One study jointly sponsored by the University of Michigan, Ohio University, the National Business Incubation Association, and the Southern Technology Council found that 87% of the firms that went through an incubator program remain in business and 84% remain in their community. Clearly properly run incubators can provide much benefit. However there is littleconsensus on goals and best practices for managing the incubators themselves. Recently an approach to integrating strategy and practice called the balanced scorecard (BSC) has emerged asa popular tool in many public and private organizations.The purpose of this thesis is to examine the BSC as a potential performance andmanagement tool for Incubators in Florida. While the list of major corporations and public institutions that has adopted some form of a balanced scorecard continues to grow, there has been no research into its adaptability to incubators. This thesis found potential benefits associated with applying the BSC model to incubators, such as maintaining incubator's competitiveness and improving communication and employee's performance.Because a full-scale balanced scorecard system entails a fairly intensive implementation effort, it cannot be prescribed randomly across the variety of incubator enterprises. Accordingly, a stage of development framework is employed to help categorize incubators, assess their respective planning needs and identify how the balanced scorecard approach can be applied beneficially. Under these parameters, it is proposed that for incubators where both the degree of managerial complexity and the prospects for extensive change are high, the balanced scorecard can be a useful mechanism for effective management. A number of important implementation issues are also explored and some directions for future research are identified.

In previous work [2], [3], properties of measures of concordance preserving convex sums (equivalently measures of concordance of polynomial type degree one) were established; however, a characterization was not made. Here a characterization is made using approximations involving doubly stochastic matrices. Other representations are provided from this characterization leading naturally to two interpretations of degree one measures of concordance. The existence of a family of measures of concordance of polynomial type having higher degree generated by a certain family of Borel measures on $(0,1)^{2n}$ is also shown. The representation of this family immediately leads to a probabilistic interpretation for all finite measures in $d_n$. Also, higher degree analogs of commonly known degree one measures of concordance are given as examples. For the degree 2 case in particular, we see there is no finite measure in $d_2$ generating Kendall's tau. Finally, another family of measures of concordance is given containing those generated by finite measures in $d_2$ as well as Kendall's tau.

Show moreInaccurate dosing of children's liquid medication is a major problem that causes adverse effects for children every year. In order to prevent these errors, education for at risk parents is essential. A survey and observational study was done in order to identify parents/caregivers who make dosing errors when measuring out liquid medication for their children. A total of 25 parents/caregivers with children admitted to Arnold Palmer Hospital were included in this study. Study participants completed a survey that included demographic data as well as parenting experience. The parents were directly observed measuring a dose of corn syrup using Children's liquid Tylenol� dosing instructions. The research participants were offered a variety of common measuring devices and they chose the one they most often used at home. Data indicated a high incidence of dosing errors made by a variety of participants. Of the 25 research participants, 13 (52%) made an error greater than 20% when measuring out the dose based on the provided instructions and their child's weight. This data suggests nurses need to include dosing education for all parents at discharge. This study has shown that many parents are at risk for making errors when measuring medication. Effective discharge education on the importance of measuring medication accurately can prevent these errors and the adverse effects they cause.

The thesis discusses the need for and the benefits to be obtained by using system safety techniques and principles in the railroad industry. Examples of typical railroad accidents are reviewed, and it is pointed out that analysis of the hazards in the railroad industry prior to the accidents would have identified problems which eventually resulted in the accidents. The system safety approach, which was developed for use in the aerospace and aviation fields, has proved to be extremely effective and is now being adapted to many other areas. The surface modes of transportation have the greatest need for these techniques. The techniques covered in this thesis include Hazard Analysis, Fault or Logic Tree Analysis, Failure Modes and Effects Analysis, and Probabilistic Cost Analysis. The thesis also describes a hypothetical model for organizing and implementing system safety approaches in an existing railroad company.

Lack of performance measurement indices among these systems caused failure to provide jobs to citizens and caused a state of confusion and dissatisfaction among employing entities. In Saudi Arabia, unemployment rate has increased in the last few decades and have since become a very political issue for the Saudi government. Compared to other countries, the problem is different since many expatriates in Saudi Arabia are already employed in their markets while citizens are seeking jobs. In Saudi Arabia, there are 1.4 million unemployed citizens and 8 million expatriates working in the Saudi labor market. In 2011, the Saudi government established a new project for boosting citizen's employment in the private sector. This project has initiated an employment system that divides organizations into four categories (or rankings) based on their performance in employing Saudi citizens' job seekers. Organizations in the Saudi private sector are allocated services from Ministry of Labor depending on their ranking in the system. Consequently, there are mixed reactions from social and economic groups toward the system's significant impact on increasing the number of national (citizen) workers in the labor market.This study develops a framework to assess the quality and effectiveness of this government employment system and how the private sector has been affected after its implementation. The framework proposes a national employment index to help government leaders manage the labor market and reduce the unemployment rate. In addition, the framework is proposing employers satisfaction index to assist in improving the cooperation betweenivgovernment and private sector. Finally, the study demonstrates the various advantages and disadvantages of this concept and proposes solutions to improve the national employment system's quality and effectiveness.

