In the study, mainly the theoretical guidance of context-design-performance model has been utilized to examine the contextual and design factors which have influenced the effective use of performance measurement systems in Turkish municipalities. The following research questions were examined in this study: To what extent do Turkish municipalities implement performance measurement systems effectively?, What are the predictors of effective performance measurement in Turkish municipalities?, and whether or to what extent do quality of performance measures, technical capacity of the municipality for performance measurement, organizational support, and external support for the use of performance measurement have influence on the effectiveness level of performance measurement systems in Turkish municipalities? In the study, the data were collected from Turkish municipalities by a self-administered online survey and were analyzed by using the structural equation modeling (SEM). It is hypothesized in the study that external support and organizational support for the use performance measurement, and technical capacity for the performance measurement are associated with quality of performance measures and effectiveness of performance measurement systems in general. The results of the study supported the hypotheses of the study regarding the relationships among organizational support, technical capacity, quality of performance measures, and effectiveness of performance measurement. Although the results confirmed that external support has an indirect effect on effectiveness of performance measurement via technical capacity and quality of performance measures, the hypothesis regarding the direct effect of it on effectiveness of performance measurement was not supported. Moreover, the study found that support of employees and citizens for the use of performance measurement in Turkish municipalities are relatively low, the municipalities have deficiencies both in the quantity and the quality of staff that are responsible for performance measurement activities, and the level of employee involvement in the development of performance measures is low.

This investigation tested the theoretical model that practicing school counselors' level of professional quality of life (as measured by the Professional Quality of Life Scale [ProQOLs; Stamm, 2010]) and their self-efficacy (as measured by the School Counselor Self-Efficacy Scale [SCSEs; Bodenhorn (&) Skaggs, 2005]) contributes to their service delivery activity (as measured by the School Counselor Activity Rating Scale [SCARS; Scarborough, 2005]). Specifically, this study examined the hypothesized directional relationship that school counselors who have higher ProQOL scores (e.g., less burnout and compassion fatigue and higher compassion satisfaction) and higher self-efficacy scores (e.g., more confident about counseling skills) have increased levels of programmatic service delivery facilitation (e.g., they provide high levels of school counseling activities for students and stakeholders). In addition, this investigation examined the relationship between practicing school counselors' demographic factors and the constructs of professional quality of life, self-efficacy, and programmatic service delivery. Furthermore, the investigation examined the difference in response rate and school counselors' total mean score (as measured by the ProQOLs, SCSEs, and SCARS) based upon the: (a) sampling method (e.g., email web-based, paper-pencil mail-out survey, face-to-face survey administration), (b) token incentive type (e.g., monetary [$1.00, $2.00, or no incentive] or non-monetary [$1.00 donation to the American Red Cross or no donation]), and (c) sampling population (e.g., ASCA dataset or Common Core Dataset)?A review of the literature is presented, which provides conceptual theory and empirical research to support the constructs and their hypothesized relationship. A descriptive, correlational research design was employed to investigate the research hypothesis and exploratory research questions. The data was collected through diverse survey methodologies (e.g., email web-based, paper-pencil mail-out survey, face-to-face survey administration). The research hypothesis was tested through the utilization of structural equation modeling (SEM). In addition, multiple linear regression, spearmen rho correlation, Mann-Whitney U tests, Kruscal-Wallis H tests, and Chi Square tests of independence were used to analyze the data for the exploratory questions. The results of the investigation are presented and compared to current literature and prior research. Additionally, the limitations of the study are discussed and recommendations for future research are presented. Last, implications from this investigation are discussed in regards to practicing school counselors, school counselor educators, and school counseling researchers.The sample size for this investigation was 690 with 577 used for the data analysis after data cleaning. The results of the SEM analyses identified that practicing school counselors' professional quality of life contributed to their programmatic service delivery (1.21% of the variance explained). In addition, the results identified that practicing school counselors' self-efficacy contributed to their programmatic service delivery (34.81% of the variance explained). Furthermore, the analysis indicated that the covariance between professional quality of life and self-efficacy accounted for 26% of the shared variance between these two constructs of interest.Implications of the findings from the study include (a) school counselors' self-efficacy contributes to their programmatic service delivery (large effect size), (b) school counselors' professional quality of life and self-efficacy contribute to one another (medium to large effect size), and (c) school counselors' professional quality of life contributes to their service delivery (small effect size). Additionally, this study provides implications in regards to: (a) the psychometric properties of the ProQOLs, SCSEs, and SCARS with a national sample of practicing school counselors and (b) research methodology related to differences in school counselors' response rates and total mean score on the ProQOLs, SCSEs, and SCARS based upon the sampling method, incentive type, and sampling population.

