Hannah, is a woman who was born in the bubbling 40s, raised in the racial 60s and raptured in the drug-infested 80s. It is through these decades that the rough edges of America are exposed. She discusses her life experiences in a manner that allows readers to touch, as much as empathy will allow, the feelings that contour the deepest areas of her barrel. She shares her first example of love and its reverberations along with various accounts of growth. With minimal mention that demands acknowledgment, Hannah achieves an accurate description of American culture, as it relates to poor black people. She juxtaposes multiple societal and familial norms that contributed to her personal development. She is participating in a self-assigned purge of gripping hard-truths, but the crowning moment starts to take shape as she begins to understand herself and her children. Hard Luck Baby is the music of pained grandparents, parents, siblings, and children played over an American landscape. It is a platform for a woman who has been silenced to speak. Written in first person, many of the poems are stories that might have been told from other perspectives with venom, malice or sorrow, but the speaker takes ownership of her role in creating such emotions. As Hannah speaks, the audience may as well, be sitting crossed-legged on a front porch as she rocks in her chair recalling events from her life. She speaks about love, loss, rejection, disappointment, growth, friendship, fight, and forgiveness. At its close, Hard Luck Baby is an elderly woman giving stern-faced lessons to anyone who would dare to sit and listen.

Poor oral health has been linked with general health issues, such as diabetes and cardiovascular disease, as well as decreased mental health and impairments in social functioning. This burden weighs particularly heavy on the homeless, who are not only denied access to private systems of care, but are further rejected by an inadequately supported public safety net. Despite the recognition of social inequalities and the call for further scientific research, oral health care has not been extensively recognized within sociology. The aim of this research was to uncover how Central Florida's homeless adults cope with oral health issues in the face of barriers. This study intends to begin closing the gap by exploring the ways in which structural inequalities are embodied in the teeth of the homeless. Twenty-five semi-structured interviews were conducted with homeless individuals in the Central Florida area in regards to their oral health and coping mechanisms. Results indicate that without conventional access to dental care, homeless are forced to rely on emergency departments, alcohol, illegal drugs, home remedies, and over-the-counter medications. When treatment was received, only emergency services were provided. This led to an extraction-denture treatment model which left many homeless individuals edentulous, with continued complications in their ability to eat, work, and talk.

Show morePlacement into educable mentally handicapped (EMH) programs is necessary for some students in order to allow them the opportunity to receive an education appropriate for their special needs. Nonetheless, identification as EMH is often perceived as negative and demeaning. Decades of research have substantiated the over-representation of black students into certain categories of special education, including EMH, in comparison to white and Hispanic students. This disparity has raised questions within schools, academe and research communities, and legislative and governing bodies as to the causes, compelling factors, and related variables impacting the phenomenon. This study investigated the apparent over-representation of blacks identified as EMH in the 67 public school districts in Florida in 2001-2002. It also analyzed the effects certain school district characteristics had on the identification of white, black, and Hispanic students as EMH. Analysis of data derived from the Florida Department of Education database for school year 2001-2002 led to the following findings: (1) there was over-representation of blacks in EMH within the 67 public school districts in Florida, since results showed that blacks were identified as EMH 2.5 times more often than whites and Hispanics; (2) socioeconomic status of school districts had a significant effect on the identification of black students as EMH,for example, when the school district was identified as a high socioeconomic status district, there was a greater likelihood that a larger proportion of black students would be identified as EMH; (3) as the wealth of school districts rose, there was a significant likelihood that the proportion of black students identified as EMH would also rise; (4) black students had a greater likelihood of being identified as EMH in suburban school districts; (5) blacks were over-identified in school districts that had 60,000 to 89,000 students; (6) when there was a high percentage of white, full-time, non-instructional staff (80% or more) in school districts, blacks had a greater likelihood of being over-identified as EMH; (7) blacks were three times more likely to be identified as EMH regardless of the type of degrees teachers had; and, (8) as district expenditure per student (FTE) increased, the tendency for over-identification of blacks as EMH decreased. For every variable analyzed, the proportion of black students identified as EMH was significant when compared to the proportions of white and Hispanic students also identified as EMH.

Show moreThe focus of this research was to identify the moral reasoning and moral judgment of elementary school principals who serve in high-poverty schools. The study was undertaken at the request of the client public school district who was attempting to identify characteristics of current elementary principals serving in high-poverty schools. Two research questions guided this study concerning the moral operational level of the principals. The theoretical framework of the study was based on the work of Lawrence Kohlberg and his stages of moral development. Participating principals were administered the Defining Issues Test-2 (DIT-2), a pencil-paper questionnaire that presented five moral dilemmas and a series of statements asking for the participant to rank solutions to the dilemmas. The results indicated that the majority of participants operated from lower levels of moral development, reasoning, and judgment. Participants' scores were matched with their schools' performance grades. There was not an indication that high moral scores and high school performance were linked. This study confirmed the results of an early study conducted by Vitton and Wasonga (2009) and encourages a deeper examination of the results of accountability and principal decision making.

