Show moreAs our understanding of ceramic processing methods for the purpose of fabricating polycrystalline optical materials has increased over the past few decades, the race is on to bring ceramic technology to markets where single crystalline materials have traditionally been used. One such market is scintillators. This Master's thesis focuses specifically on a class of materials attractive for use as gamma-ray scintillators. These barium based halides can potentially be utilized in fields applications ranging from ionizing radiation detection in the field to high-energy physics experimentation. Barium bromide iodide and barium chloride single crystals have already showed high light yield, fast scintillation decay, and high energy resolution, all desirable properties for a scintillator. This work attempts to show the likelihood of moving towards polycrystalline scintillators to take advantage of the lower processing temperature, higher manufacturing output, and overall reduced cost. The experiments begin with identifying appropriate sintering conditions for hot pressed ceramics of BaBrI and BaCl2. Possible sources of optical loss in the first phase of hot pressed samples are investigated using a wide range of characterization tools. Preliminary luminescence and scintillation measurements are reported for a translucent sample of BaBrI. Recommendations are made to move toward highly transparent ceramics with scintillation properties approaching those measured in single crystal samples.

Show moreThe world's poorest people, most of whom reside in under-developed nations, lack access to clean water and sanitation facilities, nutritious food, and education (UMP, 2005). These conditions are linked to malnutrition, disease, and low life expectancies (WHO). In an effort to reduce global poverty, the United Nations (UN) adopted the Millennium Development Goals (MDGs). Under Goal 7c the UN denotes that by 2015 the population without sustainable access to safe drinking water and basic sanitation as compared to the proportion who do should be halved. As a response to this objective the international development (ID) sector has implemented projects aimed at increasing access to clean water and sanitation facilities, yet reports of high rate of project failure continue (Ika, 2012). In this thesis factors contributing to project failures are outlined based on the literature. In response to these findings this thesis explores the components of sustainability as it relates to the WASH sector and creates a framework for minimum standards that should be met in order for a WASH project to be considered successful. These standards are adapted based on the World Health Organization (WHO), a project funded by the Bill and Melinda Gates Foundation that evaluates WASH projects called WASHCost, as well as the standards proposed by Carter et al (1999). Furthermore, it is argued that if implementing organizations are expected to monitor, evaluate and report on the environmental, social, economic as well as technical components of their implemented project, it will create a level of transparency that promotes organizational accountability that will inherently cause a shift towards more effective WASH projects.

Show moreTransparent ceramics are an important class of optical materials with applications in street-lighting, high-strength windows, electro- and magneto-optical isolators, high-power laser gain media and nuclear radiation detectors. Compared to single-crystal growth, ceramic processing enables size scalability, near net-shape forming and prevents issues associated with dopant segregation and inhomogeneity, such as stress-induced birefringence and wavefront distortions. The fabrication of high optical grade ceramics by route of powder sintering, relies on a controlled set of techniques preventing the formation of scattering centers (pores and secondary phases) and harmful point defects (color centers, charge-carrier trapping sites). This thesis work investigates a novel approach in assisting the fabrication of yttrium aluminum garnet (YAG, Y3Al5O12) transparent ceramics, an important laser material, and minimizing the presence of these defects. As a line compound in the Al2O3-Y2O3 phase diagram, YAG has little tolerance for excess of either yttrium or aluminum oxides. What is more, the estimated compositional range of the garnet phase, (5/3-0.03)(<)Al/Y(<)(5/3+0.008), which is at the root of fabrication inconsistencies, challenges the sensitivity of most analytical techniques. We have evaluated the use of laser-induced breakdown spectroscopy (LIBS), a rapid, cost effective, non-destructive, and versatile technique, in the determination of stoichiometry and impurities at the various stages of the ceramic fabrication, i.e. in powders, green and sintered bodies. It was found that enough sensitivity and accuracy can be achieved on a custom-built system to discern 0.3 mole percent in the Al/Y ratio. To understand the influence of the plasma temperature on the ratio of the atomic emission lines of Al and Y species, simulations of YAG-based laser-induced plasmas were performed. The results have guided our experimental protocol by showing that above 12000 K, the Al/Y intensity ratio and thus the sensitivity of the measurement increases sharply with plasma temperature. In addition, we show that LIBS can be used to monitor the concentrations of unintentional trace impurities along those of sintering additives (SiO2) customarily used for the removal of porosity during firing. Hence, we reveal, for example, that less than 30% of SiO2 remains in the final ceramic due to evaporation during high temperature sintering. This work not only extends the range of capabilities of LIBS by showing how highly sensitive quantification of major elements can be performed in insulating materials, but also provides a new set of tools for estimating the range of solid-state solutions in advanced materials and understanding the densification of ceramics. We foresee that such capability will be invaluable for quality control purposes and in areas where fine and reproducible compositional tuning (defect engineering) is needed.