Show moreIn comparison to normally developing children, many children with Autism Spectrum Disorders (ASD) do not possess the same opportunities to be physically active due to the impairments exhibited by their disorder. A systematic review using the Downs and Black checklist and the PEDro scale was conducted to assess the methodological quality of the literature on promoting physical activity in children with ASD. The following inclusion criteria had to be met: (1) subjects must include children with a clinical ASD diagnosis (2) the children have to be under the age of thirteen years old (3) the interventions must target physical activity; lastly, (4) they must be a relevant peer-reviewed English language study. The search was conducted using four electronic databases: MEDLINE, ERIC, PsycInfo, and CINHL with no restriction on the publication year. The following keywords were utilized: "Autism", "ASD/ Autism Spectrum Disorder", "Asperger", "Pervasive Developmental Disorder" Those terms were paired with "physical activity", "physical exercise", "exercise", "fitness", "aerobic", "swim", "aquatic", "jog", "walk", "recreational activity" Which were also paired with the terms "school age", "child", "toddler", "preadolescent". This multi-step search procedure occurred during February 2013. The methodological quality of six studies was evaluated in February 2013. Overall, the conclusive scores determined by the Downs and and Black checklist and the PEDro scale varied greatly. The scores reported by the Downs and Black checklist ranged from 19 to 21 on a 27-point scale. PEDro scale yielded scores ranging between two and six on a 10-point scale. A vote count revealed that the exercise interventions increased the physical fitness, aquatic skills, social behaviors, and sensory integration children with ASD. In summary, the variation within the scores and the quality of the studies leads to a demand for future research. In order to adequately determine what exercise interventions effectively increase physical activity in children with ASD, future researchers should conduct randomized controlled trials in order to produce the highest quality of evidence.

The proposed business alignment clock is a new illustration to the relationships between customer requirements, business strategies, capabilities and processes. To line up the clock and reach the needed alignment for the enterprise, a proposed clock mechanism is introduced. The mechanism integrates the Enterprise Business Architecture (EBA) with the House of Quality (HoQ). The relationship matrix inside the body of the house is defined using multivariate data analysis techniques to accurately measure the strength of the relationships rather than defining them subjectively. A statistical tool, multivariate data analysis, can be used to overcome the ambiguity in quantifying the relationships in the house of quality matrix. The framework is proposed in the basic conceptual model context of the EBA showing different levels of the enterprise architecture; the goals, the capabilities and the value stream architecture components. In the proposed framework, the goals and the capabilities are inputs to two houses of quality, in which the alignment between customer needs and business goals, and the alignment between business goals and capabilities are checked in the first house and the second house, respectively. The alignment between the business capabilities and the architecture components (workflows, events and environment) is checked in a third HoQ using the performance indicators of the value stream architecture components, which may result in infrastructure expansion, software development or process improvement to reach the needed alignment by the enterprise. The value of the model was demonstrated using the Accreditation Board of Engineering and Technology (ABET) process at the Industrial Engineering and Management Systems department at the University of Central Florida. The assessment of ABET criteria involves an evaluation of the extent to which the program outcomes are being achieved and results in decisions and actions to improve the Industrial Engineering program at the University of Central Florida. The proposed framework increases the accuracy of measuring the extent to which the program learning outcomes have been achieved at the department. The process of continuous alignment between the educational objectives and customer needs becomes more vital by the rapid change of customer requirements that are obtained from both internal and external constituents (students, faculty, alumni, and employers in the first place).

