Show moreThe present study utilized a mixed-methods strategy to examine the effectiveness, diffusion, and institutionalization of the Memphis Crisis Intervention Team (CIT) model. To evaluate the effectiveness of the training component of the CIT model, a panel research design was employed in which a sample of 179 law enforcement officers and 100 correctional officers in nine Florida counties were surveyed on the first day of training (pretest), the last day of training (posttest), and one month following their completion of CIT training (follow-up). These surveys measured the extent to which CIT training achieved several officer-level objectives, including increased knowledge of mental illness and the mental health referral process, improved self-efficacy when responding to mental health crises, and enhanced perceptions of verbal de-escalation skills, mental health services in the community, and the mental health referral process. The results of these surveys revealed officers experienced a statistically significant increase on every measure of training effectiveness between the pretest and posttest data collection points. However, a significant decline was found among the 117 officers that responded to the follow-up survey on the measures associated with self-efficacy and perceptions of verbal de-escalation, which points to a measurable decay in the effectiveness of the training in the intermediate timeframe with regard to these two measures. To examine the extent to which the diffusion of the CIT model resembles a social movement in the field of criminal justice and to explore the impact of CIT institutionalization on the organizational structure of criminal justice agencies, an online survey was distributed to 33 representatives of law enforcement and correctional agencies known to participate in the CIT program in the nine Florida counties in which officers were surveyed. The results of this survey indicate interagency communication and external pressure from mental health providers and advocates largely contribute to the decision of criminal justice agencies to adopt the CIT model. In addition, the findings of this survey suggest criminal justice agencies modify their organizational structure in a number of different ways to internalize and institutionalize the CIT model. By coupling a training program evaluation with an assessment of diffusion and institutionalization, this study makes a unique contribution to organizational and evidence-based literature.

The current study will give a descriptive picture of the victim, offender, and incident characteristics of a form of intimate partner violence that has never been studied before, intimate partner kidnapping, as well as a form of physical violence often seen in the literature, intimate partner assaults. The study will use a combination of the National Incident Based Report System (FBI, 2009), and the American Community Survey (Census, 2012) to identify these characteristics and also to identify any potential relationships between structural-level correlates and rates of intimate partner violence. The purpose of this study is to gain a better understanding of multiple forms of intimate partner violence using police data, as well as, understand their relationships to structural-level correlates of counties. The current study uses the National Incident-Based Reporting (FBI, 2009) system from the year 2009 in order to identify both types of intimate partner violence. It is rare that police data is used to study intimate partner violence, and the current study expands our knowledge of this violence by using a different type of data to study this area. Additionally, the American Community Survey (Census, 2012) estimates between 2005-2009 are utilized to measure the structural-level variables, including concentrated disadvantage, racial heterogeneity, immigrant concentration, and residential stability. Overall, this study finds that intimate partner kidnapping is a different form of violence than intimate partner assaults. Only one structural level variable, residential stability is significantly associated with intimate partner kidnapping, whereas, 3 of the 4 structural level variables are significantly related to intimate partner assaults and most in the direction expected. The conclusions suggest that intimate partner kidnapping may be a part of (")coercive controlling violence(") which involves severe amounts of control, isolation, and intimidation, and may not have the same relationships to structural-level correlates as other types of intimate partner violence, such as physical assaults.

Show moreThis study explores the associations between the independent variables of organizational motivations and culture with the dependent variable of organizational commitment to local jail reentry partnerships. A cross-sectional, mixed methods design was used based primarily on a quantitative survey mailed to organizational informants involved in jail reentry activities within three central Florida counties. Qualitative data was also collected by observing conveniently sampled reentry meetings and analyzing the content of social artifacts, such as meeting handouts, minutes, e-mails, and other related documents. This study extends the literature by using the theoretical framework of Oliver (1990) to develop measures of organizations' motivations (i.e., reciprocity, stability, efficiency, asymmetry, and legitimacy) to partner with jails in reentry. It also extends the literature of Fletcher, Lehman, Wexler, Melnick, Taxman, and Young (2009) by furthering the development of valid measures of interorganizational relationships. Fletcher and associates found two levels of relationships (i.e., structured and unstructured); whereas this study found that organizations are linked according to elements (i.e., linking clients, services, providers, data, program evaluation and grant funding, and management) within increasing levels of complexity. Bivariate and multivariate analyses indicated positive associations between the predictor and outcome variables, as hypothesized. However, the sample size was not large enough to determine the strength or significance between the variables. The directed content analysis of the qualitative data supported the presence of the theoretical constructs, but also indicated that they were not mutually exclusive or exhaustive. Two of the three counties ended formal reentry meetings, so a case study approach was used to analyze the three counties using the theory of loose coupling (Orton (&) Weick, 1990; Weick, 1976). Although all three counties experienced the same external pressures to begin formal meetings, there were differences in partnership structures, leadership goals, and events which serve to explain why only one county was able to sustain those formal meetings. Results of this study have both research and practical implications. The development of valid measures for moderating variables in reentry will allow researchers to relate those variables to reentry program outcomes. By exploring the associations between organizational motivations and cultures with varying levels of commitment to interorganizational relationships, correctional officials will better understand who will partner, why, and to what degree. As a result, we may better understand the extent to which reforms targeting offender reentry can be successfully planned, implemented, and sustained. There are limitations to this study. Methodological errors associated with surveys, the primary data collection method herein, include the following: measurement, coverage, sampling, and nonresponse (Dillman, Smyth, (&) Christian, 2009). Despite having a relatively large sample size for analysis at the organizational level, the correlation design and small sample size (N = 68) limit the ability to draw causal inferences.
