Show moreThe purpose of this study was to address a gap in the organizational leadership research related to the sharing, or alignment, of leadership vision across organizational levels, with a focus on educational vision alignment in Florida K-12 public school districts. The study also sought to determine to what extent, if any, there were differences among Florida school districts exhibiting different levels of educational vision alignment. The broad question addressed by the current research was this: To what degree are the educational visions of superintendents and principals aligned within Florida K-12 public school districts? The following research questions further guided the study: 1. What common themes can be found in the published vision statements of the 67 Florida K-12 public school districts? 2. To what extent, if any, do Florida K-12 public school district superintendents and their respective principals agree with one another on the importance of the common themes found in Florida school districts' published vision statements? 3. What is the relationship, if any, between educational vision alignment levels in Florida K-12 public school districts and principals' perceptions of their superintendents' leadership styles? 4. To what extent, if any, are there differences among Florida K-12 public school districts exhibiting different levels of educational vision alignment? The Florida Educational Vision Questionnaire Superintendent Form (FEVQ-S), a researcher developed questionnaire, was administered to all 67 Florida K-12 public school district superintendents. With superintendent approval, two additional questionnaires were administered to a sample of 242 principals in 23 school districts. The Florida Educational Vision Questionnaire Principal Form (FEVQ-P) and the Multifactor Leadership Questionnaire Form 5X Rater (MLQ-5X) (Avolio, Bass, & Jung, 1999) were returned fully completed by 105 principals in 21 districts. A total of 81 principal responses in 20 districts were usable, yielding overall usable response rates of 29.9% (superintendents) and 33.5% (principals). Comparisons of FEVQ responses of superintendents and principals in each school district were made using a researcher developed measure, the Educational Vision Alignment Index (EVAI). Within each district, the EVAI was compared with the superintendent's leadership style as measured by the principals' responses to the MLQ-5X. School districts were then compared using data obtained from the FEVQ demographic items, the Florida School Indicators Report (FSIR) (FLDOE, 2003a), the 2004 School Grades by District Report (FLDOE, n.d.), and the online Florida Public School Superintendents report (FLDOE, 2005c). The FSIR contains data on district characteristics such as operating costs, per pupil expenditures, school staff composition, student membership, student mobility rates, student stability rates, and teacher descriptors. The 2004 School Grades by District report contains both the school grades for each district and the total number of schools per district. The Florida Public School Superintendents report contains general school district information and superintendent status (i.e., elected or appointed) information. Detailed data analyses related to each of the four research questions indicated that: 1. Several common themes can be found in the published vision statements of the 67 Florida K-12 public school districts, 2. Florida K-12 public school district superintendents and their respective principals agree with one another on the importance of some of these common themes, 3. Several relationships exist between the educational vision alignment levels in Florida K-12 public school districts and principals' perceptions of their superintendents' leadership styles, and 4. There are differences among Florida K-12 public school districts exhibiting different levels of educational vision alignment. The current study illustrated that in Florida K-12 public school districts whose superintendents were perceived to be transformational leaders, a strong alignment of educational vision between the superintendents and their principals was also apparent, particularly in those districts having elected superintendents. Using the two researcher developed tools, the Florida Educational Vision Questionnaire (FEVQ) and the Educational Vision Alignment Index (EVAI), it was shown that this alignment pertained to specific content items, or themes, derived from an analysis of the educational vision statements of the 67 Florida school districts. These results indicate that the current emphasis in Florida on the development of transformational leaders who are knowledgeable in techniques for developing and communicating shared visions is therefore warranted.

