Show moreEducation reform has grown into a major policy issue at the state and national level in the United States and for that matter around the world. The purpose of this study was to determine the political and social forces supporting, the rationale behind, and the growth and impact of education reform policies in the K-12 public education system of the United States from 2001-2011. Through mixed-methods data analysis a descriptive and analytical picture of education reform was able to be concluded. The results of the analysis showed that with an increase in education reforms from 2001-2011, legislators, predominantly Republican, created state level education reforms which fell in line with both neoliberal economic (market based policies) and neoconservative political (smaller government and increased individualism) ideals. With a focus on accountability, achievement, and choice, reformers, proliferated in profiles of corporations, PACs and other organizations outside the realm of traditional public education, school systems in the United States continued on similar paths of education reform as other post-industrialized countries that have grown out of an economically globalized world.

Show morePublic opinion in recent years has been seemingly manipulated by superfluous stories, bad press, and negative commentaries regarding the perceived "Medical Malpractice Crisis." It has initiated a political attack on Florida's tort system which has resulted in making valid medical malpractice claims even more so difficult for victimized plaintiffs to pursue. After months of diligent research, and with the loyal aid of my university advisors and the dedicated law librarians I've had the honor to work with, I have thoroughly analyzed Florida's past and present medical malpractice tort reforms and governing procedural laws; in addition to arguing, by virtue of this thesis, why these reforms were truly enacted, how traditional tort reforms have egregiously compromised public interests, why Florida's future - with regard to legislative change - is grim, and how new, innovative tort reforms - such as those established overseas - could genuinely benefit Floridians. The premise of the conclusion reached in this research is partially iterated in a quote by the critically acclaimed "Insurance Law Expert," Tom Baker: "...the medical malpractice myth. Built on a foundation of urban legend mixed with the occasional true story, supported by selective references to academic studies, and repeated so often that even the mythmakers forget the exaggeration, half truth, and outright misinformation employed in the service of their greater good, the medical malpractice myth has filled doctors, patients, legislators, and voters with the kind of fear that short circuits critical thinking." -Baker, T. Show moreThis dissertation studied the beliefs and practices of principals, workshop site coordinators, and science support personnel in two Central Florida school districts and compared those beliefs and practices to the literature on effective science in-service education. It is important to understand these beliefs and practices because they directly affect the content and pedagogical knowledge of classroom teachers, yet this aspect of instructional practices has been ignored in the science education literature. This study used a grounded theory methodology using open-ended individual interviews, participants observation, and documented analysis. Constant comparisons were built through analyzing the data. The research shows that in-service providers' and administrators' beliefs are aligned with the effective science education in-service literature. The conditions and context are ripe for changes because principals and workshop site coordinators' beliefs are aligned with the literature and changes are already beginning to take place. The intervening conditions may lead to improved teacher knowledge, teaching, and learning because standardized testing is expanding to incoporate the content area of science. Also workshop site coordinators are trying to set up a variety of opportunities to attend workshops on the same topic throughout the school year. Budgets are being restructured at the school level and district level to incorporate more science content professional development. However, it is too early to show how much improvement there will be in standardized test scores or whether teachers' have a deeper understanding of science content knowledge or effective science instruction.