Show moreIn anticipation of the complex, dynamic battlefields of the future, military operations are increasingly demanding robots with increased autonomous capabilities to support soldiers. Effective communication is necessary to establish a common ground on which human-robot teamwork can be established across the continuum of military operations. However, the types and format of communication for mixed-initiative collaboration is still not fully understood. This study explores two approaches to communication in human-robot interaction, transparency and communication pattern, and examines how manipulating these elements with a robot teammate affects its human counterpart in a collaborative exercise. Participants were coupled with a computer-simulated robot to perform a cordon-and-search-like task. A human-robot interface provided different transparency types(-)about the robot's decision making process alone, or about the robot's decision making process and its prediction of the human teammate's decision making process(-)and different communication patterns(-)either conveying information to the participant or both conveying information to and soliciting information from the participant. This experiment revealed that participants found robots that both conveyed and solicited information to be more animate, likeable, and intelligent than their less interactive counterparts, but working with those robots led to more misses in a target classification task. Furthermore, the act of responding to the robot led to a reduction in the number of correct identifications made, but only when the robot was solely providing information about its own decision making process. Findings from this effort inform the design of next-generation visual displays supporting human-robot teaming.

Unfortunately, most physicians are not in the habit of communicating transparently, as many studies have shown the existence of a large medical error information gap. Research also shows that creating a culture of transparency would mutually support patient safety and risk management goals by concomitantly reducing medical errors and alleviating the malpractice crisis. Three predictor variables are used to represent the various dimensions of the context just described. Perfectionism represents the intrapersonal domain, socio-organizational climate represents the interpersonal and institutional domains, and medico-legal environment represents the societal domain. Chin and Benne's normative re-educative strategy provides theoretical support for the notion that successful organizational change hinges upon addressing the structural and cultural barriers displayed by individuals and groups.The Physician Transparency Questionnaire was completed by 270 physicians who were drawn from a multi-site healthcare organization in Central Florida. Structural equation modeling was used to determine whether perfectionism, socio-organizational climate, and medico-legal environment significantly predict two transparency outcomes, namely, error reporting transparency and provider-patient transparency. Perfectionism and socio-organizational climate were found to be statistically significant predictors. Collectively, these variables accounted for nearly half of the variance in each transparency outcome. Within socio-organizational climate, policies had the greatest influence on transparency, followed by immunity and professional norms. Multiple group analysis showed that the covariance model developed in this study generalizes across gender, medical specialty, and occupation. In addition, group means comparisons tests revealed a number of interesting trends in error reporting and disclosure practices that provide insights about the behavioral and cognitive psychology behind transparent communication: 1) Physicians are more inclined to engage in provider-patient transparency compared to error reporting transparency, 2) physicians are more inclined to report serious errors compared to less serious errors, and 3) physicians are more inclined to express sympathy for bad outcomes than they are to apologize for a preventable error or be honest about the details surrounding bad outcomes. These results suggest that change efforts would need to be directed at medical education curricula and health provider organizations to ensure that current and future generations of physicians replace the pursuit for perfectionism with the pursuit for excellence. Also, a number of institutional changes are recommended, such as clearly communicating transparency policies and guidelines, promoting professional norms that encourage learning from mistakes rather than an aversion to error, and reassuring physicians that reporting and disclosure activities will not compromise their reputation. From the perspective of patient safety advocates and risk managers, the results are heartening because they emphasize a key principle in quality improvement - i.e., small changes can yield big results. From an ethical standpoint, this research suggests that healthcare organizations can inhibit (or facilitate) the emergence of professional virtues. Thus, although organizations cannot make a physician become virtuous, it is within their power to create conditions that encourage the physician to practice certain virtues. With respect to leadership styles, this research finds that bottom-up, grassroots change efforts can elicit professional virtues, and that culture change in healthcare lies beyond the scope of the medico-legal system.

