Show moreAnalyzing the effect of legislation in children's safety when they travel as motor-vehicle passengers and bicycle riders can allow us to evaluate the effectiveness in transportation policies. The Child Restraint Laws (CRL) and Bicycle Helmet Laws (BHL) were studied by analyzing the nationwide Fatality Analysis Reporting System (FARS) to estimate the fatality reduction as well as drivers' decisions to use Child Restraint Systems (CRS) and bicycle helmets respectively. Differences in legislation could have different effects on traffic fatalities. Therefore, this study presents multiple methodologies to study these effects. In the evaluation of traffic safety issues, several proven statistical models have shown to be effective at estimating risky factors that might influence crash prevention. These proven models and predictive data analysis guided the process to attempt different models, leading to the development of three specific models used in this study to best estimate the effectiveness of these laws. Then, it was found that legislation in Child Safety Policy has consequences in traffic fatalities. A negative binomial model was created to analyze the CRL influence at the state-level in fatal crashes involving children, and showed that legislating on CRS can reduce the number of fatalities by 29% for children aged 5 to 9. Additionally, at the drivers-level a logistic regression model with random effects was used to determine the significant variables that influence the driver's decision to restrain his/her child. Such variables include: driver's restraint use, road classification, weather condition, number of occupants in the vehicle, traffic violations and driver's and child's age. It was also shown that drivers from communities with deprived socio-economic status are less likely to use CRS. In the same way, a binary logistic regression model was developed to evaluate the effect of BHL in bicycle helmet-use. Findings from this model show that bicyclists from states with the BHL are 236 times more likely to wear a helmet compared to those from states without the BHL. Moreover, the bicyclist's age, gender, education, and income level also influences bicycle helmet use. Both studies suggest that enacting CRL and BHL at the state-level for the studied age groups can be combined with education, safety promotion, enforcement, and program evaluation as proven countermeasures to increase children's traffic safety. This study evidenced that there is a lack of research in this field, especially when policy making requires having enough evidence to support the laws in order to not become an arbitrary legislation procedure affecting child's protection in the transportation system.

Show moreThe purpose of this study was to examine the relationship of school district policy, guidelines, and practices related to the enrollment and achievement of English learners (EL) in advanced coursework in middle school and high school in a large urban school district in the United States. There is a dearth of research on the effect that school district-level policies, guidelines, and practices have on the enrollment and achievement of ELs in advanced courses in middle school and high school. Existing research on ELs provides information on this group's academic achievement on national and state standardized measurements of achievement (Walqui (&) Pease-Alvarez, 2012) such as the National Assessment of Educational Progress, the Florida Comprehensive Assessment Test, and other state standardized assessments in the United States. However, there is an absence of research concerning this group's achievement in advanced courses at the middle school and high school levels. Moreover, there is also an absence of research on this group's achievement on college-level examinations (e.g., Advanced Placement and International Baccalaureate). This study contributed to the body of knowledge on the impact of educational policy, guidelines, and recommended practices on student acceleration, specifically the acceleration of ELs through their enrollment and achievement in advanced coursework at the middle school and high school level in the United States. The analysis of this group's enrollment and achievement consisted of (1) an examination of the group's enrollment from 2009-2014 in advanced coursework in grades 6-12, (2) an analysis of this group's achievement in advanced coursework from 2009-2014 in grades 6-12, and (3) an examination of school district policy via school district policy and guideline documents and school-based curriculum guides. Initial findings from the analysis completed point to an uneven EL course enrollment in advanced coursework in mathematics, English, science, and social studies across the 57 schools included within the study from 2009-2014. At the high school level, EL course enrollment in advanced coursework is small; the high school with the highest proportion of EL course enrollment had 9.7 percent EL course enrollment. Overall, EL course enrollment comprised 4.5 percent of advanced course enrollment in 19 high schools. At the middle school level, however, EL advanced course enrollment was proportionately larger; the middle school with the highest proportion of EL course enrollment had 25.3 percent EL advanced course enrollment. Overall, EL course enrollment comprised 7.0 percent of advanced coursework course enrollment in 38 middle schools. In terms of Advanced Placement (AP) and International Baccalaureate (IB) EL course enrollment, AP EL course enrollment was 3.0 percent from 2011-2014 and IB EL course enrollment was 0.2 percent from 2012-2014.EL achievement in advanced coursework as measured by final letter grade in advanced courses was high; EL high school achievement by final letter grade achievement of A, B, or C was 85 percent and EL middle school achievement by final letter grade of A, B, or C was 91 percent in advanced courses. In Advanced Placement exam scores, EL score of 3 or higher was 54 percent, while non-EL score of 3 or higher was 47 percent. In IB, EL score of 4 or higher was 71 percent, while non-EL score of 4 or higher was 81 percent. Analysis of school district policy and guideline documents and school curriculum guides emphasized the central role of the school district in ensuring that schools followed national and state laws applicable to ELs in the United States. The school district policy and guideline documents analyzed guaranteed ELs' equal access to academic programs within the school district but only made one specific reference to enrollment of ELs in advanced coursework in the form of Advanced Placement. School curriculum guides analyzed demonstrated elements of access to advanced coursework for ELs. The curriculum guides analyzed contained varying degrees of identified access elements, demonstrating schools' autonomy in determining the academic trajectories of their students within the parameters of applicable national and state laws.

