Show moreLean Six Sigma is an approach focused on improving quality, reducing variation and eliminating waste in an organization. The concept of combining the principles and tools of Lean Enterprise and Six Sigma has occurred in the literature over the last several years. The majority of Lean Six Sigma applications have been in private industry, focusing mostly on manufacturing applications. The literature has not provided a framework for implementing Lean Six Sigma programs applied to local government. This research provides a framework roadmap for implementing Lean Six Sigma in local government. The Service Improvement for Transaction-based Entities Lean Six Sigma Framework Roadmap (SITE MAP) identifies the activities, principles, tools, and important component factors to implement Lean Six Sigma. The framework provides a synergistic approach to integrating the concepts and tools of Lean Enterprise and Six Sigma using the DMAIC (Define-Measure-Analyze-Improve-Control) problem solving approach. A case study was used to validate the framework. Lean Six Sigma was successfully applied in a 7,000-citizen municipality to reduce the cycle time of the financial administrative processes in the Finance Department of the city government.

Show moreThe Lean Six Sigma methodology is being applied extensively to tackle many quality related issues in many processes of today's industries. Various companies have benefited greatly from the adoption of Six Sigma and Lean engineering concepts since their introduction, and continue to do so. The DMAIC method that is traditionally adopted in the implementation of the Lean Six Sigma methodology has proven to yield cost saving results in most cases. Yet, industries have found that just improvement of existent process and products to reduce defects, does not quench the customer's growing thirst for greater quality. In order to tackle variation and defects pro actively, the initiative to achieve Six Sigma level of quality (3.4 DPMO) or greater is being infused into the design of new products using the Design for Six Sigma (DFSS) methodology, through systematic approaches such as DMADV. This research integrates the DMADV approach into the classic DMAIC methodology through a framework, DMARC, which details the improvement an existing process through re design. It provides a systematic approach to avoid the mis direction of projects into following the path of continued improvement of existing processes that are deemed to be beyond such efforts. A real life industrial case: a successfully completed Lean Six Sigma project, tackling the downtime of the Launch Pad Meteorological System at Launch Pads 39A and B at the Kennedy Space Center, was studied to exemplify the possibility of the achievement of greater results from the implementation of the DMARC framework.

Show moreMany organizations are struggling to improve customer-focused quality in today's highly competitive domestic and global markets. At the same time, these organizations have failed to implement the Six Sigma methodology into their daily control and strategic planning processes. Six Sigma deployment failures have been categorized as coming from many sources, both management related and person related. Some of the key management related Six Sigma project failures have been identified and discussed in this research work. For continuous improvement to truly take root, organizations must realize that just successfully applying quality tools on any process will not necessarily provide dramatic results, unless the concepts of policy management and deployment are institutionalized. A model called "Six Sigma Policy Deployment" was developed and has been proposed which may help mitigate Six Sigma project failures that are presently attributed to management and organizational issues. By integrating Policy Deployment, the Six Sigma DMAIC (Define-Measure-Analyze-Improve-Control) problem solving approach, and the classic PDCA (Plan-Do-Check-Act) Cycle, the potential for breakthrough improvements in any organization can be enhanced. The model was contrasted against a list of 30 sources of failure in typical Six Sigma projects in order to validate its applicability to mitigate these failures. Furthermore these failures were matched with the work of recent quality theorists in order to validate their occurrence and relevance. A case study section is presented to illustrate FPL's Quality Improvement Program and the Six Sigma Lifecycle, which are bases for the new model. This section also highlights how the use of the proposed Six Sigma Policy Deployment model could help to mitigate potential Six Sigma project failures.

Show moreIn the Manufacturing Industry there is a subset of technologies referred to as Rapid Technologies which are those technologies that create the ability to compress the time to market for new products under development . Of this subset, Additive Fabrication (AF), or more commonly known as Rapid Prototyping (RP), acquires much attention due to its unique and futuristic approach to the production of physical parts directly from 3D CAD data, CT or MRI scans, or data from laser scanning systems by utilizing various techniques to consecutively generate cross-sectional layers of a given thickness upon the previous layer to form 3D objects. While Rapid Prototyping is the most common name for the production technology it is also referred to as Additive Manufacturing, Layer Based Manufacturing, Direct Digital Manufacturing, Free-Form Fabrication, and 3-Dimensional Printing. With over 35 manufacturers of Additive Fabrication equipment in 2006 , the selection of an AF process and material for a specific application can become a significant task, especially for those with little or no technical experience with the technology and to add to this challenge, many of the various processes have multiple material options to select from . This research was carried out in order to design and construct a system that would allow a person, regardless of their level of technical knowledge, to quickly and easily filter through the large number of Additive Fabrication processes and their associated materials in order to find the most appropriate processes and material options to create physical reproductions of any part. The selection methodology used in this paper is a collection of assumptions and rules taken from the author's viewpoint of how, in real world terms, the selection process generally takes place between a consumer and a service provider. The methodology uses those assumptions in conjunction with a set of expert based rules to direct the user to a best set of qualifying processes and materials suited for their application based on as many or as few input fields the user may be able to complete.