Observers (N = 120) were exposed to robot behaviors that were either congruent or incongruent with their task-role mental model, by experimental manipulation of preparatory robot task-role information to influence mental models (i.e., security guard, groundskeeper, or no information), the robot's actual task-role behaviors (i.e., security guard or groundskeeper), and the order in which these robot behaviors were presented. The results of the research supported the hypothesis that observers with congruent mental models were significantly more accurate in interpreting the motion behaviors of the robot than observers without a specific mental model. Additionally, an incongruent mental model, under certain circumstances, significantly hindered an observer's interpretation accuracy, resulting in subjective sureness of inaccurate interpretations. The strength of the effects that mental models had on the interpretation and assessment of robot behaviors was thought to have been moderated by the ease with which a particular mental model could reasonably explain the robot's behavior, termed mental model applicability. Finally, positive associations were found between differences in observers' interpretation accuracy and differences in subjective ratings of robot intelligence, safety, and trustworthiness. The current research offers implications for the relationships between mental model components, as well as implications for designing robot behaviors to appear more transparent, or opaque, to humans.

Show moreAs public administration has evolved with the technological advances in today's society, it can be challenging to ensure the demands of the public are being met in terms of efficiency, effectiveness, and engagement. Nonetheless, a focus on community remains at the forefront of public administration. When looking at technology and the community, the tool known as social media emerges. Social media has allowed people to interact in new ways and therefore, has allowed the government to interact with citizens in ways they have not been able to in the past. In addition to attempting to modernize public administration, there has been an increased focus on building citizen trust through providing a more open government structure. The Open Government Directive issued by President Barack Obama focused on three tenets, which included transparency, participation, and collaboration. One of the ways government entities within the United States are strengthening these areas is through the implementation of various social media sites as a means to stay connected with citizens. With an increase of users utilizing social media tools for both information and connection, many government departments and agencies have incorporated social media use into their workplace as a function for their department. However, it is elected officials that are the ones who represent the citizens from their governmental role and thus, can aid in bridging the gap between citizens and government. Yet, there is little research on how elected officials, specifically in municipalities, are utilizing social media to connect with their constituents. This study discusses social media use by municipal elected officials and how it relates to open government community engagement. Open government community engagement is defined in terms of the three tenets of the Open Government Directive: transparency, participation, and collaboration encompassing the rungs of Arnstein's ladder of citizen participation. For this qualitative study, fifty-seven Florida municipal elected officials were interviewed regarding their social media use or lack thereof in terms of engagement with citizens. The interviews are followed-up with content analysis of social media sites. An ethnographic approach is utilized to uncover and develop common themes related to open government community engagement. The findings suggest while some municipal elected officials are utilizing social media well in terms of open government community engagement, there is a lack of clear understanding of social media use within the context of the Sunshine Law, as well as other barriers prohibiting utilizing social media for more of the participation and collaboration components. There are several reasons municipal elected officials opt to avoid social media altogether, while additional concepts related to open government limited engagement and closed government community engagement are explored. The concept of avoidance was addressed, especially as it pertained to the practical implications for both city administrators and elected officials.