Provision of adequate mental health services for jail inmates is constitutionally mandated, and has legal, ethical, quality of care, and fiscal implications for jails, families, communities, and detainees. Significant variation exists in the provision of mental health services across jails, and increased understanding of the factors that influence the adoption of such services may help guide jails to implement beneficial services, and ensure that such services reflect, reflect quality standards. This study used a mixed methods strategy to examine the influence of theoretically determined variables on the adoption of jail mental health services, and the quality assessment of such services. Data was gathered by survey instrumentation, secondary data review, and in-depth interviews with jail leaders. The study found that isomorphism has a significant effect on the structural adequacy of jail mental health services, innovation characteristics have a negligible relationship to structural adequacy and process integrity, structural adequacy mediates the effects of isomorphism on process integrity, and jail size has a significant effect on structural adequacy. This study advances the knowledge base in its specification of the roles of internal, external, and demographic factors in the adoption of jail mental health services, and in the testing and application of Donabedian's healthcare model to assess the quality of such services.

Adjusting business operations quickly, however, especially in times of economic uncertainty, is extremely difficult. Business leaders therefore need insight into which elements of organizational improvement are most effective in order to strategically invest their resources to achieve superior performance in the most efficient way possible.This research examines the results of companies which have a demonstrated ability to achieve performance excellence as defined by the National Institute of Standards and Technology's Malcolm Baldrige Criteria for Performance Excellence. This research examined award-winning applications to determine common input factors, compared the business results of a subset of those award-winners with the overall market for a time-frame of 11 years, and then investigated the profitability, liquidity, debt management, asset management, and per share performance ratios of award-winners compared with their industry peers over 11 years as well.The main focus of this research is to determine whether participation in performance excellence best practices have created value for shareholders and business owners. This objective is achieved through the analysis of performance results of award winning companies. This research demonstrates that the integration of efforts associated with performance excellence is in-fact advantageous.

According to the EPA, nearly 95% of carbon monoxide (CO ) (EPA 1999) in urban areas comes from mobile sources, of which 51% is contributed by on road vehicles. It is well known fact that, carbon monoxide is one of the major mobile source pollutants and CO has detrimental effects on the human health. Carbon monoxide is the result of mainly incomplete combustion of gasoline in motor vehicles (FDOT 1996). The National Environmental Policy Act (NEPA) gives important considerations to the actions to be taken. Transportation conformity . The Clean Air Act Amendments (CAAA, 1970) was an important step in meeting the National Ambient Air Quality Standards In order to evaluate the effects of CO and Particulate Matter (PM) impacts based on the criteria for NAAQS standards, it is necessary to conduct dispersion modeling of emissions for mobile source emissions. Design of transportation engineering systems (roadway design) should take care of both the flow of the traffic as well as the air pollution aspects involved. Roadway projects need to conform to the State Implementation Plan (SIP) and meet the NAAQS. EPA guidelines for air quality modeling on such roadway intersections recommend the use of CAL3QHC. The model has embedded in it CALINE 3.0 (Benson 1979) a line source dispersion model based on the Gaussian equation. The model requires parameters with respect to the roadway geometry, fleet volume, averaging time, surface roughness, emission factors, etc. The CAL3QHC model is a DOS based model which requires the modeling parameters to be fed into an input file. The creation of input the file is a tedious job. Previous work at UCF, resulted in the development of CALQVIEW, which expedites this process of creating input files, but the task of extracting the coordinates still has to be done manually. The main aim of the thesis is to reduce the analysis time for modeling emissions from roadway intersections, by expediting the process of extracting the coordinates required for the CAL3QHC model. Normally, transportation engineers design and model intersections for the traffic flow utilizing tools such as AutoCAD, Microstation etc. This thesis was to develop advanced software allowing graphical editing and coordinates capturing from an AutoCAD file. This software was named as CALQCAD. This advanced version will enable the air quality analyst to capture the coordinates from an AutoCAD 2004 file. This should expedite the process of modeling intersections and decrease analyst time from a few days to few hours. The model helps to assure the air quality analyst to retain accuracy during the modeling process. The idea to create the standalone interface was to give the AutoCAD user full functionality of AutoCAD tools in case editing is required to the main drawing. It also provides the modeler with a separate graphical user interface (GUI).

