Show moreThis thesis describes a research project that investigates the level of contextualization needed to successfully build context-driven agents that can manage a cooperative project. Many times in industry, collaborators in a large project may be located vast distances from each other. It is for this reason that management of such projects can often be difficult. The purpose of this research is to design an agent that can take on the role of a project manager (PM) to assist the human project manager. Specifically, this thesis looks to give such project management agents full situational awareness. It is hypothesized that only with situational awareness can an agent successfully act in the role of a project manager. This thesis describes the investigation into the use of Context-Based Reasoning and Contextual Graphs to create an agent with such situational awareness. This thesis shows that with enough situational awareness, an agent will have the ability to successfully take on the role of a project manager. In particular, this thesis looks at a PM-agent that can manage a simulated project to design and construct a small sounding rocket.

Show moreThe Medicaid Home and Community Based Services Waiver (HCBS) funds services for people with developmental disabilities in community based group homes. The purpose of the Medicaid HCBS Waiver is to: (1) support alternatives to institutions, (2) promote independence, (3) maximize functioning, and (4) support community integration. Direct care staff members have primary, day to day contact with people with developmental disabilities living in group home settings. Residential agencies for people with developmental disabilities have the responsibility to train direct care staff in the use of effective teaching strategies in order to realize the purpose of the Medicaid HCBS waiver. Direct care staff's knowledge of effective teaching strategies will afford people with mental retardation an opportunity for greater independence and help them achieve their maximum potential within the community. This study set out to evaluate what factors were related to direct care staff members' knowledge of effective teaching strategies. The factors investigated include agencies use of evidence based staff training practices, feedback as a performance management strategy, and Certified Behavior Analysts involvement with the training and support of direct care staff. A random sample of 294 direct care staff members who work in 55 different group homes throughout the State of Florida participated in the study. Direct care staff members' average score on the knowledge of effective teaching strategies quiz was 23.31 out of 50 questions. The maximum score achieved was 43. These findings indicated that the direct care staff members generally did not demonstrate knowledge of effective teaching strategies. The findings of this investigation demonstrated a statistically significant positive relationship between direct care staff members who received empirically derived staff training and knowledge of effective teaching strategies. Additionally, the investigation found a statistically significant positive relationship between the behavior analyst involvement and direct care staff members' knowledge about how to teach. The investigation failed to identify a statistically significant relationship between performance feedback and knowledge about how to teach. This research is important to policy formulation as it relates to the efficient and effective delivery of supports for people with developmental disabilities.

Due to limitations of the transmission range, the nodes rely on each other to forward packets such that messages can be delivered across the network. The selection of the path along which a packet is forwarded from the source node to the destination node is done by the routing algorithm. Most commonly used routing algorithms, though effective for non-real time applications, cannot handle real-time applications that require strict delay bounds on packet delivery. In this thesis, we propose a routing protocol that ensures timely delivery of real time data packets. The idea is to route packets in such a way that irrespective of factors like traffic load and node density, the average delay remains within acceptable bounds. This is done by carefully accessing the resources available to a route before a session is admitted along that route. Each link in the route is checked for sufficient bandwidth not only for the new session to be admitted but also for the sessions that are already using that link. The new session is admitted only if the admission does not violate the delay bounds of any on-going sessions. This method of route selection coupled with per-hop link reservations allows us to provide bounds on the delay performance. Extensive simulation experiments have been conducted that demonstrate the performance of the proposed routing protocol in terms of throughput, session blocking probability, packet drop probability, average path length, and delay.

Show moreAs public administration evolved to encompass a strong focus on supporting safe growth and development for communities, the role and responsibilities of government became increasingly complex with aspects of emergency management becoming quintessential. The ability to assess resilience plays a strong role in understanding the capability of a community to face a range of threats. Additionally, issues with communication uncovered the need to understand how administrators collect, disseminate, and adapt critical information through understanding crisis type and local community needs. This dissertation discusses the connection between public administration and emergency management, the evolution of crisis communication and strategies, resilience and its measurement, along with Situational Crisis Communication Theory. This study conducted an online-survey of county, and county-equivalent, emergency managers across the United States. Results of Structural Equation Modeling included statistically significant relationships between Crisis Type and Local Community Needs on Crisis Communication Strategies as well as between strategies onto Community Resilience. Comparative analysis with the Baseline Resilience Indicators for Communities showed stark contrast in perceived resilience capacity. Follow-up, semi-structured interviews were conducted with voluntary respondents and analyzed via axial, deductive coding. Comparing quantitative and qualitative analysis highlighted the importance of county characteristics, critical relationships, overcoming obstacles, need for learning and adaptation, and importance of communication.

