Show moreNational employment systems have been established in several countries to tackle the unemployment dilemma between citizens while the labor market flooded by expatriates. Lack of performance measurement indices among these systems caused failure to provide jobs to citizens and caused a state of confusion and dissatisfaction among employing entities. In Saudi Arabia, unemployment rate has increased in the last few decades and have since become a very political issue for the Saudi government. Compared to other countries, the problem is different since many expatriates in Saudi Arabia are already employed in their markets while citizens are seeking jobs. In Saudi Arabia, there are 1.4 million unemployed citizens and 8 million expatriates working in the Saudi labor market. In 2011, the Saudi government established a new project for boosting citizen's employment in the private sector. This project has initiated an employment system that divides organizations into four categories (or rankings) based on their performance in employing Saudi citizens' job seekers. Organizations in the Saudi private sector are allocated services from Ministry of Labor depending on their ranking in the system. Consequently, there are mixed reactions from social and economic groups toward the system's significant impact on increasing the number of national (citizen) workers in the labor market.This study develops a framework to assess the quality and effectiveness of this government employment system and how the private sector has been affected after its implementation. The framework proposes a national employment index to help government leaders manage the labor market and reduce the unemployment rate. In addition, the framework is proposing employers satisfaction index to assist in improving the cooperation betweenivgovernment and private sector. Finally, the study demonstrates the various advantages and disadvantages of this concept and proposes solutions to improve the national employment system's quality and effectiveness.

Show moreThis study examines the factors that facilitate and hinder the use of performance information by public administrators in local governments in Florida. Acknowledging the incompleteness of many theoretical and conceptual models in previous performance management studies and the absence of theory on the use of performance information; this study utilizes a grounded theory approach to develop and test a model analyzing the use of performance information. The research focuses on cities and counties, members of the Florida Benchmarking Consortium (FBC), and surveys public administrators whose tasks are related with the collection and/or reporting of performance information. The study examines three research questions: First, to what extent and in what capacity do local government administrators use performance information? Second, what are the predictors of the use of performance information among local government administrators? Finally, to what extent does the design adequacy of a performance measurement system (PMS), institutionalization of performance measurement (IPM), organizational support (OS), individual factors (IF) and external influences (EI) impact the use of performance information among local government administrators? To collect data on the above questions, an online survey was administrated to public administrators involved in the 2015-2016 FBC data collection cycle. The data were analyzed with structural equation modeling (SEM). The results of the study demonstrate that institutionalization of performance measurement has the strongest statistically significant positive association with the use of performance information followed by the influence of the design adequacy of the performance measurement system. Organizational support, through institutionalization of performance measurement, has an indirect influence on the use of performance information. Interestingly, in this study individual factors were not found to be significantly associated with the use of performance information.

Show moreThe purpose of this dissertation was to determine the preferences of clients of programs administered by selected federal agencies and the preferences of the federal managers who administer the programs in assessing performance measurement systems. Using the general progression of previous budgetary models used in the public sector, the researcher developed the Modified Balance Scorecard (MBSC), a performance measurement model designed specifically for use within the public sector. Surveys based on the MBSC were administered to public managers and to clients of those managers in order to determine their preferences. The results showed that managers preferred public good measures and clients preferred financial measures. Both groups' second preferred index of measures was internal management process measures. This research is important in policy formulation and provides many implications regarding the effective presentation of policies. These results can be used to help craft policies for maximum effectiveness, based on the preferences of the respective groups.

Performance measurement is relatively new to the public sector, yet counties could benefit from establishing performance measures. This study uses the 67 Florida counties to compare Human Resource performance measures to county efficiency measures through path analysis to assess the contribution compensation and recruitment practices have on county efficiency measures of fiscal, process and technical efficiencies. It includes county contextual variables in the models. The data was collected via professional publications and organizations, survey and personal contacts and entered into a SPSS data set. Six path analyses were established 1) three for HR variables with the three county efficiency variables and 2) three for HR variables plus contextual variables with the three county efficiency variables. The compensation variable, annual salary adjustment, was statistically significant to county fiscal efficiency, in the HR to county fiscal efficiency and HR / contextual variables to county fiscal efficiency. None of the variables were statistically significant in the process efficiency models. Health costs were statistically significant in the county technical efficiency path analysis. When the county contextual variables were added, health costs, percentage of benefit to salary, county size and county wealth were statistically significant. The HR compensation variables impact county efficiency, either fiscal or technical.