Violation means "non attainment" status; in which the county is ordered by EPA to develop specific implementation plans to reduce its emissions. The objective of this study was to compile an emissions inventory of volatile organic compounds (VOCs) and nitrogen oxides (NOx) from nonroad equipment in Osceola, Seminole, and Orange Counties (OSO) in Central Florida, and to develop possible action steps to reduce those emissions. This is important because VOC and NOx emissions are precursors to ground-level ozone. Thus, compiling emissions inventories is important to identify high VOC and NOx emitters. Mobile and point sources have long been the highest emitters of VOC and NOx and have therefore been targeted and monitored since the Clean Air Act of 1970, but the nonroad sources (such as construction and lawn equipment) have only been regulated since the 1990s. Using the NONROAD and NMIM modeling programs, the highest nonroad emitters of VOC for Central Florida were found to be lawn/garden equipment, and boating equipment, emitting a combined percentage of 77% of the total nonroad mobile source VOC. Construction equipment contributed 67% of the total nonroad mobile source emissions of NOx in Central Florida. The components of these categories were also analyzed to find the largest individual sources of VOC and NOx. Of the individual sources, lawn mowers and outboard boat engines were found to be the largest sources of VOCs. Of the NOx sources, all the construction equipment components had a relatively similar level of NOx emissions. Next, action steps were developed to reduce emissions, focusing on the high emitters, along with an estimated cost and feasibility for each measure. Of these steps, implementing a ban on leafblowers, and reducing use of lawn mowers, edgers, trimmers, etc. seemed to be the most effective for reducing VOCs. Although these are effective measures, the cost and feasibility of both pose challenges. The best action step for reducing NOx emissions in construction equipment seemed to be by simply reducing idling of equipment on job sites. This also poses challenges in feasibility and enforcement by management. Further, constant on/off cycles could result in decreasing the useful life of the older construction equipment. Finally, a survey was conducted with various construction managers and companies to find out the typical equipment and quantity needed for land clearing/grubbing, as well as the typical use, idling time, and total project time for each piece of equipment on a 10-acre site, under various conditions. The purpose of the study was to develop a rough estimate for the average amount of VOC and NOx emissions that will be produced per acre of land clearing activities, and to estimate the emissions reductions and cost savings if idling of the equipment was reduced.

The purpose of this study was to examine the internal consistency reliability and the construct validity of the Quality Indicators for Classrooms Serving Students with Autism Spectrum Disorder (QIASD) scores. The researcher used a confirmatory factor analysis framework to determine if the QIASD quality indicators load onto the seven factors as hypothesized in the measurement model. The researcher found promising results but was not able to identify an acceptable model with this sample.

Show moreEvolution in nature has designed countless solutions to innumerable interconnected problems, giving birth to the impressive array of complex modern life observed today. Inspired by this success, the practice of evolutionary computation (EC) abstracts evolution artificially as a search operator to find solutions to problems of interest primarily through the adaptive mechanism of survival of the fittest, where stronger candidates are pursued at the expense of weaker ones until a solution of satisfying quality emerges. At the same time, research in open-ended evolution (OEE) draws different lessons from nature, seeking to identify and recreate processes that lead to the type of perpetual innovation and indefinitely increasing complexity observed in natural evolution. New algorithms in EC such as MAP-Elites and Novelty Search with Local Competition harness the toolkit of evolution for a related purpose: finding as many types of good solutions as possible (rather than merely the single best solution). With the field in its infancy, no empirical studies previously existed comparing these so-called quality diversity (QD) algorithms. This dissertation (1) contains the first extensive and methodical effort to compare different approaches to QD (including both existing published approaches as well as some new methods presented for the first time here) and to understand how they operate to help inform better approaches in the future.It also (2) introduces a new technique for encoding neural networks for evolution with indirect encoding that contain multiple sensory or output modalities.Further, it (3) explores the idea that QD can act as an engine of open-ended discovery by introducing an expressive platform called Voxelbuild where QD algorithms continually evolve robots that stack blocks in new ways. A culminating experiment (4) is presented that investigates evolution in Voxelbuild over a very long timescale. This research thus stands to advance the OEE community's desire to create and understand open-ended systems while also laying the groundwork for QD to realize its potential within EC as a means to automatically generate an endless progression of new content in real-world applications.