Efficient frequency conversion is currently obtained in ordered nonlinear optical materials and requires a periodic spatial modulation of their nonlinear coefficient which results in a narrow bandwidth. One can trade off efficiency for more spectral bandwidth by relaxing the strict phase-matching conditions and achieve nonlinear interaction in carefully engineered disordered crystalline aggregates, in a so-called random quasi-phase-matching (rQPM) process. In this dissertation, we examine appropriate fabrication pathways for (1-x)Pb(Mg1/3Nb2/3)O3-xPbTiO3 (PMN-PT) and ZnSe transparent ceramics for applications in the mid-IR. The main challenge associated with the fabrication of high transparency PMN-PT ceramics is to avoid the parasitic pyrochlore phase. The most effective method to suppress the formation of this undesired phase is to use magnesium niobate (MgNb2O6) as the starting material. We have found that, contrary to commercially available lead oxide powders, nanopowders synthesized in our lab by the combustion method help improve the densification of ceramics and their overall optical quality. The effects of dopants on the microstructure evolution and phase-purity control in PMN-PT ceramics are also investigated and show that La3+ helps control grain-growth and get a pure perovskite phase, thereby improving the samples transparency. With large second order susceptibility coefficients and wide transmission window from 0.45 to 21 (&)#181;m, polycrystalline zinc selenide is also an ideal candidate material for accessing the MWIR spectrum through rQPM nonlinear interaction. We have investigated non-stoichiometric heat-treatment conditions necessary to develop adequate microstructure for rQPM from commercial CVD-grown ZnSe ceramics. We have been able to demonstrate the world's first optical parametric oscillation (OPO) based on rQPM in ZnSe transparent ceramic, enabling broadband frequency combs spanning 3-7.5 (&)#181;m.

Show moreThis study examined how transparency of an intelligent agent's reasoning affected complacent behavior in a route selection task in a simulated environment. Also examined was how the information available to the operator affected those results.In two experiments, participants supervised a three-vehicle convoy as it traversed a simulated environment and re-routed the convoy when needed with the assistance of an intelligent agent, RoboLeader. Participants were randomly assigned to an Agent Reasoning Transparency condition. Participants received communications from a commander confirming either the presence or absence of activity in the area. They also received information regarding potential events along their route via icons that appeared on a map displaying the convoy route and surrounding area. Participants in Experiment 1 (low information setting) received information about their current route only; they did not receive any information about the suggested alternate route. Participants in Experiment 2 (high information setting) received information about both their current route and the agent recommended an alternative route. In the first experiment, access to agent reasoning was found to be an effective deterrent to complacent behavior when the operator has limited information about their task environment. However, the addition of information that created ambiguity for the operator encouraged complacency, resulting in reduced performance and poorer trust calibration. Agent reasoning did not increase response time or workload and appeared to have improved performance on the secondary task. These findings align with studies that have shown ambiguous information can increase workload and encourage complacency, as such, caution should be exercised when considering how transparent to make agent reasoning and what information should be included.In the second experiment, access to agent reasoning was found to have little effect on complacent behavior when the operator had complete information about the task environment. However, the addition of information that created ambiguity for the operator appeared to encourage complacency, as indicated by reduced performance and shorter decision times. Agent reasoning transparency did not increase overall workload, and operators reported higher satisfaction with their performance and reduced mental demand. Access to agent reasoning did not improve operators' secondary task performance, situation awareness, or operator trust. However, when agent reasoning transparency included ambiguous information complacent behavior was again encouraged. Unlike the first experiment, there were notable differences in complacent behavior, performance, operator trust, and situation awareness due to individual difference factors. As such, these findings would suggest that when the operator has complete information regarding their task environment, access to agent reasoning may be beneficial, but not dramatically so. However, individual difference factors will greatly influence performance outcomes. The amount of information the operator has regarding the task environment has a profound effect on the proper use of the agent. Increased environmental information resulted in more rejections of the agent recommendation regardless of the transparency of agent reasoning. The addition of agent reasoning transparency appeared to be effective at keeping the operator engaged, while complacent behavior appeared to be encouraged both when agent reasoning was either not transparent or so transparent as to become ambiguous. Even so, operators reported lower trust and usability for the agent than when environmental information was limited. Situation awareness (SA2) scores were also higher in the high information environment when agent reasoning was either not transparent or so transparent as to become ambiguous, compared to the low information environment. However, when a moderate amount of agent reasoning was available to the operator, the amount of information available to the operator had no effect on the operators' complacent behavior, subjective trust, or SA. These findings indicate that some negative outcomes resulting from the incongruous transparency of agent reasoning may be mitigated by increasing the information the operator has regarding the task environment.

The series covers specific topics relating to film theory, game design and art theory: specifically those associated with Gilles Deleuze, Jean Baudrillard, Jay Bolter, Richard Grusin and Andy Clark. The use of imagery, editing and presentation is intended to physically represent an extension of myself and my thinking process and which are united through the common thread of my personal feelings, thoughts and experiences in the digital age.