Show moreNonprofit programs deliver key social services to millions of people across the country everyday, however, little is known about the ethical practices of these programs. This research examines the relationship between a nonprofit program's ethical practices and the programs' measurable outcomes, such as changes in knowledge, attitudes, values, skills, behavior, condition, or status of the participant as a result of their involvement with nonprofit programs. An assumption of the study is that the achievement of the measurable outcomes found in a nonprofit program is directly related to the extent that ethical practices are utilized within that program. Ethical practices include role modeling, ethics development, ethics enforcement and review, stewardship, transparency, and empowerment. This study demonstrates that the ethical strategy Transparency influences the achievement of program performance outcomes. Through a combination of quantitative and qualitative analysis, this study attempts to illustrate the impact of transparency as well as determine how it is incorporated in nonprofit programs based on interviews with nonprofit program managers/directors. Additionally, this study demonstrates that the capacity of a program's processes is negatively associated with the achievement of program performance outcomes. This finding suggests the need for a greater level of transparency in program planning and performance outcome measure development in order to ensure the program is mission driven and its performance outcomes are meeting the needs of the community it serves.

Show moreMystery shopping is used in a variety of service industries to measure service performance, as a training tool for employees, and to ensure the safety and security of the product offered. The persons performing this activity, mystery shoppers, experience various motivations, some of which are similar to employees and/or volunteers. These motivations can be intrinsic, where the performance of the activity is a reward itself, or extrinsic, meaning performance of the activity is a method for attaining a reward. The dominance of intrinsic or extrinsic motivation can shift within the individual, which is termed motivation crowding. Individuals can crowd in when intrinsic motivations are supplemented and supported by extrinsic motivations, or crowd out if extrinsic motivations become the dominant factor, devaluing the activity and reducing intrinsic motivation. This study examines the motivations of mystery shoppers and examines whether the tenets of motivation crowding are supported using a mixed methods research design. The objectives for the study were to identify, classify, and measure mystery shopping motivations using motivational theory to test for the presence of motivation crowding, as reflected in the initial two hypotheses: H1: There are salient dimensions of motivation influencing individual participation in mystery shopping activities. H2: Mystery shoppers experience motivation "crowding in" after initial performance of mystery shopping activities, with intrinsic motivations increasing. To address the first hypothesis, the study began with a qualitative research approach utilizing semi-structured interviews with current mystery shoppers. Through qualitative analysis, 14 constructs of mystery shopper motivations were identified. The constructs were then utilized to develop the Mystery Shopper Motivation Scale, following the eight-step scale development process defined by DeVellis (2003). The scale was then refined through pre-testing and pilot testing, and was used in a survey administration to 323 current mystery shoppers. Through factor analysis, the motivations identified were quantitatively supported, and then dependent t-tests indicated the presence of motivation crowding affecting mystery shoppers. However, unanticipated increases in extrinsic motivations prompted further analysis of motivations based on mystery shopping experience levels, resulting in the addition of a third hypothesis: H3: The direction of motivation crowding is dependent on the mystery shopper's level of experience. H3a: Mystery shoppers who have performed less than 10 mystery shops will crowd in, with an increase in intrinsic motivations and a decrease in extrinsic motivations. H3b: Mystery shoppers who have performed between 10-24 mystery shops will crowd in, with an increase in both intrinsic and extrinsic motivations, and intrinsic motivations remaining the dominant factor. H3c: Mystery shoppers who have performed 25 or more mystery shops will crowd in, with an increase in both intrinsic and extrinsic motivations, but extrinsic motivations becoming the dominant factor. Results supported motivation crowding as dependent on the experience level of the mystery shopper, prompting the categorization of three distinct mystery shopping phases of activity: the novelty phase, the exploratory phase, and the career phase. Empirical results of the survey were then compared to a subsequent round of qualitative analysis of mystery shopper online forums. Recommendations for future research include longitudinal studies of novelty phase mystery shoppers, examination of the effects motivation crowding may have on mystery shopper behavioral intentions, and incorporation of the perceived costs associated with mystery shopping.

