Show moreIn the event of a bioterrorist attack, emergency departments are considered the first line of response for all acute levels of care. This study focused on hospital emergency departments in Florida and the activities, policies, and procedures involved in preparing for a bioterrorist attack. Hospital size, location, and system affiliation were related to attaining these levels, and their impact was assessed. Through a cross-sectional survey design, the physical properties of the 77 hospitals (i.e. facilities, equipment, communication systems, etc.), and the social characteristics of the organizations (managerial functions including: planning, training, financial, and environmental characteristics) were examined. One-way analysis of variance and t-tests revealed that bed size was a significant predictor of mean levels of preparedness. In addition, although more hospitals are conducting training activities, a disconnect between plans and communications of said plans still exists along with many deficiencies still needing to be corrected. Study limitations are discussed and important policy implications are presented. Suggestions for improving preparedness levels and implementing new policies include: conducting training exercises, developing community ties and mutual aid agreements, and using information technology with detection of an event and communication of the information garnered from these efforts.

Show moreEmergency preparedness typically involves the preparation of detailed plans that can be implemented in response to a variety of possible emergencies or disruptions to the transportation system. One shortcoming of past response plans was that they were based on only rudimentary traffic analysis or in many cases none at all. With the advances in traffic simulation during the last decade, it is now possible to model many traffic problems, such as emergency management, signal control and testing of Intelligent Transportation System technologies. These problems are difficult to solve using the traditional tools, which are based on analytical methods. Therefore, emergency preparedness planning can greatly benefit from the use of micro-simulation models to evaluate the impacts of natural and man-made incidents and assess the effectiveness of various responses. This simulation based study assessed hypothetical emergency preparedness plans and what geometric and/or operational improvements need to be done in response to emergency incidents. A detailed framework outlining the model building, calibration and validation of the model using microscopic traffic simulation model WATSim (academic version) is provided. The Roadway network data consists of geometric layout of the network, number of lanes, intersection description which include the turning bays, signal timings, phasing sequence, turning movement information etc. The network in and around the OIA region is coded into WATSim with 3 main signalized intersections, 180 nodes and 235 links. The travel demand data includes the vehicle counts in each link of the network and was modeled as percentage turning count movements. After the OIA network was coded into WATSim, the road network was calibrated and validated for the peak hour mostly obtained from ADT with 8% K factor by comparing the simulated and actual link counts at 15 different key locations in the network and visual verification done. Ranges of scenarios were tested that includes security checkpoint, route diversion incase of incident in or near the airport and increasing demand on the network. Travel time, maximum queue length and delay were used as measures of effectiveness and the results tabulated. This research demonstrates the potential benefits of using microscopic simulation models when developing emergency preparedness strategies. In all 4 main Events were modeled and analyzed. In Event 1, occurrence of 15 minutes traffic incident on a section of South Access road was simulated and its impact on the network operations was studied. The averaged travel time under the incident duration to Side A was more than doubled (29 minutes, more than a 100% increase) compared to the base case and similarly that of Side B two and a half times more (23 minutes, also more than a 100% increase). The overall network performance in terms of delay was found to be 231.09 sec/veh. and baseline 198.9 sec/veh. In Event 2, two cases with and without traffic diversions were assumed and evaluated under 15 minutes traffic incident modeled at the same link and spot as in Event 1. It was assumed that information about the traffic incident was disseminated upstream of the incident 2 minutes after the incident had occurred. This scenario study demonstrated that on the average, 17% (4 minutes) to 41% (12 minutes) per vehicle of travel time savings are achieved when real-time traffic information was provided to 26% percent of the drivers diverted. The overall network performance in delay for this event was also found to improve significantly (166.92 sec/veh). These findings led to the conclusion that investment in ITS technologies that support dissemination of traffic information (such as Changeable Message Signs, Highway Advisory Radio, etc) would provide a great advantage in traffic management under emergency situations and road diversion strategies. Event 3 simulated a Security Check point. It was observed that on the average, travel times to Sides A and B was 3 and 5 minutes more respectively compared to its baseline. Averaged queue length of 650 feet and 890 feet worst case was observed. Event 4 determined when and where the network breaks down when loaded. Among 10 sets of demand created, the network appeared to be breaking down at 30% increase based on the network-wide delay and at 15% based on Level of Service (LOS). The 90% increase appeared to have the most effect on the network with a total network-wide delay close to 620 seconds per vehicle which is 3 and a half times compared to the baseline. Conclusions and future scope were provided to ensure continued safe and efficient traffic operations inside and outside the Orlando International Airport region and to support efficient and informed decision making in the face of emergency situations.

Yet how does one truly "prepare" for the unpredictable? In spite of accreditation requirements, which demand hospitals put in to place preparations to deal with bioterrorism events, a recent study from the General Accounting Office (GAO) concluded that most hospitals are still not capable of dealing with such threats (Gonzalez, 2004). This dissertation uses computer simulation modeling to test the effectiveness of bioterrorism planning at a local hospital facility in Central Florida, Winter Park Memorial Hospital. It is limited to the response plan developed by the hospital's Emergency Department. It evaluates the plan's effectiveness in dealing with an inhalational anthrax attack. Using Arena computer simulation software, and grounded within the theoretical framework of Complexity Science, we were able to test the effectiveness of the response plan in relation to Emergency Department bed capacity. Our results indicated that the response plan's flexibility was able to accommodate an increased patient load due to an attack, including an influx of the "worried well." Topics of future work and study are proposed.

