Show moreThe focus of this research was to shed light on factors contributing to global international rankings in mathematics released by the 2011 administration of the Trends in International Mathematics and Science Study. This study focused on factors contributing to the global ranking of international scores in mathematics. Although students in the United States performed below students in the other sample countries (Singapore, Japan, and the Republic of Korea), American students scored within one standard deviation of the top performer, the Republic of Korea. The study also revealed that although other countries had their brightest and most advantaged students participate in the assessment, participating students in the United States were disproportionately disadvantaged to the proportion of United States' citizens. Another contributing factor of student success revealed in this study was the size and form of government and financing of the participating countries. While Singapore, the Republic of Korea, and Japan have education systems governed and financed by national governments, the United States education system is primarily governed and financed by 50 state governments.

Show moreThe goal of this research was to investigate the impact of the community school practices such as extended/supplemental enrichment time, character development, anger management, counseling, tutoring, and mental and physical healthcare on student performance, attendance and discipline at a community school in a large urban school district in the southern U.S. The select population and sample for this study was the school's 2011-2012 senior cohort, before the school's implementation of community school practices and the school's 2015-2016 senior cohort, after implementation of community school practices at the select community school. In an effort to more accurately determine the effectiveness of the community school practices, the study also compared the performance of the community school after implementation of the community school practices to two comparison high schools in the same urban school district; not incorporating the community school practices into instruction, organizational structure, and policy. T-tests analysis and descriptive statistics analysis demonstrated that there was statistical improvement in student performance in regard to cumulative grade point average, graduation rate, and attendance for the 2015-2016 senior cohort. However, improvement was not present in discipline and the frequency distribution of industry certifications for the 2015-2016 senior cohort when compared to the 2011-2012 senior cohort.

The dependent variable was the spring Algebra 1 End- of-Course Examination (EOC), and the covariate was the Florida Comprehensive Assessment Test (FCAT) Mathematics Eighth-grade Development Scale Score. School schedule was not significantly related to students' spring Algebra 1 EOC scores, F(1,788) p = .932. Show moreThe purpose of this study was to determine whether significant relationships existed between character education and the number of incidents of crimes and violence, attendance rates, and academic achievement in Florida public schools. Proponents of character education such as Lickona (1991) and Murphy (1998) posited that there was a positive correlation between teaching and practicing the six pillars of character education, and student achievement, and increased attendance. They also posited that there was a negative correlation between character education and incidents of crime and violence. The researcher acquired data in an attempt to determine whether or not the views of Lickona (1991), Murphy (1998) and others holding this view would yield similar results in the Florida public schools. The theoretical framework for the study was Kohlberg's cognitive-developmental theory of moral reasoning. The study was compiled between 2003 and 2004 based on data for the 1998-1999 school year and the 2002-2003 school year. These dates were chosen because they were the pre-implementation year (1998-1999) and four years after the character education mandate went into effect. Data from 67 Florida counties were solicited and 10 counties selected as samples of effective character education implementers and non-effective character education implementers in their elementary schools. Utilizing Statistical Package for Social Science (2004), data were analyzed for statistically significant relationships in order to confirm or negate the null hypotheses. The tests utilized were repeated measures ANOVAs. The study found a statistically significant relationship between those counties that effectively implemented a character education program in their elementary schools and student attendance, as compared to counties that did not effectively implement a character education program in their elementary schools. The study did not find a statistically significant relationship between those counties that effectively implemented a successful character education program in their elementary schools and student achievement, as compared to counties that did not effectively implement a character education program in their elementary schools. The study did not find a statistically significant relationship between those counties that effectively implemented a successful character education program in their elementary schools and lowered incidents of crime and violence, as compared to counties that did not effectively implement a character education program in their elementary schools. In all school districts studied, however, over the four-year period incidents of crime and violence were reduced, the absenteeism rate was reduced, and achievement had increased. This could have been due to the implementation of any type of character education program or it may have been due to other programs implemented in the Florida schools.