Principals were interviewed to understand their beliefs, knowledge, and dispositions on staffing teachers in the primary grades. A purposive sample of elementary school principals was drawn from one mid-size suburban district in Florida. Data were analyzed using Bolman and Deal's four-frame organizational theory framework, Cohen's cognitive frame, and Boote's theory of professional discretion.The data strongly suggest that principals do not understand the foundations of early childhood practice. In addition, they do not understand the differences between Early Childhood Education (ECE) and Elementary Education (EE). The principals tend to hire teachers with EE certification as opposed to ECE training. This is partially due to their lack of understanding of ECE and to the perceived advantage of being able to place teachers in a wide range of grade levels. Although all principals stated that primary teaching requires specialized knowledge, most principals consider flexibility to move teachers into the upper grades more important.Three main implications for practice are suggested based on recommendations for advocacy and public education for young children within PreK(-)3rd continuum initiatives. (1) Professional development in ECE should be implemented at the district level for principals to learn and understand the differences in preparation between ECE and EE teacher preparation and to demonstrate the importance of the early years of child development and education. (2) Curriculum enrichment in ECE needs to be added to higher education, graduate teacher leadership programs to demonstrate the importance of the early years of child development and education. (3) The policy for hiring should be centralized at the district level and require teachers with training in ECE for the primary grades. The limitations of the study and recommendations for future research are also discussed.

The problem addressed was the extent to which student achievement may be impacted by the transition from one school to another from fifth to sixth grade in Florida public schools in order to provide data to school policy makers and school district administrators and add to the body of knowledge on the grade level configuration that contributed the most to student achievement in sixth grade. This was a causal-comparative study using quantitative data to analyze student scores at the school level for reading and mathematics on the 2014 Florida Comprehensive Achievement Test (FCAT) 2.0 assessment to explore the difference in achievement for sixth grade students with no school transition compared to those who had school transitions during middle school. A multivariate analysis of covariance (MANCOVA) was used to examine if a difference existed in the dependent variables of sixth-grade reading and mathematics achievement as measured by school mean developmental scale scores and the school percentage of students making learning gains on the FCAT 2.0 between schools with sixth grade as the transition year and without sixth grade as the transition year. The analyses were controlled for the covariates of the school percentages of socio-economic status as determined by free and reduced lunch rate, English Learner status, and exceptional student education status. Findings signified that schools with no school transition between fifth and sixth grade in Florida public schools had higher sixth-grade mean scores in reading and mathematics as measured by school mean developmental scale scores and in reading as measured by the percentage of school learning gains. This study offers insight into what grade configuration is more likely to positively impact student achievement during the middle grades and supports students remaining in an elementary setting with fewer transitions during the middle grades to most benefit reading and mathematics achievement. Findings are useful to school boards, superintendents, and school district administrators interested in educational policy development and research on transition especially when restructuring school grade configurations and building new school sites.

