While the measure passed by over 50% in every county, there were substantial differences. What explains variance in support for the 2004 Minimum Wage Amendment among Florida counties? Hypotheses were drawn from previous literature and theory and multiple regression models find several statistically significant results. The percentage of Hispanic residents and the percentage of residents with a high school education or less had a positive relationship with support for increasing the minimum wage, while the percentage of votes for President Bush had a negative relationship. Conclusions are drawn that suggest how these results may impact the expected upcoming vote to further increase the minimum wage in Florida.

Show moreIncome inequality in Florida is higher than in many states and has been getting worse over time. Inequality has been argued as responsible for a wide-ranging array of economic and social problems, including suppression of lower- and middle-income growth, social fragmentation and separatism, urban sprawl, poor health and mental illnesses, violence, and shortened life expectancy. What explains variance in Florida county income inequality as measured by the GINI coefficient? Bivariate and multivariate weighted least square regressions are conducted for the years 2000 and 2016, and for the change between 2000 and 2016. Three variables achieve statistical significance in all three multivariate models: poverty rate and population density have a positive effect as does educational attainment (although that variable is negative in the 2000 model). Income per capita has a statistically significant positive relationship with inequality in the 2000 model and in the change model. Unemployment rate is statistically significant in the 2016 model and in the change model but has a positive association with the GINI index in the former and a negative association in the latter. Several variables were statistically significant in just one model: cost-burdened housing with a positive relationship to inequality and percentage of minorities with a negative relationship in 2016; and county tax rate with a positive association with inequality in the change model. Conclusions are drawn regarding policy that might be implemented to mitigate worsening inequality in the Sunshine State.

Show moreVibrio choleraeis the etiological agent of the severe diarrheal disease-cholera and natural inhabitant of estuarine and coastal waters. The proximity of the Florida Indian River Lagoon (IRL) to areas affected by recent cholera outbreaks makes this estuary ideal to investigate the environmental dynamics and their potential role in V. cholerae's pathogen emergence. We identified two locations in the IRL, Feller's House UCF Field Station and Shepard Park, as our collection sites. We collected samples from three different fractions - water, plankton, and sediment - and recorded data for several water parameters such as pH, temperature, and, turbidity. In the laboratory, we enriched samples in alkaline peptone water and isolated V. choleraeusing widely used selective media Thiosulfate-Citrate Bile Salts-sucrose agar (TCBS) and CHROMagar Vibrio. From our study, we isolated 100 potential V. cholerae isolates, which were confirmed using biochemical tests such as oxidase and Kligler's Iron Agar. V. cholerae has allelic variations in the core genes such as ompU, which provide pre-adaptation to virulence. We investigated the allelic variations within ompU to characterize V. cholerae isolates. We elucidated the sequenced allele of ompU and built a neighboring-joining phylogeny tree to view the differentiation among vibrios. Our findings provide insight into the endemic population of V. cholerae in the Eastern Coast of Florida. Further studies include a screen for additional virulence genes and investigate the role of environmental dynamics on the distribution of V. cholerae and emergence as a human pathogen.

The Florida Department of Health uses the Kotelchuck Index to determine care adequacy. This index rates care adequacy based on when the mother first receives care, and how many recommended appointments she attends. Prenatal care is rated (")inadequate(") if it starts after the fourth month of pregnancy, and/or if less than half of the recommended appointments are attended. Receiving earlier and consistent prenatal care has been shown to be an effective way to improve birth outcomes.In Florida, counties that have low adequate prenatal care rates like Orange County's tend to be less populous and rural. However, Orange County stands out with its large population of 1.3 million and more urban environment; other Florida counties similar in population and environment to Orange tend to have rates like that of the state's, at approximately 70%.The objective of this study is to determine which factors contribute most significantly to prenatal care inadequacy in Orange, Duval, Hillsborough, Miami-Dade, and Pinellas counties; determine the differences between the most significant factors in Orange County and those in the other four counties; and to determine if residing in Orange County in of itself a risk factor for inadequate prenatal care, using logistic regression. By identifying factors that may lead to low adequacy rates, interventions intended to increase care adequacy in Orange County can be better targeted towards populations in need.