Show moreIllegal U-turn violations are considered part of the Wrong-Way Driving (WWD) maneuvers that could result in head-on crashes and severe injuries, which are often severe because of the high speed of the approaching traffic and limited time to avoid such crash. Therefore, reviewing this type of violation and understanding the contributing factors that may lead drivers to commit such illegal maneuver would help officials foresee and consequently minimize the potential risks that could lead to WWD crashes. The purpose of this thesis is to investigate the illegal U-turn maneuvers on limited access facilities and find the significant contributing factors that encourage or discourage drivers to commit this type of violation. The study area included the Central Florida area (CF), and the South Florida (SF) area. About 6 crossover crashes and 620 citations were found at the median facilities in the study areas from year 2011 to 2016.The modeling methodology for this thesis had three goals: predicting the number of illegal U-turn violations across the traversable grass median sections per year using a Poisson regression model, selecting the most effective variables in predicting the illegal U-turn violations using the least absolute shrinkage and selection operator (LASSO) variable selection method, and estimating the probability of an illegal U-turn violation occurrence at a paved median opening for official use only per year, using a logistic regression model. To determine the variables that influence the illegal U-turn violations, 9 geometric design and 2 traffic conditions exploratory variables were analyzed in the models mentioned earlier. Several variables were found significant from the Poisson model such as the distance to the nearest interchange, the length of the median segment, the number of access points in the segment, the median design, and the speed limit. Afterwards, the LASSO method concluded that the most effective variables found were the median design and the distance of to the nearest interchange. The logistic regression model in the CF area indicated that the speed limit and the AADT as the significant contributing factors. However, in the SF area the significant variables were the distance to the nearest access point and the spacing between the median openings. The variation in results indicates a considerable difference between the two study areas that should be accounted for during the planning phases for allocating the median countermeasures. The significant variables found in the mentioned modeling approach provide a first attempt to understand the illegal U-turn violations on limited access highways, and interpret the variables which influence drivers' behavior in performing such illegal maneuver. Along with required design guidelines, the models found could be used as effective planning tools to select the appreciate locations for installing new median openings and reevaluating the existing median openings to identify locations with the lowest potential risk.Other modeling techniques that include additional factors could be tested in future research so that appropriate countermeasures can be installed to reduce or eliminate these illegal U-turns. Furthermore, the methodology could be extended to arterials (or roads with partially controlled access).

Show moreLocation-based real-time dating (LBRTD) apps have become an increasingly common way for people to broaden their social network and meet others for the purposes of dating, friendship, and more. This investigation focused on Tinder, presently the most widely-used LBRTD app. Semi-structured interviews were conducted with twenty-three current and recent Tinder users to gain insight into their self-presentation strategies and impressions of others on the app. The questions concentrated around four major topic areas: use of photos, use of bio text, perception of others, and real or imagined deception. A grounded theory approach was used to frame the data. From this, four major themes were derived that characterized Tinder as a unique social space. First, Tinder users maintained an idealistic yet authentic portrayal of the self. Secondly, self-presentation was governed by gender norms, both societal and unique to the app. Thirdly, while these strategies were deliberately planned, they were often structured to appear nonchalant. Finally, concerns about (")catfishing(") and the authenticity of others shaped both how users presented themselves and the others they chose to interact with on the app. The study concluded by suggesting multiple prospective research directions into this intriguing and under-researched field.

Show moreThis thesis examines how participants of an eight-week nutrition education class utilize disseminated information to manage chronic disease, as well as explores the challenges a community based nutrition education resource center faces in the arena of chronic disease prevention. Per the World Health Organization's Global Report on Diabetes, 422 million adults currently live with a diagnosis of type 2 diabetes, a four-fold increase since the 1980s. Within the U.S., approximately nine percent of the adult population suffers from diabetes, and obesity, a major contributor to the disease, afflicts nearly thirty-five percent. While medical professionals frame the controlling of chronic disease from a pathophysiological perspective by promoting self-care methods and using language rooted in personal responsibility for successful treatment plans, implementation of such strategies by patients is more nuanced. In Orlando, Florida, staff at a community based, non-profit, nutrition resource center, Hebni Nutrition Consultants Inc., has played a key role in advocating for African-American community health in Central Florida, educating clients about chronic disease prevention and management since their establishment in 1995. Using ethnographic methods of participant-observation and semi- structured interviews, this project explores the challenges the staff of Hebni face operating at the intersection of the public and private sectors, as well as how participants of Hebni's programming understand discourses of empowerment, neoliberal ideas of self-care, and individual versus collective identity, when navigating the biomedical world. This project contributes not only to the growing body of research surrounding health disparities in minority communities, but also how neoliberal policies have shifted responsibility of community health and wellbeing from the state and onto private organizations.