Show moreThis mixed-methods replication study was conducted to develop further understanding of the professional perceptions of educational leaders as to the fairness and impact of Race to the Top reforms concerning teacher evaluation and compensation on student achievement and growth. Graduate students in education and educational leadership from a target university were selected to complete an electronic survey to collect quantitative and qualitative data for analysis. Quantitative results from the electronic survey revealed limited diversity in professional perceptions of the five identified components of RTTT based upon professional classification or percentage free and reduced lunch population at the school sites where assigned. Among the identified RTTT components, the component that provided for the use of school- or team-level VAM scores as part of the evaluation and compensation system was consistently viewed as the least fair and least impactful by respondents. Analysis of the qualitative data revealed a number of themes that effected respondents' professional perceptions of the RTTT initiative. The use of a value-added model in RTTT reforms, the variables considered by the model, and communication and implementation problems associated with the reforms were the central areas of concern among survey respondents. This study provided follow-up data to Windish's 2012 study and showed a negative general trajectory of the professional perceptions of educational leaders related to this high-profile, national educational reform effort.

Mass society theory suggests that because the churn rate experienced by communities can contribute to their uprooting, fragmentation, and isolation, churn is a potent threat to the stability of our modern day communities. Social capital theory, to the contrary, suggests otherwise. Social capital theory suggests that churn can have positive effects on communities by bringing new migrants with valuable human capital skills and experiences to communities. These migrants bring to their new communities the potential for creating new jobs, spurring economic development, and for initiating housing starts that expand housing options for the poor and minorities. In so doing, they help create and sustain vibrant, growing modern day communities. Yet in spite of the significant role churn may play in determining the health and viability of modern day communities, it has been overlooked in the migration literature, which is mostly dominated by individual-level research on the causes and effects of migration, particularly the pecuniary benefits to movers. Using county-level data and multivariate analyses, this research seeks to fill this gap in the literature by examining the relationship between the community and churn, from the perspectives provided by social capital and mass society theories.

The other 48 states only have appointed superintendent-led school districts. The current study was conducted to examine the impact of the superintendent governance structure on student learning by analyzing differences in student achievement between Florida school districts led by elected superintendents and Florida school districts led by appointed superintendents. The conceptual framework of the study was the tension between democratic localism and professionalism. Dynamics associated with the conceptual framework are relevant to the current debate.This quantitative study included cross-tabulations of the superintendent governance structure by regions and by locale codes. Descriptive statistics were used to define differences between school districts with elected or appointed superintendents in the areas of enrollment, free/reduced lunch, ELL populations, test scores, and graduation rates. An independent samples t-test was used to further analyze the demographic variables. A one-way ANCOVA was employed to determine if the superintendent governance structure or the demographic variables were associated with variances in student achievement.Research findings indicated that appointed superintendent-led school districts performed slightly higher than elected superintendent-led school districts. However, the superintendent governance structure did not have a statistically significant relationship with student achievement. Instead, poverty, as measured by free/reduced lunch rates, had a statistically significant relationship with student achievement.

Show moreThis dissertation is divided into three separate, related, naturalistic, quasi-experimental research studies, all using data from two kindergarten classes at Gator Elementary, a public Title I elementary school in Sunshine District in Central Florida. Each of these studies tested hypotheses that kindergarten children, especially those from low socioeconomic backgrounds, will show greater gains in receptive vocabulary, executive function, and academic achievement when purposeful play is used as a pedagogical approach than similar children in typical, contemporary kindergarten classrooms. The first study explored the effects of play-based and contemporary pedagogical approaches on students' receptive vocabulary using the PPVT-4, the second explored students' executive functions using the BRIEF2, and the third explored students' movements using Actigraph GT9X Link accelerometers. All three studies analyzed these data in relation to students' academic achievement as measured by i-Ready Diagnostic assessments. Statistically significant differences were detected in students' receptive vocabulary and reading growth as well as statistically significant differences in students' executive function health as reported by teachers and reading and math academic growth by classroom conditions. A strong association between receptive vocabulary and reading performances was revealed alongside strong negative correlations between levels of executive function concern and reading performance. No statistical differences in math growth between classrooms were found, although there was a moderate effect size, and less of an association between math performance and executive function presented. While strong correlations between academic achievement and total movement by day or movement types were revealed, these associations were inconsistent. Nor were there significant differences in movement by classroom conditions, although there was a moderate effect size suggesting some differences in movement by condition. The findings from this dissertation, while limited, point to a bourgeoning area of research connecting neuroscientific findings with developmentally appropriate practices to explore effective interventions to increase educational equity for vulnerable students.