The following research questions were examined in this study: To what extent do Turkish municipalities implement performance measurement systems effectively?, What are the predictors of effective performance measurement in Turkish municipalities?, and whether or to what extent do quality of performance measures, technical capacity of the municipality for performance measurement, organizational support, and external support for the use of performance measurement have influence on the effectiveness level of performance measurement systems in Turkish municipalities? In the study, the data were collected from Turkish municipalities by a self-administered online survey and were analyzed by using the structural equation modeling (SEM). It is hypothesized in the study that external support and organizational support for the use performance measurement, and technical capacity for the performance measurement are associated with quality of performance measures and effectiveness of performance measurement systems in general. The results of the study supported the hypotheses of the study regarding the relationships among organizational support, technical capacity, quality of performance measures, and effectiveness of performance measurement. Although the results confirmed that external support has an indirect effect on effectiveness of performance measurement via technical capacity and quality of performance measures, the hypothesis regarding the direct effect of it on effectiveness of performance measurement was not supported. Moreover, the study found that support of employees and citizens for the use of performance measurement in Turkish municipalities are relatively low, the municipalities have deficiencies both in the quantity and the quality of staff that are responsible for performance measurement activities, and the level of employee involvement in the development of performance measures is low.

In addition to general commissioning requirements and aeromedical standards, the U.S. Navy utilizes the Aviation Selection Test Battery (ASTB) to select commissioned aviation students. Although the ASTB has been a good predictor of aviation student performance in training, it was proposed that incremental improvement could be gained with the introduction of novel, computer administered performance-based measures: Block Rotation (BRT) and a Navy-developed Compensatory Tracking task. This work constituted an initial validation of the BRT, an interactive virtual analog of Shepard-Metzler's (1971) Mental Rotation task that was developed with the intention of quantifying mental rotation and psychomotor ability. For Compensatory Tracking, this work sought to determine if data gathered concord with results in extant literature, confirming the validity of the task. Data from the BRT were examined to determine task reliability and to formulate relevant quantitative/predictive performance human models. Results showed that the BRT performance is a valid spatial ability predictor whose output can be modeled, and that Compensatory Tracking task data concord with the psychometric properties of tracking tasks that have been previously presented in the literature.

Therefore, it is essential that a valid and reliable systematic approach that encompasses all of these factors be developed for use by top management in today's rapidly changing manufacturing environment. Organizational-level decisions made based upon a single goal or narrow perspective that only considers one of the aforementioned components, such as profit, while ignoring others, such as employee morale, have proven harmful to the long term viability and success of manufacturing companies. Often organizational leaders are not adequately equipped to consider multiple factors that are pertinent to company success due to the complexity associated with considering a large number of organizational variables and the lack of quantitative tools and techniques to assist in this process. Thus, valid, reliable and readily available tools, methods, and techniques for integrating into decision making multiple components of profit, ergonomics, safety, employee morale, quality, efficiency, and productivity are highly needed in today's complex manufacturing business environment. This research responds to the need to develop quantitative models by creating a company success index. This index was developed using an approach to analyze and evaluate multiple factors at the strategic, tactical, and operational levels of an organization that are essential to achieve company success in manufacturing enterprises. The resulting company success index model was validated using information on market share (Specificity = 0%, Sensitivity & Accuracy = 87.5%). Future research related to this topic area should include additional studies to expand upon model validation and verification techniques.

An ROTC instructor from any of the 270 programs across the nation can take this research and implement a training plan utilizing a relatively cheap off the shelf computer game and save their program: cadet and cadre time, training dollars, and transportation/equipment/training area resources, while seeing no degradation in their cadets' performance. Little research has been done on the effect of replacing live simulation with virtual simulation. With this in mind, six groups of individuals were run through the experiment for over five months at various levels of virtual/live training and scored across 16 leadership skills. These results were then formulated into a guideline defining how much training should be virtual training and how much live, to optimize an individual's performance.

Show moreIndividuals' personal improvement efforts are pervasive and the benefits associated with successful self-improvement are both tangible (e.g., healthier lifestyles, more intimate relationships) and intangible (e.g., personal accomplishment, enhanced well-being). As evidenced by research on work-family spillover, self-improvement also has important implications for organizations, as there is considerable crossover between work and non-work domains. The current study tested the effectiveness of Truly Accomplished, an intervention designed to help individuals develop personalized systems for measuring and improving behavior, and examined the extent to which the outcomes associated with such behavior change exhibit positive spillover effects into the workplace. Participants (N = 44) experienced large gains in effectiveness (d = 2.93). Effectiveness gain was predicted by conscientiousness (r = .40), core self-evaluations (r = .42), and psychological safety (r = .64). Learning goal orientation and performance goal orientation interacted with perceived goal difficulty to predict effectiveness gain. Overall effectiveness gain was negatively related to stress and positively related to future change efficacy, job-related efficacy, and satisfaction with the intervention. Job satisfaction and job efficacy increased following feedback, providing some evidence of spillover.Results have implications for individual behavior and attitude change, and its impact seems to extend into subjective well-being above and beyond actual behavior change. Evidence of spillover has implications for organizations, suggesting that TA may be used as a mechanism through which job-related outcomes can be improved.