Show moreThe goal of this research was to identify factors that may contribute to employee satisfaction. Review of the literature revealed potential factors influencing employee satisfaction, such as locus of control, difficulty of the work itself, and working conditions. These literature findings guided this research, to establish if a relationship existed between employee satisfaction of caregivers employed in a developmental institution and locus of control. Supervisors and their employees were given a locus of control scale; employees were additionally given a job satisfaction survey. The relationship between the supervisors' locus of control and employee satisfaction was evaluated as well as the relationship between the employees' locus of control and their job satisfaction. The resignation rate and rate of transfers within the agency were established for each of the supervisors and were assessed in relationship to the locus of control of the supervisors. Factors such as the level of physical exertion required by employees in their job duties and the level of behavioral intervention in their homes were assessed as they related to their own job satisfaction, their transfers, and their rates of resignations. Findings from the correlation procedures revealed no relationship to a statistically significant degree between the locus of control of supervisors and their employees' job satisfaction. The locus of control of supervisors was also not found to be statistically significantly correlated with the numbers of employee transfers within the organization; however, a relationship between the locus of control of supervisors and employee resignations was established. The supervisors who had an internal locus of control had fewer resignations. A statistically significant negative relationship was also found between employees' job satisfaction and their own locus of control. The employees who had an internal locus of control reported higher job satisfaction. Although there was no relationship established between the employees' job satisfaction and type of exertion, there was a statistically significant negative relationship between behavioral exertion and requests for inter-agency transfers and resignations, and a positive correlation between physical exertion and number of resignations. Results of this study suggest that locus of control is an impacting variable for job satisfaction and turnover. Combining attribution training with effective management practices with all employees may increase employee satisfaction. Findings from this research suggest a need for a better refinement of the theoretical construct of job satisfaction and a need to evaluate the effectiveness of the instrumentation currently used to determine job satisfaction.

Show moreTo meet the continued demand for educational reform, the state of Florida enacted legislation in 1998 that required school boards to base a portion of the salary for school administrators and instructional personnel on performance. Although ahead of the required statutory timeline, the School District of Lee County implemented a teacher performance pay plan during the 19981999 school year as a result of Florida's legislative direction. The problem of this study was to determine the perceptions of Southwest Florida school-based certified staff regarding the implementation of teacher performance pay in a school district where performance pay had been in operation for the five years prior to this study. The population of this study consisted of the certified school-based personnel employed by the School District of Lee County, Florida. A random sample of 1,000 members was selected from the instructional population. Additionally, this study included the entire population of 176 school-based administrators for an overall sample of 1,176 members. Participants were asked to complete the survey instrument, Teacher Performance Pay Attitudinal Survey designed by the researcher. This instrument was developed to fit the unique requirements and specific nature of this study. Although intended to motivate teachers, the teacher performance pay plan examined in this study was perceived by instructional staff and administrators as not motivating. Findings of this study also show that most teachers and other instructional respondents disagree that teacher performance pay provides an incentive to work harder toward improving student achievement. Additionally, a majority of the instructional respondents did not agree that performance pay encouraged them to participate in staff development or motivated them to change their instructional practice. Finally, most respondents, both instructional and administrative, did not agree that the current performance pay system was fair. These findings suggest that the performance pay program of the current study may have fallen short of its intended goal. This study also found many differences in perceptions of teacher performance pay among the demographic variables. These differences were particularly significant in several survey areas to include the respondent's years of experience, union status, and position. Findings in this study suggest that performance plan design should clearly connect the compensation reward to performance so that educators understand the performance level required. The findings of this study also suggest that improving the alignment between the performance pay plan and school goals should be a consideration in any future plan revision.