Show moreOne of the underlying themes in American politics is that the addition of campaign finance laws at the presidential election level will have a negative relationship with amount of influence and money in campaigns and the amount of regulation. In other words, as regulation goes up the amount of money and influence will decrease. However, with the recent 2004 presidential election this concept has surely been shown to be problematic, at least at the outset. The purpose of this thesis is to examine this relationship and to further expand upon the limited knowledge of this sub-field of political science. This thesis will suggest that the intended result of campaign finance reform may not necessarily be realized. Subsequently, we must ask ourselves whether or not campaign finance regulations actually result in the intended consequences. Federal campaign finance laws do not necessarily reduce the amount of money and influence by special interests in presidential elections. In examining presidential campaign finance regulations do higher levels of regulations really have an impact upon the amount of money (influence) collected and spent in a particular campaign? The McCain-Feingold Campaign Finance Act of 2002 (officially implemented in 2002), or the Bipartisan Campaign Reform Act (BCRA), was a rudimentary attempt to dramatically change the electoral system in terms of money. In fact, this bill was the most comprehensive overhaul of the electoral system in a quarter of a century (at least since the 1970's) and one of the underlying reasons, arguably, for the bill was to limit soft money and interest group contributions to presidential candidates or to the presidential campaigns during a given election cycle. Basically, the attempt was made to limit the "money" in politics and particularly in presidential campaigns. However, as most media outlets have claimed (such as CNN) that money or contributions given by individuals and various organizations and the amount of money spent by each campaign (President Bush and Senator Kerry) in the most recent presidential election of 2004 surpassed that of any previous presidential election cycle. Part of the reasoning for the limitation of soft money in presidential elections is the whimsical "myth" that more money in presidential elections will inevitably lead to more influence of the executive branch by big time donors such as labor unions, business, wealthy persons, and by interest groups to name just a few. In other words, wealthy interests such as those mentioned in the previous sentence, would theoretically have a greater impact on the electoral process than by individuals. This concept is briefly examined. Of course, the data will come from many sources with government resources being the dominant resource. The FEC began collecting campaign finance data since the 1970's and much of the data comes from published data files from the FEC. Additionally, data will be taken from other government resources such as the U.S. Census Bureau and the U.S Bureau of Labor statistics. Other data contained within in this will be properly noted.

When implementing deep organizational change, both novice and veteran educators are challenged to learn new skills, reexamine their instructional practice and content knowledge, and re-shape their underlying beliefs and values about schools. This qualitative study explored principals' perceptions of their leadership roles in the school system. Data collection was done through a series of three interviews with three elementary school principals in Central Florida. In addition to their perceptions, it also studied factors that may influence their perceptions, including revised curriculum standards, new teacher evaluation models, and state assessments mandates. The findings of this research considered the demographic, educational, and professional background of each participant as well as the school to which they are assigned. It also examined the principals' self-reported responsiveness to current educational reform mandates and their perceptions of areas of leadership strength and weakness with their teachers and staff at their school.

Show moreIn an effort to increase the relevance and rigor of the science curriculum being taught in schools throughout Florida, the Next Generation Sunshine State Standards were developed and districts throughout the state began processing them for use in the K-12 classrooms. With a history of adopt and abandon reform strategies, one district wanted to follow a more structured implementation approach to better ensure a successful transition to the new standards. As the first aspect of the approach, teachers in grades 3-8 were asked to complete two instruments which gauged their beliefs regarding the Next Generation Standards in science. Quantitative analysis of the responses revealed differences in beliefs among teachers at different grade levels, at schools with different socio-economic statuses, and at schools with different standardized test performance histories. Qualitative analysis uncovered the nature of the differences and allowed for a clearer view of the current state of science reform in the district.

Show moreThis research project takes a critical look at the data that drives educational policies. This research project looks at the data at the national level as well as the regional levels in order to see if the data is functioning differently at the different levels. All data has been collected from the National Assessment of Educational Progress (NAEP) through reports published by the American Legislative Exchange Council (ALEC), an independent committee assigned to collect and analyze educational data. The data was collected and then correlations were run between the expenditures per pupil, number of pupils per teacher, standardized test scores, such as average ACT, average SAT, average 8th grade Math and Reading tests, and average 4th grade Math and Reading tests. This research project also included the percentage of minority students in the classroom, a variable whose data has been collected over the years, but it has never been included in any prior analyses. What this research project found is that some of the data, such as the standardized test scores, have a different strength of relationship between variables at the different levels. For example, expenditures per pupil have strength in the relationship between the different standardized test scores at the national level, but once those numbers are broken down by region, the strength in the variables relationship is weakened. This research project also discovered that the make up of the classroom, specifically the percentage of minority students, is a vital factor in the performance of all students.