Show moreThe accomplishment of pilot implementation of the HIVQUAL-T model, an innovative HIV care quality management tool, has led to an authoritative decision to scale up the use of the model nationwide in Thailand. However, the level of implementing this model varies across target hospitals. Some hospitals have fully adopted the model by conducting quality improvement (QI) activities following performance measurement (PM) results while others have partially adopted only PM or have not used this model at all. The differential level of implementation could be a contributing factor accounting for discrepancies in the quality of care across different HIV ambulatory care facilities. A cross-sectional study was conducted by using two main datasets, including Thailand's national HIV care performance results and an online survey of all public hospitals nationwide. A total of 382 hospitals responded to the survey, accounting for a response rate of 50%. A confirmatory factor analysis (CFA) method was performed to examine the validity of latent constructs developed from the diffusion of innovation theory. Structural equation modeling (SEM) approach was employed to investigate the relationship between the determinants of organizational decision-making and their contribution to organizational outcomes, under the context-design-performance framework. Furthermore, using a panel model of hospitals that reported performance results across a 3-year period, the improvement in HIV ambulatory services performance among the adopters was examined. The results indicated that two innovation attributes -relative advantage and simplicity perceived by HIV care practitioners in hospitals- were found to be positively associated with the level of the HIVQUAL-T model implementation. Two structural characteristics -interconnectedness and organizational slack- appeared to be positively associated with the level of model implementation, while rate of adoption in the region also had significant positive contribution. Ultimately, the extensiveness of the HIVQUAL-T model implementation demonstrated a proportionate impact on the variation in hospitals' HIV ambulatory services performance. It was noted that the implementers considerably improved their performance within two years of implementing the model. The study findings imply that adoption is more likely when individual practitioners assess the innovation and find it to be easy to comprehend and operate and also worthwhile to implement. Furthermore, hospitals' decision making is likely influenced by their relations to external environment. The findings suggest more emphasis on individual and hospital-level capacity building for meaningful use of this quality management initiative, accompanied by an adjustment of performance measurement software with valid, reliable, and interpretable indicators.

For these managers, dashboards have become an integral part of their work life to support their decision environment, to provide consistency in measures, to monitor performance, and to communicate information throughout the organization. Prior research in the practice literature has shown that dashboards improve managerial performance and organizational performance as well as communicate organizational goals and objectives; however, empirical research has not been conducted in this area to confirm this anecdotal evidence. Using three theories, the phenomenon surrounding the diffusion of dashboards to the lower levels of the organization are examined based on 1) dashboards as a source of interactive management control and strategy alignment, 2) the impact of dashboard quality on strategy alignment, decision environment, and performance, and 3) the impacts on dashboard utilization from the antecedents of information content and task uncertainty and the consequences of user satisfaction and managerial performance. The first study investigates why dashboards have been diffused to the lowers levels of today's organizations. The primary focus of this study is to develop an understanding about the extent of dashboard utilization by decision-makers and the antecedents and consequences of utilization that is responsible for the widespread acceptance of this technology. The data for this study is collected and analyzed through an explanatory cross-sectional field study utilizing a semi-structured questionnaire. Using data from interviews with 27 managers, a framework is developed that indicates strategy alignment and dashboards associated with interactive management control are the primary antecedents that drive dashboard diffusion. The dimensions of dashboard system quality and dashboard information quality mediate the relationship between an interactive dashboard and the extent of dashboard utilization, which leads to higher levels of managerial performance and organizational performance. This study contributes to the dashboard, strategy, and MCS literature by revealing that dashboards are not isolated technologies, rather they play an important role in the execution of strategy at the operational levels of an organization. In addition, dashboards can also function as an interactive management control, which leads to high levels of diffusion of dashboards throughout organizations. Prior strategy literature has examined strategy alignment at the higher levels and this study extends this research stream by investigating strategy alignment at the lower operational levels of the organization.The second study utilizes the IS Success Model to explore the impacts of the antecedents of dashboard system quality and dashboard information quality on the managerial decision environment in addition to the resulting consequences or 'net benefit' of managerial performance and organizational performance. A field survey is used to collect data from 391 dashboard using managers to enable the analysis of the relationships predicted in the theoretical model. The theoretical model is analyzed utilizing PLS. The results show that two dimensions of dashboard quality, system flexibility and information currency, have a positive effect the managerial decision environment. The model indicates support for the consequences of managerial performance and organizational performance resulting from higher levels of decision quality in the managerial decision environment. The model also reveals that when the dashboard measures are strategy aligned, lower levels of dashboard system flexibility are associated with improved managerial decision environment. Therefore, when organizations design their dashboard systems to support strategy alignment, managers should not be afforded high levels of system flexibility to maintain their attention on the key performance indicators selected to align with strategy. This result is a primary contribution to the strategy literature that reveals that strategy aligned dashboards are more effective in environments where the dashboard flexibility is lower. Additionally, study two also extends the strategy literature by examining strategy alignment at the lower levels of the organization, since prior research has concentrated on the higher level strategic outcomes.As dashboards become highly diffused and more managers utilize the technology, the likelihood that dashboard designers cannot provide dashboard content that fits the tasks performed by managers is higher. The third study investigates this fit between dashboard information content and task uncertainty to understand if the fit between the technology and task impacts the extent of dashboard utilization by managers based on the theory of task-technology fit (TTF). TTF predicts higher levels of utilization will increase user satisfaction and managerial performance. Data is collected from 391 managers that utilize dashboards in their weekly work life to analyze the relationships predicted in the theoretical model. PLS is utilized to analyze the theoretical model and indicates weak support of TTF impacting the extent of dashboard utilization. The model supports the hypotheses for the links between the extent of dashboard utilization and user satisfaction and managerial performance. Based on the weak findings from this theoretical model, a second model is developed and analyzed. The second model measures TTF through the mediation of task uncertainty between dashboard information content and the extent of dashboard utilization, while the first model measured TTF through interacting task uncertainty and dashboard information content. The results of the second model show strong support that TTF, as measured through mediation, increases the extent of dashboard utilization. This study contributes to the literature by empirically showing that more extensive levels of dashboard utilization are achieved through the antecedent of TTF, resulting in increased managerial satisfaction and managerial performance.