Show moreThe purpose of this research study was to understand high school teachers' acceptance and use of Canvas Learning Management System (LMS) (Canvas, 2011) in a large public school district. Teachers are the keystone species within the educational environment, and as such, are critical for the successful integration of technology in the classroom (Davis, Eickelmann, (&) Zaka, 2013). Therefore, in order to facilitate teacher's acceptance and use of technology for instructional purposes, those factors that influence or prevent use need to be understood. This study used a revised Technology Acceptance Model (Fathema, Shannon, (&) Ross, 2015) to determine those factors that affect teachers' actual informational and communicational use of the Canvas LMS (Canvas, 2011). This mixed methods study used a survey and interview to answer three research questions concerning acceptance, use, and departmental influence on the use of Canvas LMS. The survey data were analyzed with Exploratory Factor Analysis (EFA) and Structural Equation Modeling (SEM) in order to produce two explanatory models to address the three research questions. The semi-structured interviews were conducted with 16 teachers from one high school in a large public school district. The interview questions were transcribed, coded, and themed in order to answer research questions two and three. The analysis of the survey and interview data found that teachers were more likely to use informational rather than communicational features in Canvas. Communicational use differences were more evident than informational use among the four core subject areas, with mathematics using these features the least. For both models of survey data, the quality of the Canvas system was an influence on teacher use. The influence of teacher intent was contradictory between the two models. The findings from this study can be used to inform stakeholders of factors that influence high school teachers Canvas use, and recommendations to improve integration in the future.

The majority of previous studies involving MLs have explored a limited scope of the impact of the MLs segments as a whole, without considering the safety and operational effects of the access design. Also, there are limited studies that investigated the effect of connected vehicles (CVs) on managed lanes. Hence, this study has two main objectives: (1) the first objective is achieved by determining the optimal managed lanes access design, including accessibility level and weaving distance for an at-grade access design. (2) the second objective is to study the effects of applying CVs and CV lanes on the MLs network. Several scenarios were tested using microscopic traffic simulation to determine the optimal access design while taking into consideration accessibility levels and weaving lengths. Both safety (e.g., standard deviation of speed, time-to-collision, and conflict rate) and operational (e.g., level of service, average speed, average delay) performance measures were included in the analyses. For the first objective, the results suggested that one accessibility level is the optimal option for the 9-mile network. A weaving length between 1,000 feet to 1,400 feet per lane change was suggested based on the safety analysis. From the operational perspective, a weaving length between 1,000 feet and 2,000 feet per lane change was recommended. The findings also suggested that MPR% between 10% and 30% was recommended when the CVs are only allowed in MLs. When increasing the number of MLs, the MPR% could be improved to reach 70%. Lastly, the findings proposed that MPR% of 100% could be achieved by allowing the CVs to use all the lanes in the network.

This dissertation has proven that industrial engineering using engineering analytics can optimize the emerging area of Computational Advertising. The key was to know the different fields very well and do the right selection. However, people first need to understand and be experts in the flow of the complex application of Computational Advertising and based on the characteristics of each step map the right field of Engineering analytics and traditional Industrial Engineering. Then build the apparatus and apply it to the respective problem in question.This dissertation consists of four research papers addressing the development of a framework to tame the complexity of computational advertising and improve its usage efficiency from an advertiser's viewpoint. This new framework and its respective systems architecture combine the use of support vector machines, Recurrent Neural Networks, Deep Learning Neural Networks, traditional neural networks, Game Theory/Auction Theory with Generative adversarial networks, and Web Engineering to optimize the computational advertising bidding process and achieve a higher rate of return. The system is validated with an actual case study with commercial providers such as Google AdWords and an advertiser's budget of several million dollars.

