommended further research into the origin of inquiry based teaching strategies knowledge to determine accurate professional development from districts that require inquiry based teaching strategies in evaluation systems. In addition, further research was recommended to determine the relationship between IBPYP affiliation and student achievement.

In order to study charter school legislation and litigation, all of the United States charter school legislation was collected along with American court cases related to charter schools and charter legislation. Legislation was reviewed to identify similarities and differences in funding, accountability and governance provisions throughout America. Court cases, involving charter schools and charter school legislation, were reviewed to identify the types of issues being litigated and the resulting legal decisions.

Show moreThe purpose of this study was to determine the immediate and long term impact of participation in the 2009 Third Grade Summer Reading Camp, as well as determine the cost-effectiveness of providing this program in comparison to the cost-effectiveness of other reading interventions as identified by Yeh (2010). All students in this study scored an achievement level one on the 2009 FCAT Reading assessment and either attended the summer reading camp or received a good cause exemption for promotion to the next grade level. Data was not available to determine immediate impact of summer school. To determine long term impact of summer school participation, 130 students who attended the program and passed were compared to a random sample of 130 students who received another good cause exemption. Results of an independent t-test indicated students who passed summer school by performing at or above the 50th percentile on the alternative assessment outperformed students who received another good cause exemption on the 2010 FCAT Reading assessment, t(258) = -9.50, p = .000, effect size r = 0.51,and 2011 FCAT Reading assessment, t(258) = -7.43, p = .000, effect size r = 0.42. Ninety percent of students who attended summer school and passed the alternative assessment for promotion made learning gains on the following year's FCAT Reading assessment; however, the majority of students performed below grade level on the 2010 and 2011 FCAT Reading assessment. Based on school district records for the cost of salaries, benefits, transportation, materials, and supplies, the total cost of summer school was calculated and adjusted for inflation to 2006 dollars so a comparison could be made to Yeh's (2010) cost-effectiveness analysis of summer school and other reading interventions that annualized the cost to 2006 dollars. The adjusted cost for the 2009 summer reading program was calculated at $872,681.23. Using this number and dividing by the total number of summer school student, which were 3,012 students, the cost per student annualized to 2006 was $289.74. Data to determine the immediate impact of summer school were not available, therefore, student performance on the 2009 FCAT Reading assessment was compared to their performance on the 2010 FCAT Reading assessment by calculating a paired samples t-test, t(1225) = 40.82, p = .000, d = 1.23, effect size r = 0.52. The effect size d was divided by the cost per student which calculated an effectiveness-cost ratio of 0.004245 compared to that derived by Yeh (2010) of 0.000125. Caution should be taken when interpreting these results as methodology was not in alignment to Yeh (2010) due to the lack of an immediate post-test measure after participation in summer school and an additional year of interventions and education is reflected in the test scores. The cost per student was calculated to be $1,225.26 less than the amount of money reported in Yeh's (2010) calculations. Based on this information, the diminishing effect of the summer school program on student reading performance in subsequent years, and the majority of students performing below grade level one and two years after summer school participation, it cannot be determined that this program is cost-effective in raising student reading achievement.It is recommended that this study be replicated with adjustments made to address the limitations identified. Further investigation should be made at the state level to determine if the current practice of good cause exemptions and summer school offerings perpetuates the achievement gap in reading.?

Show moreIn order to study the teaching and learning of the theory of evolution and determine levels of acceptance of the theory of evolution among college students studying biology in Central Florida, the Inventory of Student Evolution Acceptance, I-SEA, was administered to over 500 university students enrolled in a biology course during the Fall 2016 term. An analysis of 489 completed surveys demonstrated strong overall acceptance of the theory of evolution (average score = 103 out of 120 total possible). Of all students, 78% fell into the category of very high acceptance of the theory of evolution. Students who reported attending worship services weekly or more scored statistically significantly lower on the I-SEA than students who reported attending worship services less than weekly. The level of previous high school coursework in biology(-)whether honors, or advanced biology courses were taken-- did not translate into statistically significant differences in acceptance of evolution as measured by the I-SEA. Three subscales contained within the Inventory of Student Evolution Acceptance are designed to measure student acceptance of microevolution, macroevolution, and human evolution. Students demonstrate higher levels of acceptance of microevolution than macroevolution or human evolution. These findings serve to inform educational leaders and science educators regarding students' worldview and how worldview may inform what students accept as true and valid. The I-SEA serves as a useful educational tool to inform instructional decisions in the biology classroom.