Given the increasing number of students with disabilities receiving special education services in the general education classroom (U.S. Department of Education, 2016), there is a critical need to understand the dynamic role of a special education teacher who works in inclusive settings. Federal mandates have required special education teachers working in inclusive settings to rethink their roles (McLeskey, Landers, Hoppey, (&) Williamson, 2011) and restructure their approach to providing specially-designed services. Further, these roles are dependent on those who interpret and implement policy and access to finite resources. This study used a phenomenological research method to examine the roles and responsibilities of special education teachers. Semi-structured interviews were conducted with seven participants (N = 7). A thematic analysis resulted in five overarching themes. The five themes included: (a) supporting students with disabilities within a support facilitation model; (b) role ambiguity of the special education teacher; (c) the lack of roles and responsibilities of the special education teacher within the MTSS framework; (d) the changing role of collaboration and communication; and (e) the challenges impacting the inclusion of students with disabilities in the general education setting. This study exposed the multiple facets of school and district policies that directly affected special educators' roles and responsibilities, as well as the emergence of a new role as a support facilitator.

States have been declaring budget deficits and major program cuts, since revenues have not kept up with expenditures and rainy day funds have been practically exhausted. State tax revenues have decreased, resulting from a decline in income tax revenues, one of the major sources of revenues for a large number of states (41 in total). A majority of these states have come to depend heavily on the revenue they collect from income taxes, which can represent as much as 40% of state tax revenue. This thesis focuses on the impact that income tax revenue has on state budgets and how it affects certain expenditures. To provide a more complete understanding on how fiscal policy affects the citizen directly, this thesis compares the changes in state's total tax revenue and spending on education and health programs between states that levy income tax and states that do not. Data from the United States Census Bureau and the National Association of State Budget Officials was analyzed by calculating the growth rate and relevant elasticities during 2006-2010, the years before, during, and after the last recession. Results will show a difference in changes in revenue and expenditure between the two types of states and a more sensitive elasticity for non-income tax states for both revenue and expenditure. With a better understanding of how the tax base behaves and how revenue affects programs, an improved tax policy that could produce more efficient services for citizens might be created.

Show moreGreen roofs and roof-mounted solar PV arrays have a wide range of environmental and economic benefits, including significantly longer roof lifetimes, reductions in urban runoff, mitigation of the urban heat island (UHI) effect, reduced electricity demand and energy dependence, and/or reduced emissions of greenhouse gases (GHGs) and other harmful pollutants from the electricity generation sector. Consequently, green roofs and solar panels have both become increasingly popular worldwide, and promising new research has emerged for their potential combination in Green Roof Integrated Photovoltaic (GRIPV) roofing applications. However, due to policy resistance, these alternatives still have marginal market shares in the U.S., while GRIPV research and development is still severely limited today. As a result, these options are not yet sufficiently widespread in the United States as to realize their full potential, particularly due to a variety of policy resistance effects with respect to each specific alternative. The steps in the System Dynamics (SD) methodology to be used in this study are summarized as follows. First, based on a comprehensive review of relevant literature, a causal loop diagram (CLD) will be drawn to provide a conceptual illustration of the modeled system. Second, based on the feedback relationships observed in this CLD, a stock-flow diagram (SFD) will be developed to form a quantitative model. Third, the modeled SFD will be tested thoroughly to ensure its structural and behavioral validity with respect to the modeled system in reality using whatever real world data is available. Fourth, different policy scenarios will be simulated within the model to evaluate their long-term effectiveness. Fifth, uncertainty analyses will be performed to evaluate the inherent uncertainties associated with the analyses in this study. Finally, the results observed for the analyses in this study and possible future research steps will be discussed and compared as appropriate.