As techniques for measuring short pulse-widthshave been well studied, what made my journey exciting was the process of taking an idea and realizinga successful, cost-efficient device. In this study, I have analyzed a Q-switched laser and mymeasured pulse-width matched the theoretical value previously calculated. I have also analyzedour mode-locked multicore fiber laser and results were encouraging. The notion to build one intensityautocorrelator was based on our labs future work, which was with modelocked multicore fiberlaser, which at the moment is giving pulses on order of nanoseconds. Dr. Axel Schulzgen gavethe responsibility to build an intensity autocorrelator on my shoulders. As, Intensity autocorrelatorshave been around for long time, he encouraged me to make one in house, compact, portableintensity autocorrelator which measures pulse widths of 50 fs up to 500 ps quite easily.

Show moreThe purpose of this dissertation was to determine the preferences of clients of programs administered by selected federal agencies and the preferences of the federal managers who administer the programs in assessing performance measurement systems. Using the general progression of previous budgetary models used in the public sector, the researcher developed the Modified Balance Scorecard (MBSC), a performance measurement model designed specifically for use within the public sector. Surveys based on the MBSC were administered to public managers and to clients of those managers in order to determine their preferences. The results showed that managers preferred public good measures and clients preferred financial measures. Both groups' second preferred index of measures was internal management process measures. This research is important in policy formulation and provides many implications regarding the effective presentation of policies. These results can be used to help craft policies for maximum effectiveness, based on the preferences of the respective groups.

Show moreDue to the remarkable positive effect of lean adoption in various firms in the manufacturing sector, it has been adopted by several organizations within the healthcare industry. Although the rate of adopting lean by hospitals in the developed countries is slower than it should be, it proved to be effective in helping healthcare organizations maintain or even improve their quality of care while containing their related costs. However, such adoption did not take place until the beginning of the new millennium. And with such adoption, it has been accompanied with major challenges related to proper lean implementation, sustainability of achieved levels of performance, and staff engagement in infinite cycles of continuous improvement towards perfection. Thus, the purpose of this study is to develop a framework that helps healthcare organizations quantify their experience with lean. Such quantification is obtained by measuring the agreement level of hospital staff members about the degree of adopting two sets of critical factors of successful lean implementation within their hospital. These two sets of factors are classified as process factors and organizational factors. The proposed framework has been validated by determining the sustainability level of lean implementation within one of U.S. hospitals in the State of Florida. The developed framework provides a balanced assessment of both process and organizational factors essential for achieving sustainable levels of lean implementation. In order to accommodate for the observed variation in lean adoption in hospitals, individual hospital departments are considered the (")analysis units(") of the developed framework. In order to quantify the implementation status of lean within a hospital department, a survey-based lean sustainability assessment tool has been developed based on the defined sets of factors. The sustainability level of lean implementation of a hospital can be obtained by combining various responses of its surveyed departments. The developed framework is the first that addresses both process and organizational factors of sustainable lean implementation in a balanced manner while fulfilling the assessment needs of all healthcare organizations regardless of their current level of lean adoption. In addition, utilizing the framework within a hospital enhances employee involvement and respect for employee which are essential for sustainable lean implementation. Finally, the developed framework provides healthcare supervising authorities (i.e. ministries of health or corporate offices of hospitals' groups) a macro-level benchmarking view regarding the progress of their hospitals towards implementing sustainable levels of lean.

Researchers continue to empirically investigate various aspects of guilt in an effort to advance and refine our understanding of the construct; however, differences among researchers in assessing the impact of guilt on psychological well-being still exist. The purpose of this study is to investigate the internal factor structure of three prominent measures of guilt. This will enable us to develop a more concise guilt measure en route to reconciling these differences and better conceptualizing the construct.

This study summarizes research conducted in a seventh grade classroom at an urban middle school during fall of 2005. The study investigated the practice of using hands-on activities in addition to the standard mathematics curriculum to improve student performance in measurement tasks. Students were asked to respond to questions posed by both teacher and other students in the classroom. Data were collected using measurement survey, focus group discussions, math journals, and teacher observations. Results of this study showed that student performance on measurement tasks increased throughout the course of the study. Student gains were recorded and analyzed throughout the eight-week study period. Twenty-one out of 26 students that participated in the study showed performance growth in measurement concepts.