Show moreThe focus of this research study was to determine how elementary students enrolled in virtual education classes performed on state assessments and final report card grades in Reading and Mathematics as compared with students enrolled in traditional classes, and to examine whether there was a difference in the successful course completion rates between the two groups. Five research questions guided this study concerning the relationship of successful course completion, final grades, and FCAT 2.0 achievement level scores and the variables of virtual and traditional education in the School District of Volusia County. This study is significant, as the movement of virtual learning is driven by economic factors and learning outcomes need to be considered in making instructional delivery decisions.Chi-square analysis suggested no statistical significant difference existed in either Reading or Mathematics successful course completion of students in virtual and traditional settings. Chi-square analyses and a one-sample t-test suggested there was no statistical significant difference in performance of virtual and traditional students on FCAT 2.0 Reading and Mathematics achievement levels. Although the Chi-square analyses showed no statistical significance in performance of virtual and traditional students on final report card grades in Reading and Mathematics, the one-sample t-tests suggested there was a statistically significant difference. When interpreting these results, caution should be taken as the virtual student population was extremely disproportionate to the traditional student population. Implications for practice and recommendations for future study are suggested in this study.

Show moreThe purpose of this study was to examine the relationship between school district spending on Internet access and student achievement, defined by graduation rates, in the state of Florida. Internet funding received for Internet access from E-rate funding administered by the Universal Service Administration Company (USAC) and graduation rates of the 67 school districts in the state of Florida were compared. Further, the data were adjusted for socio-economic status (SES) to determine the relationship between school districts' SES and spending on Internet access. Lastly, school district connectivity and bandwidth were examined to determine whether the ConnectED initiative requirements were related to student achievement and the implementation of school district digital learning programs. E-rate funding and graduation rates were not correlated. Regression and multiple regression analyses demonstrated that Internet spending, bandwidth, and ratio of computers to students did not statistically predict graduation rates during the years of the study.

Show moreThis study examined the legal issues of public employee labor relations in the United States. Included in this study is a review of relevant case law as it pertains to collective bargaining in the public sector. In addition to reviewing the case law, this study researched the statutory language of each state for public sector collective bargaining. The study includes a review, analysis, and summary of the state and federal laws for public sector collective bargaining. The collective bargaining process in the United States is designed to resolve disputes between two parties, the employer and the employee. The resolution of these disputes often depends on the relative bargaining power of each party. The private sector has a collective bargaining process that has been well established since the passage of the National Labor Relations Act in 1935 and the Labor-Management Relations Act of 1947. The federal laws that have been implemented in the last fifty years, to include the Civil Rights Act of 1964, the Equal Employment Opportunity Act of 1972, the American with Disabilities Act of 1990, among others, cover the scope of almost all of the private sector collective bargaining (Oberer, 1994). The public sector contains 50 different state laws and several federal laws defining the scope of collective bargaining for public employees. The bargaining process in the public sector takes place in the context of the political arena. This political influence, which is unique in each state and at each level of government, provides additional steps to the bargaining process that further differentiate public sector bargaining from private (Valletta, 1985). This study provides conclusions on certain aspects of public sector collective bargaining that lead to dispute resolution and contract negotiation to include fact-finding procedures, mediation, arbitration, and strike policies, in the current state of the law. Recommendations are made to public officials, policy makers, and other stakeholders for the future of public employee labor relations in the United States.

Two research questions guided this study. This study is significant, as school districts expand virtual options for K-12 students to meet legislative mandates and student demand, while also exploring and developing methods to ensure student success. Student scores on the Florida Algebra 1 End of Course Exam (EOC) were compared to determine what difference, if any, existed in the performance of students in traditional face-to-face classrooms and virtual settings. Surveys were also distributed to traditional brick-and-mortar and virtual teachers to identify which educational interventions were provided to at-risk students and to measure teacher perception of the relative effectiveness of those interventions in each setting.One-sample t-test results indicated a statistically significant difference in the mean scale scores of traditional and virtual students on the Florida Algebra 1 EOC. Survey responses indicated little variation in the interventions provided by teachers to at-risk students in each setting. Low effectiveness ratings for interventions in the Resources category, such as Mentors from the Community, warrant further investigation, as these responses run counter to previous research. Due to this study's small sample and wide disparity between the number of traditional and virtual students, caution is advised in the interpretation of results.