Show moreThis dissertation addressed the need for empirical research on the leadership of multinational virtual teams (Davis & Bryant, 2003; Early & Gibson, 2002; Ilgen, Lepine, and Hollenbeck, 1997; Prieto & Arias, 1997), particularly in the field of educational leadership (Cheng, 1995). This was accomplished through the development of a model based upon the cultural values discovered through the use of Hofstede's (1980, 2001) Values Survey Module 94 (VSM 94). As workers will bring values from their own cultures to the multinational workplace (Bochner & Hesketh, 1994), research was conducted to determine the cultural values of economics professors in the United States and Germany in order to formulate a cultural contingent leadership model based on Triandis' (1993) adaptation of Fiedler's (1967) contingency theory. Given a total response from 194 U.S. and German economics professors, it was discovered that faculty in both the United States and Germany had values that differed significantly from those that Hofstede discovered for his IBM employee samples in four out of five dimensions. However, it was found that the values for the U.S. and German faculties were a close replication of Hoppe's (1990) findings which were based on a sample that was similar to the economics faculties in both occupation and education. These findings add a cautionary note to the recommendation by Hofstede and Peterson (2000) that existing cultural values can be used by cultural researchers: Previous cultural value data can be used if the samples are closely matched to the previous samples in both nationality as well as educational and occupational background. The research thus indicated that differences in national culture, as measured by Hofstede's (1980, 2001) cultural dimensions, still exist. In addition, a direct comparison of the cultural values between the two faculties indicated that the U.S. and German economics faculties differed significantly in two of Hofstede's cultural dimensions, individualism and collectivism and masculinity and femininity. The two samples were not significantly different in the cultural dimensions of power distance, uncertainty avoidance, and long term orientation. Using the Triandis (1993) approach, application of the research results to Fiedler's (1967) LPC model indicated that a relationship oriented leader would be an in-match leader for a group of U.S. and German higher education economics faculty. This result was contingent upon the cultural values discovered for the U.S. and German faculties who would be involved in an endeavor with situational variables similar to that which would be found in an international joint venture to offer online distance economics education to students in a developing country.

Show moreThe purpose of this study was to investigate the relationship between measures of emotional intelligence after participation in a simulation based leadership development program as applied to a student cohort at a community college. Additionally, this study was conducted to investigate significant differences in emotional intelligence subscales when compared to the categorical variables of age, race, gender, position type, number of years employed, and time. All 300 students in the introductory management classes in the Bachelors of Applied Science business principles classes in the Business program were invited to participate. A total of 201 questionnaires representing 103 individuals were returned, garnering a 67% initial return rate; the total number of useable surveys was 182 representing 91 individuals for a final useable return rate of 60.7%. An analysis of the relationship between the measures of emotional intelligence before and after participating in leadership simulation revealed statistically significant differences after participation in the leadership simulation. There was a significant increase in respondent scores in three of the four subscales after the respondents participated in the Virtual Leader simulation: (a) self-emotion appraisal (SEA), p = .031; (b) others emotion appraisal (OEA), p = .002; and (c) regulation of emotion (ROE), p =.002. The emotional intelligence construct, use of emotion (UOE), p = .061, did not demonstrate statistical significance. Show moreThe success of exceptional student education, although dependent upon the teachers involved, is largely made possible both by the role the school principal performs and the organizational support provided by the school district. The primary purpose of this study was to identify the sources and components of organizational support required to implement the inclusion of students with disabilities into general education classrooms. The provision of resources by administrators, particularly the building principal, is an example of an organizational support that helps students with disabilities learn successfully in this setting. These resources include funding, special curricula, adaptive technology, organizational resources such as time for training, and hiring of additional personnel to assist these students. The role of educational leader in inclusive education has evolved beginning with changes in federal and state legislation that were initiated in the early 1970s. Administrators are legally responsible for the education of students with special needs in the least restrictive environment. This study identifies organizational supports as well as attitudes toward inclusion reported by teachers and principals in a medium sized southwest Florida school district.