According to the United States Renal Data System (USRDS), in 2013, Medicare spending alone accounts for $30.9 billion for the treatment-related expenses for ESRD. The purpose of this study was to examine the causal relationship of two important determinants, perceived social support and treatment adherence with health-related quality of life (HRQOL) of ESRD patients. Using the health belief model and Bandura's self-efficacy theory, the study explained the theoretical underpinnings of the causal relationships of the patient's perspectives of perceived social support and treatment adherence in predicting the HRQOL of ESRD patients. The study utilized a non-experimental research design and the statistical tool Structural Equation Modeling (SEM), in evaluating the causal relationships between the variables. With a convenience sample size of 413 ESRD patients from the Central West region of Florida, the findings of the study validated a statistically significant relationship between perceived social support and HRQOL as well as between perceived social support and treatment adherence in ESRD patients. However, the study didn't find any significant relationships between treatment adherence and HRQOL. The results of the study enhanced the body of knowledge relating to HRQOL of ESRD patients, provided foundation for interventions and policy formation in improving the HRQOL of patients with ESRD.

Thus, it is critical to design mechanisms that are energyefficient and secure while at the same time maintaining the desired level of quality of service.Inspired by these challenges, this dissertation is dedicated to exploiting optimization and gametheoretic approaches/solutions to handle several important issues in WSN communication, includingenergy efficiency, latency, congestion, dynamic traffic load, and security. We present severalnovel mechanisms to improve the security and energy efficiency of WSNs. Two new schemes areproposed for the network layer stack to achieve the following: (a) to enhance energy efficiencythrough optimized sleep intervals, that also considers the underlying dynamic traffic load and (b)to develop the routing protocol in order to handle wasted energy, congestion, and clustering. Wealso propose efficient routing and energy-efficient clustering algorithms based on optimization andgame theory. Furthermore, we propose a dynamic game theoretic framework (i.e., hyper defense)to analyze the interactions between attacker and defender as a non-cooperative security game thatconsiders the resource limitation. All the proposed schemes are validated by extensive experimentalanalyses, obtained by running simulations depicting various situations in WSNs in orderto represent real-world scenarios as realistically as possible. The results show that the proposedschemes achieve high performance in different terms, such as network lifetime, compared with thestate-of-the-art schemes.

Traits and emotions that specific voice qualities can influence are, but are not limited to, location, age, background, socioeconomic status, genre, intelligence, nationality, class, culture, gender, promiscuity, disposition, pain and revelations. In particular, this thesis explores the use of voice qualities to show specific human qualities of the character "George" from Sondheim and Lapine's "Sunday in the Park with George" and the people he imitates in his painting by letting the characters' given circumstances (textual and subtextual), the way other actors portray the characters and the director's and musical director's input inform the choices in voice quality. By using the specific technical aspects of the Estill Voice Training System and combining them with the limitless aesthetic aspects of theatrical character, this thesis shows that this new structural analysis does not pigeonhole an actor, but rather it makes one more aware, accessible, adept and flexible to the needs of the character and the spontaneity of each new performance. This thesis provides a new paradigm of character analysis through voice.

This model allows prediction of the release of color from aged cast iron and galvanized steel pipes as a function of water quality and hydraulic residence time. Color was used as a surrogate measurement for iron, which exhibited a strong linear correlation. An anomaly of this model was an absence of a term to account for pH, due to the influent water being well stabilized. A new study was completed to evaluate the effectiveness of corrosion inhibitors against traditional adjustment. Two control lines were supplied with nearly same water qualities, one at pH close to pHs and one at pH well above pHs. The resulting data showed that effluent iron values were typically greater in the line with lower pH. The non-linear color model by Imran shows good agreement when the LSI was largely positive, but underpredicted the color release from the lower LSI line. A modification to the Larson Ratio proposed by Imran was able to give a reasonable agreement to the data at lower LSI values. LSI showed no definite relation to iron release, although a visual trend of higher LSI mitigating iron release can be seen. An iron flux model was also developed on the same pilot system by Mutoti. This model was based on a steady state mass balance of iron in a pipe. The constants for the model were empirically derived from experiments at different hydraulic conditions with a constant water quality. Experiments were assumed to reach steady state at 3 pipe volumes due to the near constant effluent turbidity achieved at this point. The model proposes that the iron flux under laminar flow conditions is constant, while the iron flux is linearly related to the Reynolds Number under turbulent conditions. This model incorporates the color release models developed by Imran to calculate flux values from different water qualities. A limited number of experiments were performed in the current study using desalinated and ground water sources at Reynolds Numbers ranging from 50 to 200. The results of these limited experiments showed that the iron flux for cast iron pipe was approximately one-half of the predicted values from Mutoti. This discrepancy may be caused by the more extensive flushing of the pipes performed on the current experiments which allowed attainment of a true steady state. Model changes were proposed to distinguish between near stagnant flow and the upper laminar region, with the upper laminar region showing a slight linear increase. Predictions using the galvanized flux model were not accurate due to an inferior color release model that was developed for galvanized pipes. The model exhibits a high dependence on sulfate concentrations, but concentrations of sulfates in the current experiments were low. This led to low predicted flux values when the actual data showed otherwise. A new galvanized model was developed from a combination of data from the original and current experiments. The predicted flux values using the new model showed great improvement over the old model, but the new model database was limited and the resulting model was not able to be independently tested.