Show moreAcross all industries, from manufacturing to services, decision-makers must deal day to day with the outcomes from past and current decisions that affect their business. Last-mile delivery is the term used in supply chain management to describe the movement of goods from a hub to final destinations. This research proposes a methodology that supports decision making for the execution of last-mile delivery operations in a supply chain. This methodology offers diverse, hybrid, and complementary techniques (e.g., optimization, simulation, machine learning, and geographic information systems) to understand last-mile delivery operations through data-driven decision-making. The hybrid modeling might create better warning systems and support the delivery stage in a supply chain. The methodology proposes self-learning procedures to iteratively test and adjust the gaps between the expected and real performance. This methodology supports the process of making effective decisions promptly, optimization, simulation, and machine learning models are used to support execution processes and adjust plans according to changes in conditions, circumstances, and critical factors. This research is applied in two case studies. The first one is in maritime logistics, which discusses the decision process to find the type of vessels and routes to deliver petroleum from ships to villages. The second is in city logistics, where a network of stakeholders during the city distribution process is analyzed, showing the potential benefits of this methodology, especially in metropolitan areas. Potential applications of this system will leverage growing technological trends (e.g., machine learning in supply chain management and logistics, internet of things). The main research impact is the design and implementation of a methodology, which can support real-time decisions and adjust last-mile operations depending on the circumstances. The methodology allows taking decisions under conditions of stakeholder behavior patterns like vehicle drivers, customers, locations, and traffic. As the main benefit is the possibility to predict future scenarios and plan strategies for the most likely situations in last-mile delivery. This will help determine and support the accurate calculation of performance indicators. The research brings a unified methodology, where different solution approaches can be used in a synchronized form, which allows researches and other interested people to see the connection between techniques. With this research, it was possible to bring advanced technologies in routing practices and algorithms to decrease operating cost and leverage the use of offline and online information, thanks to connected sensors to support decisions.

Show moreThe focus of this research was to complete a micro-examination of professional education course content related to classroom management and student motivation in approximately 24 traditional teacher preparation programs (TTPP) drawn from the eight of the 10 largest teacher-producing states. Programs of study, course descriptions from the school catalogs, course syllabi, and student teaching handbooks or field guides for professional education courses were analyzed to determine what, if any, knowledge voids existed within selected programs designed to serve preservice teachers. Specifically, the researcher investigated materials to discover the depth and breadth of the professional education course content related to classroom management and student motivation offered to preservice teachers during their higher education undergraduate experience. The findings of the study have documented that a common practice in the programs reviewed was to infuse the content of each key topic, classroom management or student motivation, into other professional education course work. This practice serves to diminish the depth and breadth of the professional course content presented to the preservice teachers which, in turn, dramatically increases the risk of the development of a knowledge void.

Show moreDespite the technology advancement, degradation of water quality due to stormwater continues to be a significant threat to the water and ecosystems due to the exponential growth of industries and agricultural enterprises that discharge stormwater. These anthropogenic activities are the sources of high nitrogen and phosphorus quantities in stormwater, which is responsible for eutrophication phenomena and deterioration of public health. Floating Treatment Wetlands (FTWs) are a potential solution to this problem. Both microcosm and mesocosm level studies were conducted for the effective removal of nutrients in stormwater wet detention ponds with different sorption media under varying nutrient concentrations and weather conditions. Water depth, percent area coverage of the FTWs and littoral zone emergent plants were varied in order to determine nutrient removal efficiency before implementing in an actual pond. Focus has also been placed on the observations of macrophyte-epiphyte-phytoplankton interactions in order to understand temporal characteristics of ecological phenomena. Water quality parameters included Total Nitrogen, Total Phosphorus, Orthophosphate, Nitrate-Nitrogen, and Ammonia-Nitrogen in addition to in-situ parameters such as pH, Dissolved Oxygen, Temperature and Chlorophyll-a. Results clearly indicate that an FTW filled with sorption media of 80% expanded clay and 20% tire crumb can significantly promote the biomass growth. Different levels of nutrient concentrations did affect the plants' growth and cold temperature in late winter was detrimental to growth. To make the system more viable irrespective of the seasonal weather conditions, the adoption of mixed vegetation is highly recommended in the FTWs implementation. It is also recommended that, the positioning of the floating wetlands should not be in the vicinity of the outlet of the pond as assimilated nutrient under the mat might increase the nutrient concentration in the discharged water. Finally, One-way ANOVA test is performed to check whether or not these grouped microcosms and mesocosms with differing experimental setup can be deemed statistically significant.