Show moreThe Turkish National Police converted its 9-month Police Training Schools to 2-year college degree programs in 2001 in their pursuit to improve the quality of police officers' job performance, police job preparedness levels, and the police service as a whole. The purpose of this study is to investigate the actual benefits of this higher education policy by empirically measuring and comparing the job preparedness and job performance of police officers with higher education and police officers without higher education. This study consists of two quantitative parts. The first part measured the job performance construct with multiple indicators, including performance evaluation scores, numbers of received official awards, and appreciation letters. The second part of the study measured the perception of officer's job preparedness levels through a self-report survey. The structural equation modeling technique was utilized to evaluate the latent constructs. A response rate of 55.5% was attained--500 out of 900. The study found that there were statistically significant positive relationships between police officers' level of education and job preparedness, as well as between police officers' level of education and job performance. Statistically significant relationships between jurisdiction sizes, assignment type, and perception of job performance with job performance and preparedness were also found. However, no significant relationships between gender, age, and marital status were identified with job performance and preparedness. Among the variables, education had the strongest influence on officers' job performance and preparedness. In addition, a negative relationship exists between officers' perception of self-performance ratings and observed job performance ratings, suggesting that officers that rated their job performance levels higher were actually the ones with lower observed job performance ratings. This study contributes to the body of knowledge on criminal justice and public policy not only in Turkey, but also internationally.

Recent research has indicated that students who participate in VPK demonstrate higher academic achievement scores across a number of subject areas. Moreover, VPK participants are more likely to enter primary school on grade level, which in turn leads to a reduction in grade retention. Studies have indicated that although all students who participate in VPK programs benefit from such programs, minority students and students who come from low-socioeconomic backgrounds benefit at an even higher level. The intent of this study was to determine to what extent, if any, a VPK program within a large, suburban school district impacted the academic achievement and kindergarten preparedness of participants in comparison to students who did not participate in the VPK program offered by the district. To measure the impact, student scores on the 2006-2007 Florida Kindergarten Readiness Screener (FLKRS) were compared through the use of an independent samples t-test. The same students had their 3rd grade Florida Comprehensive Assessment Test (FCAT) Reading and Mathematics scored compared as well. Two groups were compared against one another. The control group was a group of students who did not participate in the VPK offered by the school district. The treatment group was the group of students that participated in the district offered VPK. The results of each of the independent sample t-tests conducted determined that there was not a statistically significant different in either student preparedness or student academic achievement between the VPK participant group and the non-participant group.

The collection of data included the 24 item Teacher Sense of Self-Efficacy Survey (Tschannen-Moran (&) Woolfolk Hoy, 2001) used to measure pre- and post- teacher self-efficacy for classroom instruction, classroom management, and student engagement. To measure pre- and post- perceptions of preparedness, the 8 item Perceptions of Preparedness for the Teaching Profession survey was used. Additionally, qualitative data was collected by use of open response questions on the post survey and also on exit slips at the end of each session to gain insight into the participants' perceptions of the Senior Seminar pilot. The study findings indicate that the added support and instruction provided by the Senior Seminar may provide elementary preservice teachers with a means to increase perceptions of preparedness for the teaching profession and positively influence their Internship II experience. This study suggests practical ways in which teacher preparation programs can be enhanced to provide preservice teachers with an opportunity to be better prepared for the teaching profession.

Show moreAs more non-native English-speaking students enroll in English-medium universities, even more faculty will instruct students who are unprepared for the rigors of post-secondary academic writing in English. Many faculty members lack training and knowledge regarding the assessment of non-native English-speaking students' writing, as well as the ability to provide effective feedback. This quantitative study investigated the possible attitudinal factors, including demographics, which might affect faculty preparedness and grading practices for both native and non-native English-speaking students' academic writing and plagiarism, as well as the reasons faculty do not deduct points from both populations' writing errors. Structural equation modeling and SPSS Statistics were employed to analyze the results of a faculty questionnaire disseminated to individuals who had taught non-native English-speaking students in academic subject courses. The findings from this study illustrated that faculty's native language, years, taught, and institution type were significant factors in not deducting points for academic writing errors and plagiarism, and the major reasons for not deducting points for errors were that faculty had too many students to grade, not enough training in assessing student written errors and plagiarism, and that the errors and plagiarism would have taken too long to explain. The practical implications gleaned from these results can be applied to most departments in English-medium post-secondary institutions regarding faculty preparedness and training in student academic writing errors and plagiarism, and recommendations for future research are given for similar types of preparation and guidance for post-secondary faculty, regardless of degree path or academic subject.

Show moreThis study uses the competing Burton Clark's (")Cooling Out Theory(") and Daniel Bell's (")Theory of the Postindustrial Economy(") to examine the function that for-profit colleges and universities (FPCUs) play in American higher education and how it is different from non-profit traditional colleges and universities (TCUs). This was done through three sections of analysis. The first examined if students who enroll at these FPCUs are less academically prepared than those attending non-profit traditional colleges or universities. The second tested if academic preparedness is associated with postsecondary performance at FPCUs to the same degree it is at TCUs. The final section of analysis looked at FPCU graduates to see if they have different short-term job outcomes when compared to traditional college graduates. This research utilizes The Beginning Postsecondary Survey 2009- a restricted-use longitudinal data set produced by the National Center for Education Statistics that followed 16,700 first-time college enrollees from 2003 until 2009. This data set includes information on student demographics, academic performance, enrollment history, and job outcomes. The results of this study indicated that when compared to traditional college students, FPCU students are less likely to be academically prepared for college and are more frequently characterized by risk factors that previous research has shown makes it less likely they will complete their degree. This research also found that unlike TCUs, high school academic performance is not associated with post-secondary performance or likelihood of degree attainment at FPCUs. Finally, it was observed that FPCU graduates were less likely to have jobs related to their degree and earned less income than TCU graduates, but had about the same degree of job satisfaction.