Show moreThis dissertation proposes two novel ideas to enhance the business strategy alignment to customer needs. The proposed business alignment clock is a new illustration to the relationships between customer requirements, business strategies, capabilities and processes. To line up the clock and reach the needed alignment for the enterprise, a proposed clock mechanism is introduced. The mechanism integrates the Enterprise Business Architecture (EBA) with the House of Quality (HoQ). The relationship matrix inside the body of the house is defined using multivariate data analysis techniques to accurately measure the strength of the relationships rather than defining them subjectively. A statistical tool, multivariate data analysis, can be used to overcome the ambiguity in quantifying the relationships in the house of quality matrix. The framework is proposed in the basic conceptual model context of the EBA showing different levels of the enterprise architecture; the goals, the capabilities and the value stream architecture components. In the proposed framework, the goals and the capabilities are inputs to two houses of quality, in which the alignment between customer needs and business goals, and the alignment between business goals and capabilities are checked in the first house and the second house, respectively. The alignment between the business capabilities and the architecture components (workflows, events and environment) is checked in a third HoQ using the performance indicators of the value stream architecture components, which may result in infrastructure expansion, software development or process improvement to reach the needed alignment by the enterprise. The value of the model was demonstrated using the Accreditation Board of Engineering and Technology (ABET) process at the Industrial Engineering and Management Systems department at the University of Central Florida. The assessment of ABET criteria involves an evaluation of the extent to which the program outcomes are being achieved and results in decisions and actions to improve the Industrial Engineering program at the University of Central Florida. The proposed framework increases the accuracy of measuring the extent to which the program learning outcomes have been achieved at the department. The process of continuous alignment between the educational objectives and customer needs becomes more vital by the rapid change of customer requirements that are obtained from both internal and external constituents (students, faculty, alumni, and employers in the first place).

Show moreHealthcare systems face several challenges due to the aging workforce, recruitment shortages, increasing patient acuteness, and increasing patient size and weight. The most costly, leading, and prevalent problem in the healthcare industry and nursing professions is work-related Musculoskeletal Disorders (MSDs). MSDs are common among caregivers because of the nature of their work, which requires repetitive heavy physical activity. The development of MSDs among caregivers negatively impacts the quality of care, and incurs high costs such as worker compensation, days away from work, turnover, rehabilitation, and lower productivity. Therefore, it is essential to determine the factors that contribute to musculoskeletal disorder injuries among caregivers, in order to reduce or eliminate risks within healthcare environments which might cause such ramifications. This dissertation develops a framework to identify risk factors for MSDs and to determine which ones show significant contribution to be included in a developed predictive model. The data was obtained from caregivers who work in Saudi Arabian healthcare institutions, with 104 participating nurses to determine which risk factors would be included in the predictive model. Logistic regression analysis was used to investigate the association of the identified work related and non-work related risk factors for musculoskeletal disorders in healthcare organizations among caregivers. The development of the predictive model provides insights into risk factors which can guide the development of policies and recommendations to reduce and eliminate the development of MSDs among caregivers.

Lack of performance measurement indices among these systems caused failure to provide jobs to citizens and caused a state of confusion and dissatisfaction among employing entities. In Saudi Arabia, unemployment rate has increased in the last few decades and have since become a very political issue for the Saudi government. Compared to other countries, the problem is different since many expatriates in Saudi Arabia are already employed in their markets while citizens are seeking jobs. In Saudi Arabia, there are 1.4 million unemployed citizens and 8 million expatriates working in the Saudi labor market. In 2011, the Saudi government established a new project for boosting citizen's employment in the private sector. This project has initiated an employment system that divides organizations into four categories (or rankings) based on their performance in employing Saudi citizens' job seekers. Organizations in the Saudi private sector are allocated services from Ministry of Labor depending on their ranking in the system. Consequently, there are mixed reactions from social and economic groups toward the system's significant impact on increasing the number of national (citizen) workers in the labor market.This study develops a framework to assess the quality and effectiveness of this government employment system and how the private sector has been affected after its implementation. The framework proposes a national employment index to help government leaders manage the labor market and reduce the unemployment rate. In addition, the framework is proposing employers satisfaction index to assist in improving the cooperation betweenivgovernment and private sector. Finally, the study demonstrates the various advantages and disadvantages of this concept and proposes solutions to improve the national employment system's quality and effectiveness.