However, doubt exists as to whether reduced transaction costs are a sustainable competitive advantage for organizations. The advent of widespread and cost effective B2B e-commerce enabled supply chains coupled with increasingly complex, dynamic, and global competitive markets are encouraging organizations to form long-term relationships with their trading partners to achieve sustainable competitive advantage from improved supply chain performance. Competition is no longer restricted to large firms and end-product producers, but now encompasses the extended organizational supply chain. Using three separate, but related theories, these studies investigate 1) the factors affecting satisfaction with B2B e-commerce trading relationships, 2) the antecedents and effects of risk and trust on assurance desirability in B2B e-commerce partnerships, and 3) the impact of enterprise risk management procedures on the achievement of sustainable competitive advantage from B2B e-commerce enabled transnational alliances. Critical to achieving sustainable competitive advantage from B2B e-commerce capabilities is the existence of long-term mutually satisfying buyer(-)supplier relationships. The first study examines the antecedents of relationship satisfaction between B2B e-commerce trading partners. Using the relational view of the firm, a theoretical model is developed to investigate the direct and countervailing effects of trust and risk on relationship satisfaction. In addition, the indirect effects of justice and commitment on relationship satisfaction are also investigated. A field survey is used to collect data from 205 industry professionals concerning B2B e-commerce trading partnerships. Structural equation modeling is used to evaluate the hypothesized model relationships. The results support all hypotheses and indicate good model fit with strong explanatory power. This study contributes to the accounting information systems and strategic management literature by investigating the interactive but independent roles of risk and trust within B2B e-commerce trading relationships. The second study examines the integrative effects of power, risk, and trust, along with their antecedents, on the desirability of assurance over a trading partner's e-commerce processes. Using the resource advantage theory of competition as a foundation, a research model is developed to examine the relationships among the various trading partners and organizational factors that drive demand for a high information governance structure such as assurance. A field survey is used to collect data from 205 industry professionals to enable the evaluation of the complex relationships in the overall research model using structural equation modeling. The results support all hypotheses and provide good model fit, strong explanatory power, and strong support for the theory. This study expands the literature on management control systems within interorganizational relationships by addressing three contemporary concerns in the literature: (1) the minimal consideration of the impact of information technology in these relationships, (2) the minimal consideration of the impact of variances in the relative power of the trading partners, and (3) the need to consider the dual influence of risk and trust. Globalization places greater emphasis on the development of transnational alliances. The greatest benefits from alliances are derived from high-level information sharing, but risk escalates with information sharing. The purpose of the third study is to examine the influence of enterprise risk management (ERM) on risk and trust associated with transnational alliances and the resulting impact on interorganizational information sharing. Survey data is gathered from 200 senior-level managers monitoring transnational alliances. Structural equation modeling is used to test the hypothesized relationships. The results provide strong support for the hypothesized relationships and the overall research model, showing that high ERM leads to decreased risk, increased trust, and improved information sharing.

In my study, I examine the efficacy of landscape management in the form of mowing and plowed soil barriers to limit or prevent outbreaks of house mice in a former agricultural area. House mouse populations were highly variable, but were unaffected by mowing or plowed soil barriers. Red imported fire ants were ubiquitous in the study area regardless of land management treatments. Control of fire ants did not result in more house mice on treated plots.