Show moreThis study examines the terms and conditions found in the 67 Florida public school collective bargaining agreements. Such collective bargaining agreements are negotiated between two parties, the teacher unions and their employers, under Florida Statute 447. The purpose of this mixed-methods study, conducted using both qualitative and quantitative research methods, is as follows: 1) to determine the extent to which CBA provisions exist within the master contracts of Florida teachers (2016-2017) and; 2) to determine the extent to which, if any, collective bargaining provisions vary among school districts (i.e. district size, district performance, district locale). The study finds that none of the eight desirable provisions were present in all 66 collective bargaining agreements indicating that collective bargaining agreements vary in terms of the inclusion of desirable provisions for teachers. The study also finds that that spatial relationship plays a role in determining bargaining outcomes. The results of this study provide insight into the terms and conditions of collective bargaining agreements in Florida; thereby providing Florida school districts with information to construct the best possible competitive contracts in the future, which would then attract top talent as well as to protect the best interests of their districts.

Show moreThis mixed method sequential exploratory study was conducted to emphasize and investigate disproportionality in discipline, noting the prevalence of the issue of equity and the salience of FL as context. This study applied the extant model for investigating disproportionality in a setting where such an investigation is highly relevant due to Florida's statistical positioning in the area of student discipline. This study investigated for potential biases that guide differences in the rates that males and Blacks experience exclusionary discipline within the 67 regular school districts. The analysis from this study, which used relative rate ratio and policy analysis, presents results showing that a disproportionality exists at a rate of 2 to 2.3 times for the affected demographic groups. The findings suggest a need for policy language to address this disparity, as well as a change in practice.

This study reviews the Miami-Dade Sea Level Rise Task Force Report to determine how this coastal county government views SLR as a threat. Using mixed content analysis to analyze the report qualitatively and quantitatively, the Task Force's recommendations are categorized based on their focus on security, infrastructure, economics, and the environment. One finds the concerns of the people to maintain their property and infrastructure, as well as their access to water and other basic needs, as insurance costs spike and funding becomes more difficult to obtain. Policies will have to be revised using updated scientific studies, modeling, and mapping to mitigate against the worse-case scenarios.

Show moreEvaluating relative species competitive strength is a central question in community ecology, with strong implications for invasion ecology. Models assessing invader success consider three components: distribution, abundance and per-capita impact. However, relative strength and interactions among these factors remain unclear when applying to specific invasion scenarios. We hypothesized that performance of native and non-native species will vary as a function of direct and indirect effects at different abundances and scales. We conducted a replacement experiment between two dominant grasses in subtropical grasslands (the native Axonopus fissifolius and the non-native Paspalum notatum) in central Florida, USA. Thirty fenced plots (1 m x 3 m each) representing a gradient (15 levels) of increasing non-native groundcover and decreasing native groundcover were set up in November 2017. We transplanted individuals of these two species in subplots (12 subplots and 36 transplants per plot; 1080 plants in total) in a 2*2 factorial design (mixed /single focal species * 2/4 transplants per subplot). Leaf length/number and plant biomass were evaluated at the beginning and end of the experiment along with plot species composition and soil nutrients. Over 92% of transplants of each grass species survived until harvest (11 months). There were significant differences in leaf length, leaf number and plant biomass between conspecific/allospecific subplots. Both P. notatum and A. fissifolius performed better when transplanted in non-native P. notatum subplots. There were also interactions between conspecific/allospecific subplot treatment (direct effects) and the gradient of increasing Paspalum notatum /decreasing Axonopus fissifolius groundcover (indirect effects) treatments. Increasing P. notatum in the whole plot made environments more favorable for both grass species. Effects were consistent for leaf length/number and biomass of the two focal species. More comprehensive evaluation on indirect effects need to be considered when examining competition between non-native species and native species.