A researcher created survey and follow-up interview were utilized to gather both quantitative and qualitative data for analysis. Quantitative findings revealed that statistically significant differences in the opinions of educational leaders about the potential impact of the RTTT grant teacher evaluation and compensation components on student achievement existed between two types of professional classification (instructional or administrative). No statistically significant relationship was found between self-reported knowledge of the RTTT and opinions of the fairness of the RTTT teacher evaluation and compensation components. Also, no statistically significant difference was found in the professional opinions about the potential impact of the RTTT grant teacher evaluation and compensation components on student achievement when self-reported school poverty percentage was considered.From qualitative findings, themes emerged surrounding the uncertainty and lack of understanding about the RTTT grant's implementation. Though this study provided baseline data on the opinions of educational leaders on the RTTT teacher evaluation and compensation components, there is still much to be learned about the RTTT grant.

Show moreABSTRACTThis Financial Literacy Program Model is a proposed solution to the problem of financial illiteracy among the working poor. Over 80 percent of adults in America are not financially literate, yet more than half believe themselves to be (OECD, 2005). No community is more adversely affected by this fallacy than the working poor. Earning income, yet living below the poverty line, this group is as deceived as any other by the misconception that increased income is their sole remedy rather than a small part of the complex equation greatly influenced by financial literacy. Drawing upon a review of related literature, observation of a successful program, and interviews, three barriers to financial literacy education are presented and addressed in this program's design. 1) Overblown financial self-efficacy spawns the popular belief held by most financially illiterate individuals that they are financially literate (OECD, 2005). 2) Lack of differentiation is prevalent. Existing programs cover basic financial topics with a one size fits all approach. 3) Although attrition rates are high, there are few motivational interventions in place within currently existing programs. These obstacles combined with the unique set of circumstances faced by the working poor exacerbate financial illiteracy and its related issues. This program was designed as part of the I Am Potential, Inc initiative (IAP) (-) an effort to assist individuals who desire to enhance their lives. In particular, IAP targets underserved communities. The (")I Am Potential(") Financial Literacy Program Model and Implementation Plan addresses these issues through instructional design with pre- and post-treatment financial self efficacy and motivation assessments along with differential instructional delivery methods, including a variety of modes and durations available for a distinctive learner population. Themodel accommodates the subsequent addition of coursework for enhancement in other life domains.

Show moreThe objective of this thesis is to explore how American authors represented poverty across different states during the Depression Era. I have chosen to review social reform author John Steinbeck, and proletariat authors, Michael Gold, Meridel Le Sueur, and William Attaway. Before addressing the issues presented in the data collection tools (novels): The Grapes of Wrath, Jews Without Money, The Girl, and Blood on the Forge, I reviewed the fundamentals of the events leading up to the crash of the stock market, which spiraled the United States and the world at large in the greatest Depression ever known. In this thesis, I have also outlined a summary of the novels for the benefit of readers who may not have had the opportunity to read them. I have applied a Marxist literary critical analysis to the preceding novels highlighting three overarching concepts of the theory: economic power, materialism versus spirituality, and class conflict. Evolving from these concepts are the key tenets of Marxism: base, superstructure, hegemony, commodification, class conflict, and false consciousness. In the literary critical analysis, I applied these key tenets to the plot of each novel in order to underscore the ideologies of Marxist theorists with regards to the existence of class divisions and how this division creates class conflict between the bourgeoisie and the proletariats.

In addition, the researcher reviewed Student Exit Survey data and face-to-face interview data to determine why students dropped out and identified strategies students felt would have kept them in school. Finally, individual interview data were analyzed to understand the circumstances that encouraged participants to return to earn their diplomas. A critical portion of inactive NEETs (youth not in employment, education, or training) reports to be discouraged due to a recognized (")lack of opportunities in the labor market.(") Despite indications from descriptive analyses that the conditions that drive the distinct subsets of the NEET population vary, empirical examinations of the effects of these conditions on the rates of different NEET groups across countries and over time are lacking. The policies prescribed for the NEET group as a whole tend to ignore the special needs of discouraged, inactive NEETs. Beyond the fundamental problem of engaging these individuals in the labor market, neglecting this group has a variety of implications, ranging from social exclusion, to poverty, and even radicalism. A central goal of this project is to determine what a recognized (")lack of opportunities(") means. What is known concretely is that fellow youth are increasingly vulnerable to a range of labor market outcomes and conditions beyond unemployment, including difficulty transitioning into the labor market (school-to-work transitions), in-work poverty risk, non-standard employment opportunities (involuntary and voluntary), limited ability to transition into secure employment (i.e. upward mobility), lower wage levels, atypical employment, limited job security and support, and long-term unemployment. Utilizing aggregated survey data from the EU Labor Force Survey and EU Survey on Income and Living Conditions, I examine how a range of labor market outcomes and conditions for youth, representative of the poor labor market opportunities, affect the frequency of discouraged NEETs across 24 EU countries between 2005 and 2013. Findings suggest that the incidence of involuntary non-standard work, in-work poverty risk, and atypical employment among fellow youth and the incidence of decreased work security among the adult working age population are associated with an increase in discouraged, inactive NEETs. This suggests that engaging this hard to reach subgroup of the NEET population requires a greater emphasis on creating improved labor market opportunities.