The quantitative portion of the study was conducted using archival data obtained from the 2012 Florida Alternate Assessment Data Book. A Mann-Whitney U Test was conducted through SPSS at a significance level of ? = .05 to test for relative differences in performance between the treatment (Equals) and control (non-Equals) groups. Based on the results, the Equals mathematics curriculum did not have any statistically significant impact on the 2012 FAA mathematics scores for students with disabilities in the treatment school districts at any of the tested grade groupings (elementary, middle, high, and overall).The qualitative method of data collection utilized an online teacher survey. The results were analyzed using the researcher-coded results and assisted through summary tables provided by Survey-Monkey. Differences and similarities among the survey question responses were explored. Common terms and themes were noted and compared. Data triangulation was used by surveying teachers from five of the six treatment counties. This promoted generalizability for study replication since the treatment counties train teachers and utilize the curriculum in different manners. The results of the qualitative analysis indicated that many teachers were not satisfied with the training they received and felt overwhelmed by the curriculum itself, specifically in the areas of lesson planning and delivery. Based on the quantitative and qualitative results, it was concluded that further research needs to be completed to determine the effectiveness of the Equals mathematics curriculum when used with true fidelity.

The VPK Provider Kindergarten Readiness Rates of public schools were compared to the VPK Provider Kindergarten Readiness Rates of private learning centers and, more specifically, of Seventh-day Adventist private learning centers. Furthermore, this study was conducted to examine whether a difference exists in the kindergarten readiness between VPK providers in urban and rural counties. This quantitative, non-experimental, causal comparative study explored the Kindergarten Readiness Rates of each of the 5,636 public and private VPK providers in the state of Florida. The Florida Kindergarten Readiness Screener was used to assess the kindergarten readiness level of each student. Individual student scores were tracked to the VPK provider that the students attended in order to assign a Readiness Rate for each provider. This screener consisted of the Early Childhood Observation SystemTM (ECHOSTM) and the Florida Assessments for Instruction in Reading (FAIR).A one-way analysis of variance (ANOVA) was utilized to examine significant differences between public school, private, and Seventh-day Adventist providers. The ANOVA was followed by a Scheffe post-hoc test to determine where differences occurred. The findings revealed that there existed a statistically significant difference in the means of public school and private VPK providers. Public school providers were found to have achieved higher Provider Kindergarten Readiness Rates than private providers. It was also found that though Seventh-day Adventist providers had a slightly lower average Provider Kindergarten Readiness Rate than public school providers and a slightly higher average than other private providers, this difference was not statistically significant. A two-way factorial ANOVA was performed to examine if significant differences existed in the average Provider Kindergarten Readiness Rate when considering both the type of community (urban or rural) where the provider was located and the type of provider (public or private). The findings indicated that there was no statistically significant difference in Provider Readiness Rate when examining the interaction between the provider type and community type.

The study analyzed professional practices scores and value-added scores for teachers who participated in a minimum of six of nine days of professional learning before the study, after year one of the training, and after year two of the training to evaluate growth in professional practices and student achievement, and also compared the scores of BPCM participants to the scores of teachers who did not participate in the study. The findings of the study replicated those of previous researchers who found that peer coaching generally has a positive impact on improving teacher practice but limited impact on student achievement. Both professional practices scores and value-added results improved over the course of the study, during and after implementation of BPCM. However, the results were not statistically significant when comparing improvements of value-added results for BPCM participants with the VAM scores of the population of Brevard Public Schools teachers who did not participate in the professional development. BPCM participants showed significant growth over the course of the study and demonstrated stronger improvements in observation scores when compared to the non-BPCM teachers. The most significant growth occurred after the first year of the BPCM training, with smaller levels of growth in year two. Implications for practice and recommendations for future research were provided.

First, information gathered via this study has served to continually improve the rigor and relevancy of the curriculum and program requirements to issues in education. Second, the research findings from this study served to move forward the national and increasingly international efforts to improve the Ed. D. and other professional practice doctorate programs.The review of literature was organized to present an introduction for the conceptual framework of the efforts to distinguish between the Ph. D. and Ed. D. and strengthen the education doctorate overall. The review presented discussions on the history of the doctorate, history and reform models for the professional doctorate, history of the education doctorate, the Ed. D. versus the Ph. D., differentiation of the education doctorates, and the future of the education doctorate. This study was conducted in the University of Central Florida's Executive Ed. D. in Educational Leadership program, and employed a mixed methods approach. A series of four surveys were developed to gather both quantitative perception rating responses on a Likert scale of either one to four or one to five, as well as qualitative or open responses to enhance context. Means and standard deviations were analyzed to determine perception ratings, and one-way analyses of variance were conducted to determine differences in perceptions between cohorts and over time.This research illustrated that the perceptions of students in the Executive Ed. D. in Educational Leadership program were positive. Student respondents indicated that their reasons for applying to the program are reflected in the program design, the program is aligned well with the Carnegie Project on the Education Doctorate's (CPED) Working Principles, and the program was meeting their needs at defined points in the program of study. Implications for practice include using admission and demographic information to inform instructional and advising processes, continuing to gather student perception ratings and open responses to keep the Executive Ed. D. in Educational Leadership at the University of Central Florida aligned with the CPED Working Principles and all programs with the students' needs, and following up with graduates to gather perceptions on the perceived impact of their study.Recommendations for further research include continuing this study in a longitudinal format to gather perceptions and conduct tests for changes in perceptions over time prior to entering the program, at different points throughout the program, and after completing the program. Also, continuing to gather data on the variable of persistence, to determine relationships between whether or not a student remains enrolled in the program and predictor variables including GRE score, undergraduate GPA, and professional position. Similarly, gathering measurements of program viability including graduation rates and time to degree completion to compare with those measurements on program prior to being redesigned as well as evaluating relationships between admission requirements and time to degree completion and graduation rates.