There are many techniques currently used to create computer-simulated special effects, however current techniques in computer graphics do not provide the option for the creation of real-time texture synthesis. Thus, while computer graphics is a powerful tool in the field of special effects, it is neither portable nor does it provide work in real-time capabilities. Real-time special effects may, however, be created optically. Such approach will provide not only real-time image processing at the speed of light but also a preview option allowing the user or the artist to preview the effect on various parts of the object in order to optimize the outcome. The work presented in this dissertation was inspired by the idea of optically created special effects, such as painterly effects, encoded in images captured by photographic or motion picture cameras. As part of the presented work, compact relay optics was assessed, developed, and a working prototype was built. It was concluded that even though compact relay optics can be achieved, further push for compactness and cost-effectiveness was impossible in the paradigm of bulk macro-optics systems. Thus, a paradigm for imaging with multi-aperture micro-optics was proposed and demonstrated for the first time, which constitutes one of the key contributions of this work. This new paradigm was further extended to the most general case of magnifying multi-aperture micro-optical systems. Such paradigm allows an extreme reduction in size of the imaging optics by a factor of about 10 and a reduction in weight by a factor of about 500. Furthermore, an experimental quantification of the feasibility of optically created special effects was completed, and consequently raytracing software was developed, which was later commercialized by SmARTLens(TM). While the art forms created via raytracing were powerful, they did not predict all effects acquired experimentally. Thus, finally, as key contribution of this work, the principles of scalar diffraction theory were applied to optical imaging of extended objects under quasi-monochromatic incoherent illumination in order to provide a path to more accurately model the proposed optical imaging process for special effects obtained in the hardware. The existing theoretical framework was generalized to non-paraxial in- and out-of-focus imaging and results were obtained to verify the generalized framework. In the generalized non-paraxial framework, even the most complex linear systems, without any assumptions for shift invariance, can be modeled and analyzed.

Show moreIntroduction: Central Line-Associated Bloodstream Infections (CLABSIs) are a major cause of increased mortality, morbidity and healthcare costs in neonatal intensive care units (NICUs) patients. Despite CDC's efforts to reduce infection rates, patients often suffer consequences. The objective of this study is to perform a systematic review of strategies utilized in the neonatal population and evaluate them with the current CDC's guidelines to assess the effectiveness of bundles in preventing CLABSI in NICUs. Methods: A systematic literature search was conducted using CINAHL Plus with Text, Cochrane Database of Systematic Reviews and MEDLINE from January 2008 up to 2018. There were multiple search terms used and these included "neonate OR newborn OR infant", "CLABSI OR central line-associated bloodstream infection", "intervention OR prevention" and "bundle". The search solely focused on the outcome of infant patients. Therefore studies were excluded for the following criteria: being non-peer reviewed, being published before 2008, and being a case in which CLABSI was assessed in patients outside the NICU. See Table 4 and 5 for further information. Results: Eight articles were eligible for inclusion all of which CDC's guidelines were implemented in their strategy of intervention. The systematic review showed that adherence to care bundles decreases infection rates drastically. All eight articles reported a significant decrease in CLABSI rates following the implementation of the bundle set by CDC with two studies achieving a CLABSI rate of zero. Author's Conclusion: Implementation of care bundles showed a success in reducing CLABSI rates in the NICUs; however none of the studies endorsed a specific bundle application utilized to achieve its intended goal. Some practices adopted CDC's guidelines more than others and those showed a greater decrease in infection rate. In addition, it is evident that nurses deliver the best care when preventing an infection. Further research is needed to assess the effectiveness of a specific bundle element.