At first glance, workplace technology appears to be a great boon to society. However, research presents opposing views on how workplace technologies impact the individual. One perspective argues that organizations utilize technology to redesign work processes, such that the worker requires less skill, autonomy, and compensation. The opposing perspective argues that organizations utilize technology to empower employees to improve efficiency and profits. This dissertation consists of three interrelated studies examining workplace technology's impact on decision makers. The first study examines the capability of an enterprise system to increase the application of scientific management techniques to middle management and, consequently, to degrade middle management's work by limiting their autonomy. The second study investigates the capability of an enterprise system to facilitate the empowerment of managers via mutual monitoring and social identification. The third study builds upon the first study by examining how limiting autonomy through technology impacts the intrinsic motivation of decision makers and, as a result, affects the decision making process. Study one applies labor process theory to explain how enterprise systems can degrade the work of middle management via scientific management techniques. The purpose of this study is to test if the expectations of labor process theory can be applied to enterprise systems. In order to test this assertion, a field survey utilizing 189 middle managers is employed and the data is analyzed using component based structural equation modeling. The results indicate that enterprise system integration increases two scientific management techniques, formalization and performance measurement, but do not reveal a significant relationship between enterprise system integration and routinization. Interestingly, the results also indicate that routinization is the only scientific management technique, of the three studied, that directly limits the autonomy of the middle managers. Although performance measurement does not reduce autonomy directly, performance measurement interacts with routinization to reduce autonomy. This study contributes to the enterprise system literature by demonstrating enterprise systems' ability to increase the degree of scientific management applied to middle management. It also contributes to labor process theory by revealing that routinization may be the scientific management technique that determines whether other control techniques are utilized in a manner consistent with labor process theory. The ability of an enterprise system to facilitate the application of Mary Parker Follett's managerial control concepts are investigated in the second study. Specifically, Follett theorizes that information sharing facilitates the internalization of group goals and empowers individuals to have more influence and be more effective. This study employs a survey of 206 managers to test the theoretical relationships. The results indicate that enterprise system integration increases information sharing in the form of mutual monitoring, consequently, leading to social identification among peer managers. Additionally, social identification among peer managers empowers managers to have more influence over the organization. The study contributes to empowerment research by acknowledging and verifying the role that social identification plays in translating an empowering work climate into empowered managers. The study's conclusion that enterprise system integration facilitates the application of Follett's managerial control concepts extends both enterprise system and managerial control literature. The third study builds upon study one by examining the affect that autonomy has upon the decision maker. This study marries self-determination theory and technology dominance theory to understand the role that self-determination, intrinsic motivation, and engagement have upon technology dominance. Self-determination theory asserts that higher degrees of self-determination increase intrinsic motivation. Furthermore, self-determination research finds that intrinsic motivation increases engagement, while technology dominance research indicates that lack of engagement is an antecedent of technology dominance. Thus, applying self-determination theory as a predictor of technology dominance suggests that autonomy and relatedness associated with a task increase the intrinsic motivation to complete that task and consequently increase engagement in the task. Task engagement, in turn, reduces the likelihood of technology dominance. The proposed theoretical model is tested experimentally with 83 junior level business students. The results do not support the theoretical model, however the findings reveal that intrinsic motivation does reduce the likelihood of technology dominance. This indicates that intrinsic motivation as a predictor of technology dominance should be further investigated. Additionally, the study contributes to technology dominance literature by exhibiting a more appropriate operationalization of the inappropriate reliance aspect of technology dominance. This dissertation reveals that various theories concerning workplace technology and management control techniques have both validity and limitations. Labor process theorists cannot assume that all technologies and management control techniques are utilized to undermine the employee's value to the organization, as Study 2 reveals that enterprise systems and mutual monitoring lead to empowered managers. Likewise, proponents of enterprise systems cannot assume that the integrated nature of enterprise systems is always utilized in an empowering manner, as Study 1 reveals the increased performance measurement through enterprise systems can be utilized to limit managers in a routinized job environment. While the third study was unable to determine that the control features in technology affect the intrinsic motivation to complete a task, the findings do reveal that intrinsic motivation is directly related to technology dominance. The findings and theoretical refinements demonstrate that workplace technology and management control have a complicated relationship with the employee and that the various theories concerning them cannot be applied universally.

This study attempts to identify specific patterns of impression management strategies through a deductive content analysis applying Jones' (1990) taxonomy of self-presentation strategies to this particular type of computer mediated communication. Sampling for this study (n=227) was limited to blogs solely and regularly authored by the highest-ranking leaders of Fortune 500 companies. The study revealed that executive bloggers frequently employed impression management strategies aimed at currying competency attributes (self-promotion), likeability (ingratiation), and moral worthiness (exemplification) to construct and shape a positive identify for themselves and their organization for their publics. Supplication strategies were used less frequently, while intimidation strategies were rarely used.