It enables previously unconnected devices and objects to become connected using equipping devices with communication technology such as sensors and radio frequency identification tags (RFID). As technology progresses towards new paradigm such as IoT, there is a need for an approach to identify the significance of these projects. Conventional simulation modeling and data analysis approaches are not able to capture the system complexity or suffer from a lack of data needed that can help to build a prediction. Agent-based Simulation (ABM) proposes an efficient simulation scheme to capture the structure of this dimension and offer a potential solution.Two case studies were proposed in this research. The first one introduces a conceptual case study addressing the use of agent-based simulations to verify the effectiveness of the business model of IoT. The objective of the study is to assess the feasibility of such application, of the market in the city of Orlando (Florida, United States). The second case study seeks to use ABM to simulate the operational behavior of refrigeration units (7,420) in one of largest retail organizations in Saudi Arabia and assess the economic feasibility of IoT implementation by estimating the return on investment (ROI).

Show moreManufacturing is a crucial element in the global economy. During the last decade, the national manufacturing sector loses nearly 30% of its workforce and investments. Consequently, the quality of the domestic goods, global share, and manufacturing capabilities has been declined. Therefore, innovative ways to optimize the usage of the Smart Manufacturing Systems (SMS) are required to form a new manufacturing era. This research is presenting a framework to optimize the design of SMS. This includes the determination of the suitable machines that can perform the job efficiently, the quantity of those machines, and the potential messaging system required for sharing information.Multiple reviews are used to form the framework. Expert machine selection matrix identifies the required machines and machine parameter matrix defines the specifications of those machines. While business process modeling and notation (BPMN) captures the process plan in object-oriented fashion. In addition, to agent unified modeling language (AUML) that guides the application of message sequence diagram and statecharts. Finally, the configuration is obtained from a hybrid simulation model. Agent based-modeling is used to capture the behavior of the machines where discrete event simulation mimics the process flow. A case study of a manufacturing system is used to verify the study. As a result, the framework shows positive outcomes in supporting upper management in the planning phase of establishing a SMS or evaluating an existing one.

A review of the literature indicates that there is a lack ofquantitative tools that enhance the reliability and efficiency of gathering customer requirements for curriculum in highereducation environment. In addition, there is a lack of tools to translate these requirements into actual characteristics that canbe used for curriculum design and assessment purposes. The literature also indicates that curriculum assessment is one ofseveral educational processes that affect the quality of education.This research proposes a quantitative model for curriculum assessment and improvement in higher education institutions,utilizing design for six sigma methodology. The proposed model explores the use of the Kano model concept to translateneeded requirements into desirable curriculum attributes and the general concept of establishing transfer function todetermine the level at which those requirements have been satisfied. The Modeling and Simulation (M(&)S) of many techniques is used for overcoming these limitations. Although the era of big data has emerged and achieved a great deal of success in a variety of fields, most WCE research using the Defense Modeling and Simulation (DM(&)S) techniques were studied without the help of big data technologies and techniques. The existing research has not considered various factors affecting WCE. This is because current research has been restricted by only using constructive simulation, a single weapon system, and limited scenarios. Therefore, the WCE analytics using existing methodologies have also incorporated the same limitations, and therefore, cannot help but get biased results.To solve the above problem, this dissertation is to initially review and compose the basic knowledge for the new WCE analytics methodology using big data and DM(&)S to further serve as the stepping-stone of the future research for the interested researchers. Also, this dissertation presents the new methodology on WCE analytics using big data generated by Live, Virtual, or/and Constructive (LVC) simulations. This methodology can increase the fidelity of WCE analytics results by considering various factors. It can give opportunities for application of weapon acquisition, operations analytics and plan, and objective level development on each training factor for the weapon operators according to the selection of Measures of Effectiveness (MOEs) and Measures of Performance (MOPs), or impact factors, based on the analytics goal.