The disclosure of one's personal medical information to unauthorized parties or individuals can have broad-reaching and long-term impacts to both healthcare providers and consumers. Although several classes and types of methodologies exist for measuring information security in general, a number of overarching issues have been identified which prevent their adaptation to the problem of measuring the confidentiality (the protection from unauthorized disclosure) of electronic information in complex organizational systems.In this study, a new approach for measuring the confidentiality of electronic information in healthcare-related organizations is developed. By leveraging systemic principles and concepts, an information security system (ISS) for assuring the confidentiality of electronic information in healthcare organizations is synthesized. The ISS is defined as a complex system composed of the Health Insurance Portability and Accountability Act (HIPAA) Security Rule information security safeguards and the people, processes, and technologies that contribute to these safeguards. The confidentiality of the ISS (-) a desired emergent property defined in terms of the systemic interactions which are present (-) represents the measure of protection from the unauthorized disclosure of electronic information.An information security model (ISM) that leverages the structure and parametric modeling capabilities of the Systems Modeling Language (SysML) was developed for specifyingan ISS in addition to the contained systemic interactions which are present. Through the use of a parametric solver capability, the complex system of equations which quantify the contained interactions was executed for the purpose of generating a measure of confidentiality using a set of user-provided input values (-) a process referred to as ISM instantiation.

Show moreThe purpose of this study was to identify relationships between an urban high school's student participation in an after-school tutoring program and its relationship to accountability measures on the Florida Comprehensive Assessment Test (FCAT) Reading and End of Course (EOC) exams in the 2013-2014 school year. The research aimed to determine the influence of tutoring participation for urban high school students.Participants included students enrolled in one urban high school who participated in the FCAT Reading and EOC assessments and is was identified if they participated in the school tutoring program or not.Quantitative results revealed the relationship between students' frequency of participation and performance outcomes on state assessments. Then, the relationship between achievement on state assessments for all students, students with disabilities, and English Learners who participated in after school tutoring and those who did not participate in after school tutoring were examined. Finally, the relations of frequency of participation in tutoring to corresponding final grades were evaluated. Participants included students enrolled in one urban high school who participated in the FCAT Reading and EOC assessments and it was identified if they participated in the after school tutoring program or not. Statistically significant differences in performance outcomes existed between tutored students in mathematics courses who participated in tutoring and those who did not. However, there was no statistically significant difference in performance outcomes with students in courses that were heavily based on reading as a result of their participation in tutoring. The students with disabilities subgroup as well as the English Learners subgroup both experienced statistically significant differences in reading scores as a result in tutoring participation. These same subgroups did not experience statistically significant difference on other assessments: Algebra 1 EOC, Geometry EOC, Biology EOC, and U.S. History EOC.Although this study identified relationships tutoring participation had with accountability measures achieved by students there is still much to be understood. The structure and approach to tutoring intervention programs should continue to be sought after in research in an effort to continue providing all students with opportunities for success on high stakes testing.

Show moreAccomplishment of the Live, Virtual and Constructive simulation interoperability has been a major goal and a challenge in the Modeling and Simulation (M(&)S) community. There have been efforts to interoperate individual Live, Virtual and Constructive simulations within a common synthetic environment through suitable technologies such as interface specifications, protocols, and standard middleware architectures. However, achieving interoperability of LVC simulation is a technologically complex since it is affected by multiple factors, and the characteristics are not yet satisfactorily defined and studied. A proper method is absent to measure the potential interoperability degree of LVC simulation. Therefore, there should be an appropriate systematic approach to measure the potential LVC simulation interoperability which includes technical, conceptual and organizational domains. This research aims to design a preliminary systematic approach to measure the potential interoperability degree of an individual Live, Virtual and Constructive simulation and a relevant organization which plans to use the simulation system for simulation interoperability. Specifically, a framework that contains components such as a) LVC simulation interoperability domains, b) interoperability domain factors, c) interoperability maturity levels, d) interoperability determination method is proposed. To accomplish the goal, a set of factors that determine the interoperability degree in LVC simulation environment are identified, and the factors are used to build the key elements of the framework. The proposed methodology for the framework design is based on systematic literature reviews and a survey involving a number of relevant domain experts. A case study is demonstrated to prove the validity and effectiveness of the developed framework. The case study illustrates how the interoperability levels of a simulation system and a relevant organization are effectively measured. This research potentially contributes by providing an understanding of the factors that determine the interoperability degree of LVC simulation, improvement of the LVC simulation interoperability measurement process, and consequently, accomplishment of more effective LVC simulation interoperability.