Show moreThe shooting death of Michael Brown in June of 2014 by police in Ferguson, Missouri triggered massive public protests across the United States, calling attention to a wave of similar incidents thereafter, where unarmed black men have been killed at the hands of officers in a wide range of locales. The recent coverage has revealed the extent and dispersion of aggressive and, in many cases, fatal interactions between law enforcement and the public, particularly minorities. Actions by the Department of Justice and other state and local agencies have consistently focused on individual agencies and/or agents, as the cause of the problem. This research looks at the history of crime control policy and the law enforcement mandate, from the 1960s onward, examining disparities in crime policy and incidence. The findings show that the shift from locale-based to centralized crime control and the manipulation of crime as a political construct has led to a change in law enforcement identity, away from public service. Consequently, the governing politics and organizational culture of law enforcement has institutionalized some of the most reprehensible aspects, systematizing misconduct. The findings suggest that resolving the problem of misconduct in law enforcement requires an identity shift, focusing on structural rather than individual concerns and implementing more robust and comprehensive training parameters.

Under the auspices of northern aid societies, churches, and educational associations, they proposed to educate the newly emancipated slaves, believing that education would prepare African Americans for citizenship. Teachers found Florida's freedmen determined to acquire literacy by whatever means they could, but they faced a white populace resistant to outsiders. Reformers, politicians, literate blacks, and Yankee businessmen intent on socially, politically, and economically transforming Florida joined educators in reconstructing Florida. Florida's educational system transformed during Reconstruction, and an examination of the reciprocity between Reconstruction-era teachers and Florida's freedmen provides a window into how Florida's learning community changed. Teachers exerted a profound influence on Florida's freedmen and on the development of Florida's educational system. But it was not simply a matter of outsiders transforming freedmen. While previous writers have emphasized the teachers' limitations, conservatism, or sacrifice, this study examines the complex interplay, and at times mutual dependence, between northern reformers and freedmen. Teachers partnered with Florida's black community, which was determined to seize education by whatever means available; they joined with the state's white community, struggling to come to terms with radical social changes; and they worked with Yankee strangers, who saw education of freedmen as an opportunity to transform the state politically. The reciprocal process of social change created a new politically charged educational system in Florida.

Show moreThis qualitative study explored fifth graders' perceptions of their mathematics learning within the context of a reform effort. Students' voices are the focus of this study due to the paucity of literature on student learning from the students' perspective (Erickson & Shultz, 1992), particularly the elementary student (Gentilucci, 2004). The participants of this study, who in the past have been given a variety of labels including "disadvantaged" or "at-risk," clearly articulated, even in nonstandard English, their perceptions of their mathematics learning. They passionately explained what helped them learn mathematics as well as what impeded their mathematics learning and were often incredibly insightful in their commentary. In an effort to hear and present the student voices, the data gathering methods used in this study included the use of focus groups, one-on-one interviews, and classroom observations as well as the use of a student survey. Several ethnographic methods and practices were employed to help ensure the credibility of this study, including triangulation and member checking. Data analysis involved a highly detailed, organic process which culminated in the emergence of a number of significant themes involving students' perspectives of mathematics, their mathematics experiences prior to fifth grade, and finally their perspectives of their learning during the first year of a mathematics reform effort. A number of valuable lessons learned as a result of this study are presented and translated into implications for the elementary mathematics classroom. These lessons, based on the students' own voices, urge teachers to prioritize mathematics instruction, effectively utilize manipulatives, games, and alternative algorithms as well as encourage classroom discourse about mathematics. If teachers would follow this outline, provided by the students' voices, students' mathematical power will be more deeply realized. Additionally, the promise of true reform due to the transformational power of students' voices is discussed and the possibilities defined.

Show moreThe purpose of this study was to examine teacher perception of student school meal preferences in an elementary school setting. This was a cross-sectional mixed-methods study that is part of a larger study to develop a nutrition education program for elementary school children. Focus groups and surveys were administered to faculty at a charter school in downtown Orlando to gain insight into the types of food offered at school and student response to these food items. All members of the faculty were invited to participate in the study, and seven teachers volunteered to take part in this study. Focus groups were recorded using tape recorders; they were then transcribed verbatim and coded independently by two research assistants. Results of this study showed that according to members of faculty, overall, the food served in school during breakfast and lunch is of poor quality. Portion sizes were acceptable according to participants, however, there is still too much food is being wasted. The students do not respond well to breakfast or lunch, which has adversely affected the academic performance of students as well as their classroom behavior due to hunger and low energy levels. It was also noted that older children expressed interest in learning about topics pertaining to nutrition. This study is the first stage of a larger initiative to develop nutrition education programs and to encourage conversation regarding school meal reform, especially as it pertains to those individuals of low socioeconomic status. The implications for this study could be beneficial for a wide-range of children who attend school on a daily basis.