This effort, in turn, requires management of engineering activities in control of projects and in sustaining facilities. High level strategies include employing engineering support that consists of a project management function encompassing technical and managerial disciplines. The architecture/engineering, and construction office (AEC) is the subject of this research. Engineering and construction oriented organizations have experienced challenges to their abilities to learn and grow. This has potential detrimental implications for these organizations if support functions cannot keep pace with changing objectives and strategy. The competitive nature and low industry margins as well as uniqueness of projects as challenges facing engineering and construction. The differentiated nature of projects tasks also creates a need for temporary and dedicated modes of operation and thereby tends to promote highly dispersed management practices that do not dovetail very well with other organizational processes. Organizational learning is a means to enhance and support knowledge management for improving performance. The problem addressed through this research is the gap between desired and achieved individual and group learning by members of the AEC, and the members' abilities to distinguish between the need for adaptive learning or innovation. This research addresses learning by individuals and groups, and the strategies employed through an empirical study (survey). A conceptual model for organizational learning contributions by individuals and groups is presented and tested for confirmation of exploitive or explorative learning strategies for individuals, and directions composed of depth and breadth of learning. Strategies for groups are tested for internal or external search orientations and directions toward the single or multi-discipline unit. The survey is analyzed by method of principal components extraction and further interpreted to reveal factors that are correlated by Pearson product moment coefficients and tested for significance for potential relationships to factors for outcomes. Correlation across dependent variables prevented interpretation of the most significant factors for group learning strategies. However, results provide possible support for direction in supporting processes that promote networking among individuals and group structures that recognize the dual nature of knowledge - that required for technical competency and that required for success in the organization. Recommendations for practitioners include adjustments to knowledge acquisition direction, promoting external collaboration among firms, and provision of dual succession pathways through technical expertise or organizational processes for senior staff.

Post-mortems of "what went wrong" in disaster responses often point toward breakdown in communication between first responders, those directing rescue efforts, and the general population as one of the primary impediments to rendering timely aid and communicating adequate safety and weather information. Due to the high resilience, relatively low costs, and advanced features of modern hand-held communication devices, these devices are in a position to drastically improve communication flow during emergency management situations. Due to the lack of official implementation of these devices and the lack of the establishment of standard guidelines for device selection, the use of hand-held communication devices in emergency management is yet to be optimized. Island nations such as the Bahamas, which face unique challenges in regard to emergency management due to geographical, infrastructural, political, and cultural hurdles which are found in the region, can especially benefit from the optimized implementation of hand-held communication devices in emergency management. This study examined current emergency response procedures in The Bahamas, created a baseline for the current use of hand-held communication devices by Bahamian emergency management officials and civilians, identified the communication needs of Bahamian emergency management officials and civilians, and proposed a model for the selection of hand-held communication devices based upon human factors principals and focusing on user priorities. This study began with a focus group interview which included 14 Bahamian emergency management officials in order to gain an understanding of current Bahamian emergency response procedures and the communication challenges faced by emergency management officials during high consequence emergencies. A paper based survey was conducted, in which 31 Bahamian emergency management officials answered demographic, skill level, and functionality questions related to the use of hand-held communication devices to support emergency related activities including those directed toward preparation, mitigation, and response. These emergency management officials provided invaluable input based upon their practical experience in high consequence emergency situations. 155 Bahamian civilians participated in a similar survey which was a reduced version of the survey used for emergency management officials. Both surveys included questions in regard to the background information of the participants, previous handheld communication experience, device performance, and what other communication devices were being utilized. The surveys were analyzed using statistical methods of categorical data analysis and correlations were identified. Several communication needs which were categorized as infrastructure, organizational, and equipment needs as well as a hierarchy of device selection factors in regard to the use of hand-held communication devices during emergency management situations were identified. The analytic hierarchy process (AHP) was used in order to determine the priorities of each of the identified device selection factors and a model for the selection of hand-held communication devices used to support communication flow in high consequence emergency management was proposed.

Networks, however, are mostly effective to the extent they are maintained over time. This study analyzes whether organizational goal convergence, information-communication technology utilization, and inter-organizational trust impacts network sustainability. The main research questions of the study are: (1) How are organizational goals, technical/technological capacity of organizations, and trust among organizations of a network are related to the sustainability of collaborative network relationships? (2) Which of the above-mentioned factors plays the most significant role in affecting network sustainability? Covering the context of emergency management system in the United States, this study utilized a self-administered survey that was electronically distributed to county emergency managers across the country. The data consisting of 534 complete responses was analyzed in Statistical Package for the Social Sciences (SPSS) Inc. software's PASW (Predictive Analytics SoftWare) Statistics version 18.0 and transferred to Amos 18.0 software for structural equation modeling (SEM) analysis. The findings suggest that organizational goal convergence, information-communication technology utilization, and inter-organizational trust have positive and statistically significant relationships with network sustainability; and, inter-organizational trust is the strongest factor followed by information-communication technology utilization and organizational goal convergence. The study contributes to the literature on network sustainability with specific suggestions for emergency management practitioners.