Show moreNew teachers are facing lower pay and less generous retirement benefits than the prior generation, yet their financial and retirement knowledge, concerns, and preferences have received little attention. To investigate these areas, the author developed a 39-item survey instrument and administered it to 314 preservice teachers in undergraduate teacher education courses at the University of Central Florida, who were primarily female elementary and early childhood education juniors and seniors ages 18(-)25. Florida public employees are offered an unusual choice between a traditional pension plan and a defined-contribution plan similar to a 401(k) in which they can select their own investments, and 54% of surveyed preservice teachers preferred the 401(k)-like plan structure. However, their preferences may be ill-advised, given that in a mock portfolio allocation exercise intended to assess retirement investing sophistication, preservice teachers directed more than half their retirement money to low-risk money market and bond funds, which will likely underperform stocks over several decades. Furthermore, they anticipated that low salaries will impede their ability to save for retirement. For comparison, the survey was also administered to 205 U.S. college students or graduates ages 18(-)25 on the Amazon Mechanical Turk platform for $1.00 each. Worrisomely, preservice teachers had significantly lower financial knowledge and retirement investing sophistication. These findings suggest a need for financial education targeting Florida preservice teachers, particularly given that the Florida Retirement System substantially cut its benefits in 2011.

Show moreDomestic violence (DV) is a global issue that can affect anyone regardless of what role they play in a family household. It does not discriminate by education, age, religion, etc. DV includes any type of violence or abuse that occurs within a domestic setting. For the purposes of this study, this content primarily focuses on intimate partner violence (IPV) as the main form of DV and is used interchangeably throughout the text. This study examines the influence of population density on arrest rates for DV and some factors behind the likelihood of arrests in urban and rural areas. The literature between both of these societies has demonstrated a clear difference in social behaviors that shape the response to DV (Websdale and Johnson 1998). Normative social influence theory suggests that people's influence may lead someone to conform in order to be liked or accepted by a group (Izuma 2017). This theory hypothesizes that the proportion of people living in rural per county will have fewer arrests for DV than the proportion of people living in non-rural areas because of the need for positive relationships that can lead to conformity (Izuma 2017). Furthermore, it is predicted that there are less arrests in rural areas because of the effects of informal social controls in these areas. Informal social controls can take place between police and citizens that may interact more personally through socialization. An example is when citizens take matters into their own hands, therefore prolonging the reporting of crimes to police. This study uses secondary data provided by sources such as the Florida Department of Law Enforcement (FDLE) website and Social Explorer. Broader implications of this research are that it could shed some light on the social dynamics that impact the outcome of crime in both densely populated and sparsely populated areas.

Show moreOften overlooked in its contribution to cinema history, the State of Florida has the distinction of being among just a handful of regions in the United States to have a continuous connection with the American motion picture industry. This relationship in turn has produced iconic entertainment that has shaped the state's image to the outside world, while production spending has served as an important booster for local economies across Florida. The purpose of this study is to demonstrate how the sometimes cooperative and often contentious dynamics between film and television producers and state politicians have influenced this history of film production in Florida. This can best be understood by examining the ideological divide between the pro-business and anti-corporate factions in Florida's government. Through a series of interconnected case studies that apply place-based analysis, this project demonstrates how the Florida government and communities have historically interacted with the motion picture industry. While Florida never truly became an (")Almost Hollywood(") or (")Hollywood East,(") film producers and state officials were at various times successful in turning the cities of Jacksonville, Tampa, Orlando, and Miami into important centers for film and television production. Yet just as each of these production hubs gained momentum, resistance at the state and local level resulted in the industry's decline and departure. These moments of cooperation and conflict provide important insights into the specific environmental characteristics that inspired filmmakers to come to Florida, as well as the social-political circumstances that eventually pushed them from the state. With a close scrutiny of trade press sources, periodicals, local newspapers, and the personal papers of filmmakers and politicians, this work explains the varied reasons behind the repeated rise, fall, and occasional exodus of the state's motion picture industry. This will be achieved by scrutinizing examples that range from policy decisions made by Florida's government from the turn of the twentieth century on through to the current efforts being made by Florida lawmakers to reinvigorate the state's production industry.

The current study was conducted to examine the impact of the superintendent governance structure on student learning by analyzing differences in student achievement between Florida school districts led by elected superintendents and Florida school districts led by appointed superintendents. The conceptual framework of the study was the tension between democratic localism and professionalism. Dynamics associated with the conceptual framework are relevant to the current debate.This quantitative study included cross-tabulations of the superintendent governance structure by regions and by locale codes. Descriptive statistics were used to define differences between school districts with elected or appointed superintendents in the areas of enrollment, free/reduced lunch, ELL populations, test scores, and graduation rates. An independent samples t-test was used to further analyze the demographic variables. A one-way ANCOVA was employed to determine if the superintendent governance structure or the demographic variables were associated with variances in student achievement.Research findings indicated that appointed superintendent-led school districts performed slightly higher than elected superintendent-led school districts. However, the superintendent governance structure did not have a statistically significant relationship with student achievement. Instead, poverty, as measured by free/reduced lunch rates, had a statistically significant relationship with student achievement.