To match that ripple effect early childhood education can be evaluated and reformed accordingly by exploring many factors that make up the early childhood education system. This manuscript addressed one factor, early childhood teacher preparation, through a synthesis of literature related to the potential benefits of earning a Bachelor of Science degree in Early Childhood Development and Education, or a BS. The theories of early brain development were explored first and then studies of the social components affecting an Early Childhood Educator's, or ECE's, choice in teacher preparation were reviewed. The review then defined and compared the Child Development Associate or CDA, the Associate of Arts degree, or AA, and the BS. Professional recommendations and standards according to the National Association for Young Children, or NAEYC were included to understand how valuable the BS is to these trend setters of the field. The review then explored how the BS is currently being used nationally in a state-funded program known as VPK, utilizing the National Institute for Early Education Research, or NIEER. This data provided a snapshot of the national demand for the BS in the early childhood field. The pay disparities were then correlated with levels of education and compared with primary and upper grade compensation. The final value explored was research of how the BS directly affected results of the quality in the early childhood classroom and teacher-child interactions. These studies used two quality rating scales, the ECERS and CLASS, which were defined and compared. The findings of the synthesized literature review provided understanding of a young field that is growing and implies where further research and change could happen to match the effects of an evolving education system in the United States of America.

In the first study component, two water systems were microbiologically evaluated using adenosine triphosphate (ATP) bioluminescence technology. It was determined that microbial ATP was useful as a surrogate for biomonitoring within a surface water system when paired with traditional methods. Although microbial activity differed between distribution systems that used either chloramine or chlorine disinfectant, in both cases flowrate and season affected microbial ATP values. In the second study component, total trihalomethanes (TTHM) and haloacetic acids (HAA5) DBP formation and disinfectant stability was investigated using a novel DBP control process. The method relied on a combination of sulfate, ultraviolet light irradiation, pH, and aeration unit operations. Results indicate respective decreases in 7-day TTHM and HAA5 formation potentials of 36% - 57% and 20% - 47% for the surface waters investigated. In the third component of this work, a corrosion study assessed the effect of disinfectant chemical transitions on the corrosion rates of common distribution system metals. When a chlorine based disinfection system transitioned between chlorine and chloramine, mild steel corrosion increased by 0.45 mils per year (mpy) under chloramine and returned to baseline corrosion rates under chlorine. However, when a chloramine based disinfection system transitioned between chloramine and chlorine, mild steel corrosion increased in tandem with total chlorine levels. Unlike the chlorine system, the mild steel corrosion rates did not return to baseline under chloramine after exposure to 5 mg/L of total chlorine. Surface water systems should consider the use of ATP as a surrogate for biomonitoring, consider the novel treatment process for DBP formation control, and consider corrosion control in disinfectant decision-making activities.

A possible solution to address this issue is to use mobile sinks such as autonomous underwater vehicles (AUVs) to offload these large quantities of data. Such mobile sinks are called data mules. Often it is the case that a sensor network is deployed to report events that require immediate attention. Delays in reporting such events can have catastrophic consequences. In this dissertation, we present path planning algorithms that help in prioritizing data retrieval from sensor nodes in such a manner that nodes that require more immediate attention would be dealt with at the earliest. In other words, the goal is to improve the Quality of Information (QoI) retrieved. The path planning algorithms proposed in this dissertation are based on heuristics meant to improve the Value of Information (VoI) retrieved from a system. Value of information is a construct that helps in encoding the valuation of an information segment i.e. it is the price an optimal player would pay to obtain a segment of information in a game theoretic setting. Quality of information and value of information are complementary concepts. In this thesis, we formulate a value of information model for sensor networks and then consider the constraints that arise in underwater settings. On the basis of this, we develop a VoI-based path planning problem statement and propose heuristics that solve the path planning problem. We show through simulation studies that the proposed strategies improve the value, and hence, quality of the information retrieved. It is important to note that these path planning strategies can be applied equally well in terrestrial settings that deploy mobile sinks for data collection.