Task stragglers in MapReduce jobs dramatically impede job execution on massive datasets in cloud computing systems. This impedance is due to the uneven distribution of input data and computation load among cluster nodes, heterogeneous data nodes, data skew in reduce phase, resource contention situations, and network configurations. All these reasons may cause delay failure and the violation of job completion time. One of the key issues that can significantly affect the performance of cloud computing is the computation load balancing among cluster nodes. Replica placement in Hadoop distributed file system plays a significant role in data availability and the balanced utilization of clusters. In the current replica placement policy (RPP) of Hadoop distributed file system (HDFS), the replicas of data blocks cannot be evenly distributed across cluster's nodes. The current HDFS must rely on a load balancing utility for balancing the distribution of replicas, which results in extra overhead for time and resources. This dissertation addresses data load balancing problem and presents an innovative replica placement policy for HDFS. It can perfectly balance the data load among cluster's nodes. The heterogeneity of cluster nodes exacerbates the issue of computational load balancing; therefore, another replica placement algorithm has been proposed in this dissertation for heterogeneous cluster environments. The timing of identifying the straggler map task is very important for straggler mitigation in data-intensive cloud computing. To mitigate the straggler map task, Present progress and Feedback based Speculative Execution (PFSE) algorithm has been proposed in this dissertation. PFSE is a new straggler identification scheme to identify the straggler map tasks based on the feedback information received from completed tasks beside the progress of the current running task. Straggler reduce task aggravates the violation of MapReduce job completion time. Straggler reduce task is typically the result of bad data partitioning during the reduce phase. The Hash partitioner employed by Hadoop may cause intermediate data skew, which results in straggler reduce task. In this dissertation a new partitioning scheme, named Balanced Data Clusters Partitioner (BDCP), is proposed to mitigate straggler reduce tasks. BDCP is based on sampling of input data and feedback information about the current processing task. BDCP can assist in straggler mitigation during the reduce phase and minimize the job completion time in MapReduce jobs. The results of extensive experiments corroborate that the algorithms and policies proposed in this dissertation can improve the performance of data-intensive applications running on cloud platforms.

Show moreThe purpose of this mixed methods study was to examine the sense of belonging of state college transfer students who enroll at a large research-intensive university through structured and unstructured transfer pathways using the Sense of Belonging Instrument (SBI; Hoffman, Richmond, Morrow, (&) Solomon, 2002). The SBI includes five subscales (Peer Support, Faculty Support, Classroom Comfort, Isolation, and Empathetic Faculty Understanding). To date, no systematic investigation has considered the construct of belonging with this population or transfer pathway. The findings from this study (n = 54) found a positive statistically significant correlation between Peer Support and Isolation (r(52) =.801, p = .000) and a statistically significant difference between the mean values of Empathetic Faculty Understanding between the structured and unstructured pathways (p = 0.027). This study showed that structured transfer pathway student sense of belonging was grounded in the classroom experience, empathetic faculty, and faculty support. Unstructured transfer pathway student sense of belonging was grounded in peer relationships, the classroom experience, and empathetic faculty. First generation participants were more likely to perceive isolation than non-first generation participants and structured pathway participants were more likely to perceive faculty empathetic understanding than unstructured pathway participants. There were also differences in the qualitative data between the pathway groups, including differing perceptions of faculty care and empathy, peer engagement, and the role of Advisors and online support systems in the transfer experience. The data and findings presented in this study show that the academic experience in the classroom and the perception of empathetic faculty are central to state college transfer student experience and contributes to transfer student sense of belonging.

Fifteen education systems are chosen for this study which includes Shanghai-China, Singapore, Japan, Finland, Canada, Portugal, United States, Luxembourg, Spain, Hungary, Brazil, Argentina, Indonesia, Qatar, and Peru. Each system is analyzed in terms of its teacher quality, curriculum, school system structure, and educational equity. From this study, it appears that there is a high-correlation between four indicators and top-educational success. These four indicators include having a highly selective model for hiring teachers, recruiting teachers from a top-pool of graduates, having a high-level of prestige held for teachers in society, and insuring students of low socio-economic status are given equal educational opportunities for success. Recommendations for a new teacher training and selection model are discussed based on the top four indicators. These recommendations could cause educational gains for both the United States and other systems around the world.

Show moreThis dissertation argues that there are three basic types of health care systems used in industrial nations: free market (private insurance and provision), universal (public insurance and private provision), and socialized (public insurance and provision). It examines the role of market forces (supply and demand) within the health care systems and their effects on health outcomes by constructing an integrative model of health care markets and policies that is lacking within the scientific and academic literature. The results show that, free market systems have decreased access to care, good quality of care, and are economically inefficient resulting in 2.7 years of life expectancy lost and wasted expenditures (expenditures that do not increase life expectancy) of $3474 per capita ($1.12 trillion per year in the U.S.). Socialized systems are the most economically efficient systems but have decreased access to care compared to universal systems, increased access to care compared to free market systems and have the lowest quality of care of all three systems resulting in 3 months of life expectancy lost per capita and a saving of $335 per capita. Universal systems perform better than either of the other 2 systems based on quality and access to care. The models show that health insurance is a Giffen Good; a good that defies the law of demand. This study is the first fully demonstrated case of a Giffen good. This investigation shows how the theoretically informed integrative model behaves as predicted and influences health outcomes contingent upon the system type. To test and substantiate this integrative model, regression analysis, Time-Series-Cross-Section analysis, and structural equation modeling were performed using longitudinal data provided and standardized by the Organization for Economic Cooperation and Development (OECD). The results demonstrate that universal health care systems are superior to the other two systems.