Show moreThe purpose of this study was to determine the perceived value of certification to research administration professionals and demographic characteristics. This study sought to determine whether those who have attained the Certificate in Research Administration (CRA) perceive a benefit to their careers and why most research administrators do not attempt certification. The primary research question studied is concerned with the relationship between perceived value of the CRA to research administration professionals and demographic characteristics. The survey instrument, Research Administrator Survey, was electronically distributed to 277 research administrators based in the Southeast region of the National Council of University Research Administrators (NCURA). A total of 230 surveys were completed and returned for a usable return rate of 83%. The research revealed that CRAs consistently perceived the value of certification to be greater than non-certified research administrators; however, the majority of both CRAs and non-certified research administrators perception was that becoming certified would, or did, enhance their knowledge as research administrators. Overall, the majority of non-certified research administrators reported that their reason for not attempting certification was that they did not believe there was any benefit to becoming certified, but when all the other reasons for not attempting certification are closely examined, the responses taken as a whole indicate that as many non-certified research administrators may perceive a benefit to becoming certified as those who do not perceive a benefit. In summary, the data indicated that non-certified research administrators do perceive some benefit to certification. It is recommended that the Research Administrators Certification Council (RACC) attempt to be more closely aligned with the with National Council of University Research Administrators (NCURA) and the Society of Research Administrators International (SRA) since research administrators report having extremely positive professional development experiences with these organizations. It is further recommended that research be conducted to determine if curriculum at the university level should be developed in research administration management. Finally, it is recommended that NCURA and SRA engage in research to determine how many people are involved in the profession of research administration to help make decisions in regard to continuing adult education.

Show moreCollege student government organizations (SGOs) have the important responsibility for achievement of purposes that serve students and the college community. They are also the student voice in higher education governance. Effective student leadership is vital to the effective fulfillment of these purposes, as is the role of the student government advisor in ensuring the success of student leadership and leadership development. Transformational leadership (Bass, 1985) is seen as a way of reaching higher levels of leadership effectiveness and organizational performance, and it has been advanced for use in SGOs. This study examined the extent to which community college student government advisors who exhibited transformational leadership qualities had an influence on the organizational outcomes of community college student governments. Several research questions were formulated to guide this examination. Surveys which included an instrument to measure the effectiveness of reaching organizational outcomes and the Multifactor Leadership Questionnaire for Research (MLQ 5X) (Bass & Avolio, 1995, 2000) were given to Florida community college student government executive board members and their respective student government advisors. Anticipated findings included increased levels of organizational outcomes in those community college SGOs in which advisors exhibit greater levels of transformational leadership qualities. Analysis of the data yielded advisor and student government member demographics, and a strong level of fulfillment of organizational outcomes. Statistically significant positive correlations were found between student reported transformational leadership qualities of advisors and student ratings of achievement and importance of organizational outcomes. A statistically significant correlation was also found between student ratings of importance of organizational outcomes and student ratings of the achievement of organizational outcomes. This indicates the existence of a relationship between the transformational leadership qualities of Florida community college student government advisors and the perceived importance and achievement of student government organizational outcomes. Secondary results were also given. Results of this study suggest that Florida community college student government advisors who exhibited higher levels of transformational leadership qualities engendered higher levels of organizational outcomes in Florida community college student governments. Implications were discussed for the study findings, and recommendations for future research were made.

Show moreThe purpose of this study is to assess the perceptions of social workers employed in Florida hospitals in relation to the core values of their profession and the alignment of those values within the culture of their current work setting. The conceptual framework for the study was from organizational behavior theory specific to culture, values, and trust. The Competing Values Framework (Cameron & Quinn, 1999) provided a method to distinguish co-existing competing values within an organization. The research findings indicated that 65% of the professional social workers who participated in the study perceived that the core values of their profession are very much in alignment with the written mission statement of their hospital. However, less than half of the respondents (42%) stated the daily business of the hospital strongly reflected the mission statement. The social workers perceived the current culture of hospitals in Florida as being closely clustered among four cultures: clan, adhocracy, market, and hierarchy. However, they would prefer a stronger clan culture and less of a market culture in the future. A large majority (85%) of all respondents communicated that their work assignments allowed them to demonstrate their professional values on a regular basis. However, only 63% stated that they trusted that their hospital valued the knowledge and skills of their profession.