Show moreBackground: Technological advancements in speech acoustic analysis have led to the development of spectral/cepstral analyses due to questions regarding the validity of traditional time-based measures (i.e., Jitter, Shimmer, and Harmonics-to-Noise-Ratio) in objectifying perturbations in dysphonic voices. Aim: This study investigated the validity of time-based measures in discriminating those with Friedreich's ataxia (FA) from normal voiced (NV) peers when compared to cepstral-spectral measures. Method: A total of 120 sustained vowel phonations from an existing database of 40 participants (20 FA; 20 NV) of the vowels /Q/, /i/, and /o/ were analyzed to determine which set of variables (i.e., time-based vs. cepstral-spectral) better predicted group membership. Four variables of time-based measures (Jitter Local %, Jitter RAP, Shimmer Local %, Shimmer APQ11, and HNR) were analyzed via the freeware program PRAAT and compared to four cepstral-spectral measures (Cepstral Peak Prominence, Cepstral Peak Prominence Standard Deviation, Low/High Ratio Standard Deviation, and the Cepstral/ Spectral Index of Dysphonia) extracted from the Analysis of Dysphonia in Speech and Voice (ADSV) software program. Results: Findings from a discriminant analysis showed sensitivity and specificity results to be better for ADSV measures; 100% of those in the FA group were classified correctly (sensitivity), and 95% of members in the NV group were correctly identified (specificity) as compared to PRAAT (70% sensitivity and 85% specificity). Conclusions: Cepstral-spectral measures are much more accurate in discriminating between those with FA and NV peers as compared to time-based estimates.

Performance measurement is relatively new to the public sector, yet counties could benefit from establishing performance measures. This study uses the 67 Florida counties to compare Human Resource performance measures to county efficiency measures through path analysis to assess the contribution compensation and recruitment practices have on county efficiency measures of fiscal, process and technical efficiencies. It includes county contextual variables in the models. The data was collected via professional publications and organizations, survey and personal contacts and entered into a SPSS data set. Six path analyses were established 1) three for HR variables with the three county efficiency variables and 2) three for HR variables plus contextual variables with the three county efficiency variables. The compensation variable, annual salary adjustment, was statistically significant to county fiscal efficiency, in the HR to county fiscal efficiency and HR / contextual variables to county fiscal efficiency. None of the variables were statistically significant in the process efficiency models. Health costs were statistically significant in the county technical efficiency path analysis. When the county contextual variables were added, health costs, percentage of benefit to salary, county size and county wealth were statistically significant. The HR compensation variables impact county efficiency, either fiscal or technical.

Show moreNonprofit programs deliver key social services to millions of people across the country everyday, however, little is known about the ethical practices of these programs. This research examines the relationship between a nonprofit program's ethical practices and the programs' measurable outcomes, such as changes in knowledge, attitudes, values, skills, behavior, condition, or status of the participant as a result of their involvement with nonprofit programs. An assumption of the study is that the achievement of the measurable outcomes found in a nonprofit program is directly related to the extent that ethical practices are utilized within that program. Ethical practices include role modeling, ethics development, ethics enforcement and review, stewardship, transparency, and empowerment. This study demonstrates that the ethical strategy Transparency influences the achievement of program performance outcomes. Through a combination of quantitative and qualitative analysis, this study attempts to illustrate the impact of transparency as well as determine how it is incorporated in nonprofit programs based on interviews with nonprofit program managers/directors. Additionally, this study demonstrates that the capacity of a program's processes is negatively associated with the achievement of program performance outcomes. This finding suggests the need for a greater level of transparency in program planning and performance outcome measure development in order to ensure the program is mission driven and its performance outcomes are meeting the needs of the community it serves.

Show moreA space of pseudoquotients can be described as a space of either single term quotients (the injective case) or the quotient of sequences (the non-injective case) where the parent sets for the numerator and the denominator satisfy particular conditions. The first part of this project is concerned with the minimal of conditions required to have a well-defined set of pseudoquotients. We continue by adding more structure to our sets and discuss the effect on the resultant pseudoquotient. Pseudoquotients can be thought of as extensions of the parent set for the numerator since they include a natural embedding of that set. We answer some questions about the extension properties. One family of these questions involves assuming a structure (algebraic or topological) on a set and asking if the set of pseudoquotients generated has the same structure. A second family of questions looks at maps between two sets and asks if there is an extension of that map between the corresponding pseudoquotients? If so, do the properties of the original map survive the extension? The result of our investigations on the abstract setting will be compared with some well-known spaces of pseudoquotients and Boehmians (a particular case of non-injective pseudoquotients). We will show that the conditions discussed in the first part are satisfied and we will use that to reach conclusions about our extension spaces and the extension maps. The Fourier transform is one of the maps that we will continuously revisit and discuss. Finally many spaces of Boehmians have been introduced where the initial set is a particular class of functions on either locally compact groups R and or a compact group such as a sphere. The natural question is, can we generalize the construction to any locally compact group. In some previous work such construction is discussed, however here we go further; we use characters and define the Fourier transform of integrable and square integrable Boehmians on a locally compact group. Then we discuss the properties of such transform.