It also includes the analysis of appropriations requests made by the legislative branch for funding military engagement in rejection of requests from the executive branch for all military engagements that occurred during periods of divided government from 1946 through 2009.

A critical portion of inactive NEETs (youth not in employment, education, or training) reports to be discouraged due to a recognized (")lack of opportunities in the labor market.(") Despite indications from descriptive analyses that the conditions that drive the distinct subsets of the NEET population vary, empirical examinations of the effects of these conditions on the rates of different NEET groups across countries and over time are lacking. The policies prescribed for the NEET group as a whole tend to ignore the special needs of discouraged, inactive NEETs. Beyond the fundamental problem of engaging these individuals in the labor market, neglecting this group has a variety of implications, ranging from social exclusion, to poverty, and even radicalism. A central goal of this project is to determine what a recognized (")lack of opportunities(") means. What is known concretely is that fellow youth are increasingly vulnerable to a range of labor market outcomes and conditions beyond unemployment, including difficulty transitioning into the labor market (school-to-work transitions), in-work poverty risk, non-standard employment opportunities (involuntary and voluntary), limited ability to transition into secure employment (i.e. upward mobility), lower wage levels, atypical employment, limited job security and support, and long-term unemployment. Utilizing aggregated survey data from the EU Labor Force Survey and EU Survey on Income and Living Conditions, I examine how a range of labor market outcomes and conditions for youth, representative of the poor labor market opportunities, affect the frequency of discouraged NEETs across 24 EU countries between 2005 and 2013. Findings suggest that the incidence of involuntary non-standard work, in-work poverty risk, and atypical employment among fellow youth and the incidence of decreased work security among the adult working age population are associated with an increase in discouraged, inactive NEETs. This suggests that engaging this hard to reach subgroup of the NEET population requires a greater emphasis on creating improved labor market opportunities.

Political psychologists have therefore considered decision making processes regarding major uses of force a key area of interest. Although presidential personality has been widely studied as a mitigating factor in the decision making patterns leading to uses of force, traditional theories have not accounted for the emotions of individuals as they affect political actions and are used to frame public perception of the use of force. This thesis therefore measures expressed emotion and cognitive expressions in the form of expressed aggression, passivity, blame, praise, certainty, realism, and optimism as a means of predicting subsequent major uses of force. Since aggression and blame are precipitated by anger and perceived vulnerability, they are theorized to foreshadow increased uses of force (Gardner and Moore 2008). Conversely, passivity and praise are indicative of empathy and joy respectively, and are not expected to precede aggressive behavior conducted to maintain emotional regulation (Roberton, Daffer, and Bucks 2012). Additionally, the three cognitive variables of interest expand on existing literature on beliefs and decision making expounded by such authors as Walker (2010), Winter (2003) and Hermann (2003). DICTION 6.0 is used to analyze all text data of presidential news conferences, candidate debates, and State of the Union speeches given between 1945 and 2000 stored by The American Presidency Project (Hart and Carroll 2012). Howell and Pevehouse's (2005) quantitative assessment of quarterly U.S. uses of force between 1945 and 2000 is employed as a means of quantifying instances of major uses of force. Results show systematic differences among the traits expressed by presidents, with most expressions staying consistent across spontaneous speech contexts. Additionally, State of the Union speeches consistently yielded the highest scores across the expressed traits measured; supporting the theory that prepared speech is used to emotionally frame situations and setup emotional interpretations of events to present to the public. Time sensitive regression analyses indicate that expressed aggression within the context of State of the Union Addresses is the only significant predictor of major uses of force by the administration. That being said, other studies may use the comparative findings presented herein to further establish a robust model of personality that accounts for individual dispositions toward emotional expression as a means of framing the emotional interpretation of events by audiences.

As predicted, workers in lower level occupations, as ranked by prestige scoring developed at National Opinion Research, are more likely to be victimized. Data also suggest that being young, Black, and relatively uneducated may contribute to being bullied in certain situations. Future research is needed to examine influences of socio-economic, legal, and other demographic factors that may predict the chance of being bullied.