By examining the development path of each state, it is possible to evaluate successful paths toward development. The study researches not only economic development, but also social and political development. The three states chosen depict a variety of success rates in different areas. It will be important to notice that the state that has the most success developing economically is not the state that has the best equal rights for men and women. Finally, by exploring the different avenues for development, it may be possible to find a universal basis for successful development. This paper attempts to reach a consensus without forgetting the uniqueness of each state and the specific historical backgrounds that have led to successes and failures. To understand the diverging success rates, one must understand the difficulty of instituting a successful government within a state that had been ruled by a central power for decades. Independence is a difficult advantage.

The regime has been disregarding basic human rights for decades and oppressing Cuba's citizens. Hundreds of thousands of Cubans have come to the United States using boats, rafts, or any means available. The Cuban Adjustment Act of 1966 (amended in 1994 to contain the Wet Foot, Dry Foot Policy) states that if Cubans trying to reach the United States are intercepted at sea, they will be sent back to Cuba, or a third country. If they make it to United States soil, they will have the chance to start the journey to becoming citizens of the United States. Many Cubans die at sea trying to reach the United States for this chance at citizenship. There have been attempts to implement immigration policy in the past. President Obama is now trying to reform current immigration laws. What effects could a new immigration policy have on Cuban immigration versus the legislation put forth in the past? This study will be an examination and analysis of past and Cuban immigration policy and issues. This research paper utilizes government websites, news articles, presidential addresses, books and various sources to address this question. My hope is that this study will help to explain the impact past policies and reform had on Cuban immigration, and the impact proposed policy and current issues may have in the future.

Additionally, the growing brutality of political and electoral oppression has engendered significant domestic, regional, and international condemnation of the Zimbabwean government. News media, human rights organizations, and foreign governments have all voiced their concern for the rapid deterioration of Zimbabwe. This thesis analyzes the course of Zimbabwe's economic, political, and social decline between its independence in 1980 and 2005. While popular interpretations place blame predominantly upon President Robert Mugabe and the Zimbabwe African Union-Patriotic Front, this thesis offers a more nuanced explanation for Zimbabwe's current crisis. This view contends that the structural adjustment policies of the Bretton Woods institutions, in concert with the breakdown of democratic institutions and the implementation of radical land reform policies led to Zimbabwe's current economic, political, and social decline.

Show moreAs people become aware that society treats women unfairly, they also perceive related shortcomings in the way that Modern English references women. For example, many have objected to the so-called generic he, the third-person masculine pronoun employed to refer to a person of unknown gender, and provided several alternatives, few of which have been widely adopted. Nonetheless, change is evident in the case of they becoming an increasingly common solution to refer to a person of unidentified gender. The intentional reform of the Modern English language, both in the past and present, has been a result of peopleÃÂ's reactions to what is often perceived as a bias or a deficiency with what is possible to say given the words at their disposal. The rhetorical significance of reform is profound, and scholars continually broach the subject from the perspective of different disciplines. Explored here are the approaches of three of those fields, feminism, linguistics, and rhetoric; how each reacts to and even influences reform is an important part of the study. What is evident is that, regardless of the particular field, reform remains a force of change, even while it may not be broadly recognized. Further, traditional grammatical rules provide an insufficient means for tackling inequalities in Modern English, and are in part responsible for such imbalance. As such, writers must be aware of the present expectations of their audience and the situation of particular words.