Show moreThe Florida manatee (Trichechus manatus latirostris) was recently downlisted federally from (")endangered(") to (")threatened(") despite acknowledgments of remaining threats to long term population persistence. Challenges to future manatee conservation include, but are not limited to, increases in frequency of harmful algal blooms, intensifying anthropogenic disturbance, and loss of warm-water habitat. The goals of this dissertation were 1) to assess threats to the manatee via a comprehensive, long-term (1973-2016), retrospective analysis of the manatee rescue and rehabilitation partnership (MRRP) and 2) to use seascape genetics analysis to examine whether abiotic, biotic, or anthropogenic seascape variables could significantly describe genetic distance patterns in space for this genetically depauperate population. Results from the MRRP analysis revealed that anthropogenic threats were the most significant reason for manatees to be rescued and rehabilitated. Manatees rescued due to watercraft injuries spent long periods in recovery before succumbing or being released resulting in significant expense to the rehabilitation system. Additionally, the seascape genetics analysis indicated that watercraft activity best explained spatial genetic patterns in the manatee population. It is established that anthropogenic use of watercraft negative affects manatees through the mechanisms of sub-lethal injury and mortality, and these results suggest there may be further negative impacts via the disruption of population genetic connectivity. Future management practices should seriously consider manatee/vessel interactions as watercraft strikes are costly for management, place pressure on the manatee population, and could disrupt population gene flow with potentially dire consequences. Mitigating anthropogenic impacts on the Florida manatee population is critical for future conservation and should be a primary focus.

Show moreSince the 1980s, Hispanics have been the fastest growing minority in the United States and have been moving into rural, Southern areas where there have previously not been populations of Hispanics. Studies of these demographic changes have concentrated on how communities impacted by the influx of Hispanics have created or adjusted socioeconomic and political infrastructures to accommodate the linguistic and cultural needs of the Hispanic population. The public-school system is a sociopolitical structure that has affected and has been affected by the increase in Hispanics. Whereas the modern Civil Rights movement had created legal precedence for students' language rights and led to the creation of the federal Bilingual Education Act of 1968, nationalist backlash to this rise in Hispanic immigrants led to the eventual defunding of federal bilingual education programs by the No Child Left Behind Act in 2001. This thesis is a policy history of Hispanic growth in the public-school systems in Orange, Lake and Osceola counties in Florida from 1980 to 2010. During that time, the three counties grew and diversified at different rates and made decisions for their English for Speakers of Other Languages programs that correlated with the size of their Hispanic population. This time frame encompasses Osceola's fastest period of growth which led to the creation of the Florida Consent Decree, Florida public schools' framework for remaining compliant with federal and state language policies. Even though federal funds for English acquisition programs replaced funds for bilingual or native language instruction during this time, Hispanic and non-Hispanic teachers, administrators, community or activist groups and parents continued to exert agency in gaining culturally inclusive and linguistically affirming language instruction programs for their children.

Show moreThis thesis examines the impacts of government policies on community mobilization in Orlando's Parramore neighborhood and the all-black town of Eatonville in Central Florida. The scope of this thesis covers the history of both communities from their formation in the 1880s to the end of the twentieth century. This research reveals the relationships between the predominantly black residents of Parramore and Eatonville and the largely white government officials over the development and maintenance of each community. By understanding the social creation of both communities during the era of Jim Crow, this thesis reveals the differing levels of power each community possessed that would impact their ability to turn their defined black spaces into black places. Moving forward, each community had to adjust to the impacts of integration that weakened the communal bonds that helped the community endure Jim Crow. However, in detailing the rise of citizen activism in the post-World War II period, the theory of infrastructural citizenship shapes this thesis in revealing how black residents in Parramore and Eatonville exercised their rights as citizens in making their voices heard surrounding various infrastructural changes. While their efforts did not always achieve their ultimate goals, it forced decision makers to anticipate and accommodate the opinions of the residents impacted by these decisions. This thesis uses historical analysis to place Parramore and Eatonville within the broader social, political, and economic contexts of events occurring in Florida, the American South and the country at large.