Show moreThis exploration of the personal constructs of principals was intended to reveal the transparent templates they create and attempt to fit over the realities of their world. This study sought to go beyond externally imposed descriptions of the leadership behavior of principals by exploring their personal constructs to discover the meaning that principals ascribe to their leadership behavior in anticipation and interpretation of events. Kelly's (1955) personal construct theory provided the conceptual framework for this study. The research questions were addressed through qualitative inquiry. Data were collected in a process that began with full context elicitation, laddering, and triadic analysis, and proceeded to full grid quantitative analysis. Findings from this study may increase the awareness level in the professional community of the meaning that principals ascribe to their leadership behavior. It was recommended that results from this study lead to the development of a process that can be implemented in principal leadership preparation and professional development programs to develop more self-aware, productive, and effective principals (Petri, Lindauer, & Tountasakis, 2000).

This study was designed to identify the leadership role focus and behaviors of public school principals who were attempting to meet the challenges of this movement and to provide valuable information about the effects of accountability reforms on school leadership. Public school principals were subject to the mandated policy initiatives associated with the accountability movement. Private school principals, or lower school heads, were not subject to these federal and state policy reforms. The leadership role and behaviors of public and private elementary school principals working under these two distinctly different circumstances were compared. Accountability reforms called for public school principals to focus the principal's role on instructional leadership as the priority rather than managerial leadership. There was a need to understand if there were any significant differences in roles and behaviors of public and private school principals: (a) to inform public and private school policymakers and representatives who impact the educational system through local, state, and federal legislation; (b) to inform educational leadership training programs and licensing systems; and (c) to assist those who lead schools (Lashway; Portin, 2000). Public and private school principals in the state of Florida reported self-perceptions of their leadership role focus and behaviors using the Instructional Leadership Inventory (ILI), an instrument obtained from MetriTech, Inc. The data collection was conducted according to the elements of Dillman's (2000) Tailored Design Method for mailed surveys. The survey instrument was distributed to a sample of 501 public and private elementary school principals in the state of Florida. The data collection process resulted in a total of 263 returned surveys, a 52.5% total response rate. The public school response rate was 48.0%, or 168 returned surveys out of the 350 mailed surveys. The private school response rate was 62.9%, or 95 returned surveys out of the 151 mailed surveys. Comparison of the two groups, public and private, demonstrated that principals and lower school heads reported being similar in many ways in relation to the demographics and the work environment of the two groups. The differences in personal and professional characteristics were minimal. There were very few statistically significant differences between public elementary school principals and private lower school heads when looking at the ILI instructional leadership criteria. However, the findings revealed that there were considerable statistically significant differences between public elementary school principals and private lower school heads when reviewing the ILI managerial leadership criteria. Implications derived from these analyses support two areas of change in the leadership behaviors of public school principals. A significant number of public school principals reported that they spent considerable time on the managerial leadership behaviors of Monitoring Student Progress, Supervising Teaching, and Managing Curriculum, behaviors related to assessment and accountability. Public school principals reported using achievement test results in multiple ways to gauge the progress of the school toward school goals. These findings contributed to existing knowledge and provided new knowledge about principals' leadership role focus and behaviors based on data gathered during the age of the accountability movement. Recommendations include adjusting staffing to prioritize instructional leadership in the face of managerial demands, reducing public school populations through alternative strategies, enhancing the strength of community interest and support for the school, and furthering research aimed at a better understanding of the influence of external social and political goals, standards, and accountability on the middle management role of the school principal.

A quantitative and qualitative approach included several interviews and a mailed survey questionnaire. The researcher developed the instrument from human resources position description forms, an adapted administrative Q-sort technique, and a role conflict and ambiguity perception questionnaire. The study targeted the members of the American Association of Collegiate Registrars and Admissions Officers. The research findings indicated that some aspects of perceived role, role conflict (harmony), and ambiguity (clarity) were different for registrars whose colleges used in-house, outsourced, consortium, or a combination of implementation strategies, and for certain background characteristics. For example, the study identified different levels of involvement for some duties and some differences in collaboration among divisions and departments within institutions and with other organizations. Suggested uses of the research results include professional development programming for more efficient technology implementation. The research instrument could be adapted to study functional role of other job positions, implementation projects, and administrative strategies.