Show moreCopyright law, in general, is a multi-faceted and sometimes difficult to understand process. Although it is law, it is often not straight-forward and cannot be applied universally. While the concepts of copyright infringement and plagiarism may sometimes overlap, many confuse one for the other or think they are the same offense. This thesis is intended to serve as a primer to some basic aspects of copyright law for technical communicators, including issues surrounding public domain works, the fair use doctrine, the copyright clearance process, as well as why we should be concerned about our current copyright laws.Over the past few decades, Congress has increased the number of copyright extensions, and these extensions are pushing out works that were to expire into the public domain. This thesis provides details about the growing copyright reform movement to explore the possibilities of making our culture more egalitarian and democratic when it comes to the exchange of ideas and information. Those who support copyright reform believe current copyright laws increasingly favor corporations and special interest groups rather than the public, and insist on a balance in copyright laws to loosen some of the restrictions.This thesis illustrates the importance of the knowledge of copyright and its associated laws for technical communicators especially in these current times. With the growth of the Internet within the last 20 years, some of the core concepts of how copyright works for the analog age present some challenges when translated into our digital age. Young professionals (-) particularly those working in web-based media (-) are faced with some contradicting ideas on copyright, sharing, and piracy, especially when surrounded by peers who perpetuate incorrect notions about these topics. Technical communicators also need to be aware of the risks they run if they choose to ignore the law (or choose to remain ignorant of it), but, on a deeper level, they also need be prepared to deal with the philosophical and ethical inquiries that tie into the concept of copyright. This thesis also provides practical applications of the knowledge of copyright laws for technical communicators.

Show moreThis mixed-methods replication study was conducted to develop further understanding of the professional perceptions of educational leaders as to the fairness and impact of Race to the Top reforms concerning teacher evaluation and compensation on student achievement and growth. Graduate students in education and educational leadership from a target university were selected to complete an electronic survey to collect quantitative and qualitative data for analysis. Quantitative results from the electronic survey revealed limited diversity in professional perceptions of the five identified components of RTTT based upon professional classification or percentage free and reduced lunch population at the school sites where assigned. Among the identified RTTT components, the component that provided for the use of school- or team-level VAM scores as part of the evaluation and compensation system was consistently viewed as the least fair and least impactful by respondents. Analysis of the qualitative data revealed a number of themes that effected respondents' professional perceptions of the RTTT initiative. The use of a value-added model in RTTT reforms, the variables considered by the model, and communication and implementation problems associated with the reforms were the central areas of concern among survey respondents. This study provided follow-up data to Windish's 2012 study and showed a negative general trajectory of the professional perceptions of educational leaders related to this high-profile, national educational reform effort.

Show moreThe issue of high school reform has received national attention during the first part of the 21st century. One idea brought forth in this restructuring effort has been the desire to create high schools with smaller student populations. However, in an era of tight budgets, where resources are not always available to build more schools, educators have explored the possibility of dividing existing large high schools into smaller units. This restructuring approach has many titles, but is frequently referred to as a Smaller Learning Community (SLC). Since 2000, the federal government has pledged $245 million to schools willing to create SLCs. This research has studied the schools in Florida that have received the federal implementation grant and have established SLCs. The 39 Florida high schools that were awarded the federal grant in 2000, 2001, and 2002 served as the population for this study. Twenty schools in the population completed a 45-item survey which measured implementation of five key SLC elements:(a) accountability, (b) autonomy, (c) identity, (d) instructional focus, and (e) personalization. Based on the survey results, an implementation score was determined for each participating school. Based on 5-point Likert scale (with a not applicable option) for the 35 questions that pertained to the five elements, a total score of 175 was the maximum amount possible. Individual responding school scores ranged from 104.7 - 157.1. The overall implementation score was also correlated with selected school indicators. Survey respondents also provided rationale for the implementation of SLCs and perceived benefits to students, teachers, and parents. In general, the survey respondents agreed that SLCs at their schools addressed the five key elements. The implementation scores and teacher comments, however, provided evidence that the levels of implementation of SLCs across the state varied in terms of the elements. Medical and mental health social workers are in high demand within the health care workforce to advocate and assist patients in navigating through a complex health care system. Little research has been conducted in understanding future social work professionals' views and knowledge about the legislation. This exploratory-descriptive study used a convenience sample of 105 Bachelors (BSW) and Masters (MSW) level social work students to explore views on health care policy and reform based on students' personal experiences accessing health care. The study also obtained an understanding of how demographic factors affect students' support for health reform. Implications of this study show the need for greater implementation of health policy education in the social work curriculum and further research on the factors affecting students' knowledge and attitudes of health reform.
