One study jointly sponsored by the University of Michigan, Ohio University, the National Business Incubation Association, and the Southern Technology Council found that 87% of the firms that went through an incubator program remain in business and 84% remain in their community. Clearly properly run incubators can provide much benefit. However there is littleconsensus on goals and best practices for managing the incubators themselves. Recently an approach to integrating strategy and practice called the balanced scorecard (BSC) has emerged asa popular tool in many public and private organizations.The purpose of this thesis is to examine the BSC as a potential performance andmanagement tool for Incubators in Florida. While the list of major corporations and public institutions that has adopted some form of a balanced scorecard continues to grow, there has been no research into its adaptability to incubators. This thesis found potential benefits associated with applying the BSC model to incubators, such as maintaining incubator's competitiveness and improving communication and employee's performance.Because a full-scale balanced scorecard system entails a fairly intensive implementation effort, it cannot be prescribed randomly across the variety of incubator enterprises. Accordingly, a stage of development framework is employed to help categorize incubators, assess their respective planning needs and identify how the balanced scorecard approach can be applied beneficially. Under these parameters, it is proposed that for incubators where both the degree of managerial complexity and the prospects for extensive change are high, the balanced scorecard can be a useful mechanism for effective management. A number of important implementation issues are also explored and some directions for future research are identified.

Show moreThe purpose of this dissertation was to determine the preferences of clients of programs administered by selected federal agencies and the preferences of the federal managers who administer the programs in assessing performance measurement systems. Using the general progression of previous budgetary models used in the public sector, the researcher developed the Modified Balance Scorecard (MBSC), a performance measurement model designed specifically for use within the public sector. Surveys based on the MBSC were administered to public managers and to clients of those managers in order to determine their preferences. The results showed that managers preferred public good measures and clients preferred financial measures. Both groups' second preferred index of measures was internal management process measures. This research is important in policy formulation and provides many implications regarding the effective presentation of policies. These results can be used to help craft policies for maximum effectiveness, based on the preferences of the respective groups.

However, with respect to research, the federally funded research and development for the University of Central Florida (UCF) has remained flat. In addition, when compared to other schools, its portion of those federal research dollars is small. This thesis lays the groundwork for developing a model for improving the federally financed academic research and development. A systems approach using the balanced scorecard methodology was used to develop causal loop relationships between the many factors that influence the federal funding process. Measures are proposed that link back to the objectives and mission of the university. One particular measure found in the literature was refined to improve its integration into this model. The resulting work provides a framework with specific measures that can be incorporated at the university to improve their share of the federally financed research and development. Although developed for UCF this work could be applied to any university that desires to improve their standing in the federal financed academic research and development market.

Show moreWhen organizations create new strategy maps, key new processes are often identified. This is important for organizations to stay competitive in the global marketplace. This document describes the development, implementation, and validation of a framework that properly aligns and links an organization's strategy and new process development. The proposed framework integrates the Balanced Scorecard management system (BSC) and the Design for Six Sigma (DFSS) methodology, leveraging their strengths, overcoming weaknesses, and identifying lessons learned to help bridge the gap between strategy development and execution. The critical-to-quality conceptual model is used as an integrative component for the framework. Literature search has resulted in little or no research into the development of similar frameworks. To demonstrate and evaluate the effectiveness of the framework in a real-world environment, a case study is carried out and implemented successfully. As the case study progressed, cycle time as a performance indicator was estimated and showed progression towards the targeted strategic objective. The developed framework helps decision-makers seamlessly transit from a strategic position to process development linking strategic objectives to the critical-to-quality features. This comprehensive framework can help move organizations from where they currently are to where they want to be, laying the background needed for customer satisfaction and breakthrough performance.

Show moreHistorically, the United States (US) electric grid has been a stable one-way power delivery infrastructure that supplies centrally-generated electricity to its predictably consuming demand. However, the US electric grid is now undergoing a huge transformation from a simple and static system to a complex and dynamic network, which is starting to interconnect intermittent distributed energy resources (DERs), portable electric vehicles (EVs), and load-altering home automation devices, that create bidirectional power flow or stochastic load behavior. In order for this grid of the future to effectively embrace the high penetration of these disruptive and fast-responding digital technologies without compromising its safety, reliability, and affordability, plug-and-play interoperability within the field area network must be enabled between operational technology (OT), information technology (IT), and telecommunication assets in order to seamlessly and securely integrate into the electric utility's operations and planning systems in a modular, flexible, and scalable fashion. This research proposes a potential approach to simplifying the translation and contextualization of operational data on the electric grid without being routed to the utility datacenter for a control decision. This methodology integrates modern software technology from other industries, along with utility industry-standard semantic models, to overcome information siloes and enable interoperability. By leveraging industrial engineering tools, a framework is also developed to help devise a reference architecture and use-case application process that is applied and validated at a US electric utility.