Maria hit Puerto Rico as a category 4 storm, devastating the whole island and its 3.4 millionresidents. Many students were left with minimal educational choices after Hurricane Maria hit Puerto Rico. Research on Latino/a students shows that they are met with unique experiences and challenges as they pursue higher education. The current study uses qualitative data to investigate what are the unique challenges and needs of displaced students from Puerto Rico? and what role does social capital play in confronting and navigating the challenges and needs associated with their transition to a new institutional setting? This study proposes to research the issues that many displaced Puerto Rican college student's face and add to the growing body of knowledge. It is important to understand how these recently displaced students will be affected by leaving behind, economic capital and cultural capital that they had built up in their communities on the island. Participation in the study included 9 participants from a large southeastern university that provided in-state tuition to displaced students for semi-structured qualitative interviews. Results revealed that family support was the main source of support for many of the students. Mentorship support was key in their educational success because the more support and encouragement from faculty led to a better transition. Support from peers was positively associated with a better transition and feeling of acceptance. Higher campus resources were positively associated with a better transition.

Show moreThe cyberbullying phenomena has been recorded as affecting students and faculty alike in the K-12 and higher education systems. Cyberbullying in higher education has negative effects to the institution and its stakeholders, including faculty turn over and student suicide. While these responses are highly publicized, the effects of cyberbullying on the online classroom remain relatively untouched by researchers. There are very few resources available to faculty who teach online courses for creating strategies to combat cyberbullying in that context. Furthermore, many states, including Florida, defer conduct policies and their enforcement to the individual institution. While there are many aspects of cyberbullying within the online course in higher education that remain unexplored by research, this study seeks to breach the subject by analyzing the policies at Florida public universities. Using document analysis, this study analyzed policies from the 12 state universities capturing the definition of cyberbullying and recommended reporting practices for faculty on cyberbullying from each institution. By framing the results of the analysis through the community of inquiry, this study provides value to faculty seeking to strengthen their online teaching presence through providing clear guidelines established by each Florida institution. It will also provide value to administrators at institutions within the United States who are reviewing their policies addressing online abuse and cyberbullying by identifying to common definitions currently used within public institutions.

Subtle movement and precise compositions provide a transcendental perspective on the natural Florida landscape. Images of landscapes devoid of human figures are structured together in my work to meditate on the environment and the way humanity has shaped the landscape. Super 8mm and 16mm analog film frames expansive landscapes in a square image and challenges modern cinematic representations by applying the texture of celluloid. High definition digital video contrasts analog film. I foreground artificiality and the ways humanity has utilized the landscape through this medium.While searching for places to document (")pure(") or untouched landscapes, I discovered that modern landscapes are always influenced by the exchange between humanity and the natural environment. I wanted to foreground my own interaction with the natural Florida environment and challenge my interests and dominant ways of viewing landscapes. Through the assembly of a cinematic essay of landscape images with subtle motion, I foster an appreciation for the natural environment in an age of hyper-activity and exploitation of the landscape.

Show moreThis research explains the variance in voter turnout and ballot roll-off in county and circuit nonpartisan judicial elections in Florida from 2014 and 2016. Based on theory, a collection of constituent (demographic and socioeconomic), candidate, competition, and contextual variables is gathered to construct four regression models. Two full regression models were constructed for turnout and roll-off and analyzed using SPSS software, in addition to two best regression models analyzing five statistically significant variables found within each full model. Presidential year elections and higher populations age 65 and up had positive impacts on voter turnout, while primary elections, campaign expenditures, and populations of minor (other) party registered voters had statistically significant negative effects on turnout. Increases in ballot roll-off were associated with presidential year elections, and populations with more college degrees, higher median household income, and higher percentages of voters registered with no party affiliation or minor political parties. Roll-off decreased in primary elections. While various contextual, competition, and constituent variables had significant impact on both turnout and roll-off in Florida judicial elections, candidate characteristic variables had no significant impact on differences in voter turnout and ballot roll-off.