Show moreThe focus of this study was to ascertain what, if any, were the commonalities and differences between and among bully-suicide victims between the ages of nine and eighteen. The focus of this study additionally was to determine to what extent, if any, was there a relationship between parent advocacy, media coverage, and/or a social event related to bully-suicide and the implementation or amending of state anti-bullying legislation. Bully-suicide victims (N = 92) from throughout the United States whose information was available through Internet search engines were included in this study. Further, state legislators (N = 50) who sponsored their states most recent anti-bullying legislation also were included. State legislators who provided direct responses to the request to participate answered four interview questions regarding their sponsorship of anti-bullying legislation. Commonalities between bully-suicide victims were analyzed to determine if particular demographics had an equal likelihood of occurrence. Legislator responses to the interview questions were analyzed for themes using a phenomenological research method.Through an examination of the research results and related literature, the researcher determined that there was a statistically significant deviation from equal likelihood of groups for bully-suicide victims who were male, high school-aged, or targeted due to appearance or sexual orientation. Further, bully-suicide victims were most frequently subjected to verbal bullying. Evaluation of the data also unveiled that parent advocacy, media coverage and social events related to bully-suicide were related to state legislator sponsorship of anti-bullying legislation.

Twelve research questions guided this study concerning the relationship and predictability between the variables of teacher instructional practice scores, number of observations reported in the iObservation(&)#174; tool, and student achievement in Grades 3-5 using reading and mathematics FCAT 2.0 DSS scores.Linear Regression analysis suggested that for Grade 3 reading and mathematics the instructional practice mean had statistical significance in predicting performance and was a strong predictor of Grade 3 FCAT reading and mathematics performance. Linear Regression analysis suggested that for Grade 3 reading and mathematics the instructional practice mean had statistical significance in predicting performance and was a strong predictor of Grade 3 FCAT reading and mathematics performance. Linear Regression analysis further suggested no statistical significance or predictability for Grades 4, 5 for instructional practice mean and Grades 3,4,5 for observation mean related to FCAT reading and mathematics performance. Caution should be used when attempting to interpret these findings, as this study was based solely on initial year implementation data. Implications for practice are also discussed in this study.

Show moreThis study was conducted to determine the effectiveness of the University of Central Florida's Master's Program in Educational Leadership. This study was a mixed mode study which used archival data, survey data, interviews, and Florida Educational Leadership Examination results. Research questions were developed to address how course content in the University of Central Florida's Master of Education in Educational Leadership Program aligned with the following standards and competencies: (a) the National Council for the Accreditation of Teacher Education (NCATE/Educational Leadership Constituent Council (ELCC), (b) the Interstate School Leader Licensure Consortium (ISLLC), (c) the Florida Educator Accomplished Practices (FEAPS), (d) the Florida Principal Leadership Standards (FPLS), and (e) the Florida Educational Leadership Examination (FELE). Graduates' perceptions of the University of Central Florida's Master of Education in Educational Leadership Program and results of Florida Educational Leadership examination results for 2009-2012 were analyzed.Courses were found to meet all standards very well. There were a few standards that were not addressed directly in syllabi. Faculty interviews, however, revealed content was addressed in the actual coursework. Students, overall, were positive in their survey responses as to their satisfaction with the program. Finally, UCF students' FELE scores greatly exceeded the state average for all students, indicating that the UCF Educational Leadership courses and experiences were effective in preparing students for this examination.

These participants were chosen from Certified FBA concert band adjudicators, FBA members who are not certified concert band adjudicators and out of state judges who are certified though other judges association. Differences between groups were examined. In addition, data were collected on the participants' ranking of the musical criteria from the FBA concert band assessment instrument.From analysis of the data, it was reasonable to conclude that there is a significant difference in scoring of musical performances between face-to-face adjudicators who evaluated a live performance, and blind adjudicators who evaluated the same performance via a recorded audio only presentation. This study may provide valuable information that could lead to better development of a fair and balanced rating system.