Show moreWhen organizations create new strategy maps, key new processes are often identified. This is important for organizations to stay competitive in the global marketplace. This document describes the development, implementation, and validation of a framework that properly aligns and links an organization's strategy and new process development. The proposed framework integrates the Balanced Scorecard management system (BSC) and the Design for Six Sigma (DFSS) methodology, leveraging their strengths, overcoming weaknesses, and identifying lessons learned to help bridge the gap between strategy development and execution. The critical-to-quality conceptual model is used as an integrative component for the framework. Literature search has resulted in little or no research into the development of similar frameworks. To demonstrate and evaluate the effectiveness of the framework in a real-world environment, a case study is carried out and implemented successfully. As the case study progressed, cycle time as a performance indicator was estimated and showed progression towards the targeted strategic objective. The developed framework helps decision-makers seamlessly transit from a strategic position to process development linking strategic objectives to the critical-to-quality features. This complexity means that the healthcare system has many stakeholders with different interests, resulting in the emergence of many problems such as increasing healthcare costs, limited resources and low utilization, limited facilities and workforce, and poor quality of services.The use of simulation techniques to aid in solving healthcare problems is not new, but it has increased in recent years. This application faces many challenges, including a lack of real data, complicated healthcare decision making processes, low stakeholder involvement, and the working environment in the healthcare field.The objective of this research is to study the utilization of case-based reasoning in simulation modeling in the healthcare sector. This utilization would increase the involvement of stakeholders in the analysis process of the simulation modeling. This involvement would help in reducing the time needed to build the simulation model and facilitate the implementation of results and recommendations. The use of case-based reasoning will minimize the required efforts by automating the process of finding solutions. This automation uses the knowledge in the previously solved problems to develop new solutions. Thus, people could utilize the simulation modeling with little knowledge about simulation and the working environment in the healthcare field.In this study, a number of simulation cases from the healthcare field have been collected to develop the case-base. After that, an indexing system was created to store these cases in the case-base. This system defined a set of attributes for each simulation case. After that, two retrieval approaches were used as retrieval engines. These approaches are K nearest neighbors and induction tree. The validation procedure started by selecting a case study from the healthcare literature and implementing the proposed method in this study. Finally, healthcare experts were consulted to validate the results of this study.

In today's world, healthcare systems face growing challenges in delivering efficient and time-sensitive emergency care services to communities. Overcrowding within EDs represents one of the most significant challenges for healthcare quality that adversely impacts clinical outcomes, patient safety, and overall satisfaction. Research in this area has resulted in creating several ED crowding indices, such as National Emergency Department Overcrowding Scale (NEDOCS) and Emergency Department Work Index (EDWIN) that have been developed to provide measures aimed at mitigating overcrowding. Recently, efforts made by researchers to examine the validity and reproducibility of these indices have shown that they are not reliable in accurately assessing overcrowding in regions beyond their original design settings. The shortcomings of such indices stem from their reliance upon the perspective and feedback of only clinical staff and the exclusion of other stakeholders. These limited perspectives introduce bias in the results of ED overcrowding indices. This study starts with confirming the inaccuracy of such crowding indices through examining their validity within a new healthcare system. To overcome the shortcomings of previous indices, the study presents a novel framework for quantifying and managing overcrowding based on emulating human reasoning in overcrowding perception. The framework of the proposed study takes into consideration emergency operational and clinical factors such as patient demand, patient complexity, staffing level, clinician workload, and boarding status when defining the crowding level. The hierarchical fuzzy logic approach is utilized to accomplish the goals of this framework by combining a diverse pool of healthcare expert perspectives while addressing the complexity of the overcrowding issue. The innovative design of the developed framework reduces bias in the assessment of ED crowding by developing a knowledge-base from the perspectives of multiple experts, and allows for its implementation in a variety of healthcare settings. Statistical analysis of results indicate that the developed index outperform previous indices in reflecting expert subjective assessments of overcrowding.

The literature on agility is still in its early stages, and further research needs to be conducted in new project management domains.This study is intended to determine the impact of the adoption of APM on project success as perceived by project managers. This investigative approach can be applied to any project domain. In addition, the influencing effects of project complexity on the results of projects are analyzed. Through an analysis of the existing literature, critical success factors and success criteria are identified to develop a model that can be used to assess current APM practice.The research questions are answered by means of an empirical study that collected data using an online survey that was distributed to project managers located across the United States. Confirmatory factor analysis and structural equation modeling are performed to gauge the validity of the proposed research model.The study results show a significant positive relationship between APM and project success. Furthermore, a weak negative association is identified between project complexity and project success, suggesting a need for further research into and refinement of the project complexity construct. Finally, the results reveal an apparent need for additional education and certification in the field of project management, which are expected to lead to an increased use of agile approaches to project management in the future.