Although the era of big data has emerged and achieved a great deal of success in a variety of fields, most WCE research using the Defense Modeling and Simulation (DM(&)S) techniques were studied without the help of big data technologies and techniques. The existing research has not considered various factors affecting WCE. This is because current research has been restricted by only using constructive simulation, a single weapon system, and limited scenarios. Therefore, the WCE analytics using existing methodologies have also incorporated the same limitations, and therefore, cannot help but get biased results.To solve the above problem, this dissertation is to initially review and compose the basic knowledge for the new WCE analytics methodology using big data and DM(&)S to further serve as the stepping-stone of the future research for the interested researchers. Also, this dissertation presents the new methodology on WCE analytics using big data generated by Live, Virtual, or/and Constructive (LVC) simulations. This methodology can increase the fidelity of WCE analytics results by considering various factors. It can give opportunities for application of weapon acquisition, operations analytics and plan, and objective level development on each training factor for the weapon operators according to the selection of Measures of Effectiveness (MOEs) and Measures of Performance (MOPs), or impact factors, based on the analytics goal.

Show moreDespite the increased interest among local governments in collecting data on performance measurement, empirical evidence is still limited regarding the extent to which these data are utilized to assess the impact on efficiency of economies of scale and uncontrollable factors. Data envelopment analysis (DEA) is a linear programming method designed to estimate the relative efficiency of decision-making units. In addition to assessing relative efficiency, DEA can estimate scale efficiency and incorporate the impact of uncontrollable factors. Using data from the International City/County Association (ICMA), this study utilized DEA to evaluate the impact of economies of scale and uncontrollable factors on the relative efficiency of municipal service delivery in the United States. The findings from this doctoral dissertation show that uncontrollable variables such as population density, unemployment, and household income suppress the relative efficiency of local governments. Moreover, the findings imply that the prevalence of economies of scale in city governments depends on the types of services these governments provide.

Business leaders therefore need insight into which elements of organizational improvement are most effective in order to strategically invest their resources to achieve superior performance in the most efficient way possible.This research examines the results of companies which have a demonstrated ability to achieve performance excellence as defined by the National Institute of Standards and Technology's Malcolm Baldrige Criteria for Performance Excellence. This research examined award-winning applications to determine common input factors, compared the business results of a subset of those award-winners with the overall market for a time-frame of 11 years, and then investigated the profitability, liquidity, debt management, asset management, and per share performance ratios of award-winners compared with their industry peers over 11 years as well.The main focus of this research is to determine whether participation in performance excellence best practices have created value for shareholders and business owners. This objective is achieved through the analysis of performance results of award winning companies. This research demonstrates that the integration of efforts associated with performance excellence is in-fact advantageous.