More and more improvement projects are being adopted to enhance healthcare services, making it more patient-centric, and enabling better cost control. Healthcare organizations strive to identify and carry out such improvement initiatives to sustain their businesses and gain competitive advantage. Seeking to reach a higher operational level of excellence, healthcare organizations utilize business excellence criteria to conduct assessment and identify organizational strengths and weaknesses. However, while such assessments routinely identify numerous areas for potential improvement, it is not feasible to conduct all improvement projects simultaneously due to limitations in time, capital, and personnel, as well as conflict with other organization's projects or strategic objectives. An effective prioritization and selection approach is valuable in that it can assist the organization to optimize its available resources and outcomes. This study attempts to enable such an approach by developing a framework to prioritize improvement opportunities in healthcare in the context of the business excellence model through the integration of the Fuzzy Delphi Method and Fuzzy Interface System. To carry out the evaluation process, the framework consists of two phases. The first phase utilizes Fuzzy Delphi Method to identify the most significant factors that should be considered in healthcare for electing the improvement projects. The FDM is employed to handle the subjectivity of human assessment. The research identifies potential factors for evaluating projects, then utilizes FDM to capture expertise knowledge. The first round in FDM is intended to validate the identified list of factors from experts; which includes collecting additional factors from experts that the literature might have overlooked. When an acceptable level of consensus has been reached, a second round is conducted to obtain experts' and other related stakeholders' opinions on the appropriate weight of each factor's importance. Finally, FDM analyses eliminate or retain the criteria to produce a final list of critical factors to select improvement projects. The second phase in the framework attempts to prioritize improvement initiatives using the Hierarchical Fuzzy Interface System. The Fuzzy Interface System combines the experts' ratings for each improvement opportunity with respect to the factors deemed critical to compute the priority index. In the process of calculating the priority index, the framework allows the estimation of other intermediate indices including: social, financial impact, strategical, operational feasibility, and managerial indices. These indices bring an insight into the improvement opportunities with respect to each framework's dimensions. The framework allows for a reduction of the bias in the assessment by developing a knowledge based on the perspectives of multiple experts.

This study reveals the relationships between perceptions by personnel responsible for cybersecurity, regarding incident response exercises, information sharing, and situational awareness, and incident response planning. There has been an emergence of manufacturing organizations and Small and Medium- sized Enterprises (SME) in Qatar recently which was the focus of this research. Despite the many attempts to implement lean in organizations, there have been a large number of failed attempts. This research aims to study the Qatari Manufacturing Organizations attempts in implementing lean. The main goal of the thesis is to shed a light on the current state of awareness of lean in Qatari Manufacturing Industry and SME and the potential barriers and challenges that prevent the successful adoption of lean. In order to do so, an online survey was designed through the SurveyMonkey tool and organizations were asked to participate.Numerical and statistical results from the survey are discussed along with Pareto charts and two hypothesis tests. The finding indicates that there is no difference between ISO certified and Non-ISO certified organizations in lean implementation. Further, it is understood that most of the manufacturing organizations in Qatar have some level of awareness of lean concepts/tools and practices. The results also show that organizations are not implementing lean concepts and are not using quality management practices effectively. The main obstacle that manufacturing organizations in Qatar face when implementing lean is (")Lack of Employee Engagement(") and (")Unsupportive Organization Culture("). However, it is noted that the research has some limitations such as having most participating organizations in the survey from specific sectors.

This report is written to provide the basis for a time-based MRM federation study in the Simulation Interoperability Laboratory. The report describes many definitions and notions related to Multi-Resolution Modeling(MRM) and discusses examples to make better understanding for further research. MRM is relatively new research, and there are high demands for integrating simulators running in military field purposes. Most military-related research is based on simulators currently being used in the military; this poses a problem for research because the data is classified, resulting in many limitations for outside researchers to see the military's process for building an MRM system or the results of the research. The demonstration of functional equivalence or the absence of practical differences is useful to designers introducing new technologies to the flight deck. Proving functional equivalence is an effective means to justify the implementation of new technologies that must be (")the same or better(") than previous technology. This study examines the functional equivalency of three operational modes of a new active control sidestick during normal operations while performing manual piloting tasks. Data from a between-subjects, repeated-measures simulator test was analyzed using analysis of variance and equivalency analysis. Ten pilots participated in the simulator test which was conducted in a fixed-base, business jet simulator. Pilots performed maneuvers such as climbing and descending turns and ILS approaches using three sidestick modes: active, unlinked, and passive. RMS error for airspeed, flight path angle, and bank angle were measured in addition to touchdown points on the runway relative to centerline and runway threshold. Results indicate that the three operational modes are functionally equivalent when performing climbing and descending turns. Active and unlinked modes were found to be functionally equivalent when flying an ILS approach, but the passive mode, by a small margin, was not found to be functionally equivalent.