Race and gender served as moderator variables for all research questions.Quantitative data were obtained from a large central Florida school district and included 2016 Florida Standards Assessment scale scores in English Language Arts, Mathematics, and Algebra 1 End-of-Course Examinations, 2015 Florida Standards Assessment scale scores in English Language Arts and Mathematics for students in Grade 8 during the 2015-2016 academic year, 2013 and 2014 Florida Comprehensive Assessment Tests 2.0 Reading and Mathematics developmental scale scores for students in Grade 8 during the 2015-2016 academic year, number of out-of-school suspensions, and number of days absent by student for the 2015-2016 academic year. The data were analyzed via two-way analysis of variances to determine if statistically significant differences existed in student outcomes based on school configuration.The literature review supported the need to align the educational environment with student development in order to maximize student outcomes. In the quest to accomplish this, many districts have employed a number of school configurations, including the K-8 elementary school configuration and 6-8 middle school configuration to best meet the unique needs of early adolescents. The large central Florida school district selected for this study was unique in that it employed both the K-8 elementary school and 6-8 middle school configurations to serve students in Grades 6 through 8. As can be seen by results of this study, school configuration, either alone or in conjunction with one of the moderator variables, was indicated in differences in Grades 6 and 7 FSA ELA scale scores, Grades 6 and 7 FSA Mathematics scale scores, Grades 7 and 8 FSA Algebra 1 EOC Examination scale scores, FCAT 2.0 Reading growth, Grades 6, 7, and 8 number of OSS by student, and Grade 7 number of days absent by student. One of the most noteworthy findings of this study was differences in FSA ELA, Mathematics, and Algebra 1 EOC scale scores due to the interaction of school configuration and race. In general, students classified as Black had better FSA outcomes when attending schools of the 6-8 middle school configuration. In contrast, students classified as White or Other had better FSA outcomes when attending schools of the K-8 elementary school configuration. Such findings indicated that the K-8 elementary school configuration may be only a part of the puzzle when considering how to best educate students in the early adolescent developmental period.

The McGill Strategic Demands of Inquiry Questionnaire (MSDIQ) was used to determine teacher beliefs of inquiry based teaching strategies. Student achievement was measured using Florida Comprehensive Achievement Test 2.0 (FCAT 2.0) levels. Results from the MSDIQ indicated strong beliefs among participants of inquiry based teaching indicators within three domains: planning, enactment, and reflection. The researcher recommended further research into the origin of inquiry based teaching strategies knowledge to determine accurate professional development from districts that require inquiry based teaching strategies in evaluation systems. In addition, further research was recommended to determine the relationship between IBPYP affiliation and student achievement.

Legislation was reviewed to identify similarities and differences in funding, accountability and governance provisions throughout America. Court cases, involving charter schools and charter school legislation, were reviewed to identify the types of issues being litigated and the resulting legal decisions.

Show moreThe purpose of this study was to explore teacher preparation program content throughout American history in order to determine trends in programs of study, specifically including coursework in education foundations, teaching methods involving the behavioral sciences, and subject area content. These categories were selected because their content is responsible for teachers' working knowledge of their subject area, as well as student learning, behavior management and motivation. The study also examined documented teacher knowledge voids: student behavior management, time management, organization, dealing with parents, motivating students, and meeting individual students' needs to determine which aspects of teacher education could improve teachers' skills in these areas. Programs of study from traditional and alternative teacher preparation programs were gathered from Massachusetts, Indiana, Tennessee, California and Florida in an effort to research across the United States. Traditional programs were defined as four or five-year teacher education programs in colleges or universities which began as teacher normal schools and in those that did not. Program components from 1839 through 2007 were analyzed using Thinking Maps® for organizing and interpreting the information while focusing on education foundations, teaching methods, or subject area content gaps which would correlate to teacher knowledge voids. Patterns were traced within teacher education programs focusing on the art or science of teaching. Trends in course offerings were investigated and linked to concurrent events which may have influenced them. The following results were obtained from this research. American teacher preparation programs began in 1839 with elements of teaching methods, subject area content and education foundations, which remained the common elements in 2007. The ratio of each element in teacher preparation programs fluctuated throughout history. The dissent over teaching as an art or a science was evident in the early years of teacher normal schools, and the argument continued in 2007, largely affected by the absence of a clear definition of either approach. Early teacher normal schools admitted that teacher education programs were "imperfect preparation" for the classroom, and teacher knowledge voids remained an issue in 2007. From the inception of common schools in America, there was a shortage of teachers to fill them, and the teacher shortage continued in 2007, which may have contributed to the vast difference in teacher education program composition. An avenue taken to alleviate the teacher shortage issue was alternative teacher certification. Alternative certification programs were enacted in the 1800s, and alternative certification programs were widely used in 2007.

Show moreThe purpose of this study was to determine the immediate and long term impact of participation in the 2009 Third Grade Summer Reading Camp, as well as determine the cost-effectiveness of providing this program in comparison to the cost-effectiveness of other reading interventions as identified by Yeh (2010). All students in this study scored an achievement level one on the 2009 FCAT Reading assessment and either attended the summer reading camp or received a good cause exemption for promotion to the next grade level. Data was not available to determine immediate impact of summer school. To determine long term impact of summer school participation, 130 students who attended the program and passed were compared to a random sample of 130 students who received another good cause exemption. Results of an independent t-test indicated students who passed summer school by performing at or above the 50th percentile on the alternative assessment outperformed students who received another good cause exemption on the 2010 FCAT Reading assessment, t(258) = -9.50, p = .000, effect size r = 0.51,and 2011 FCAT Reading assessment, t(258) = -7.43, p = .000, effect size r = 0.42. Ninety percent of students who attended summer school and passed the alternative assessment for promotion made learning gains on the following year's FCAT Reading assessment; however, the majority of students performed below grade level on the 2010 and 2011 FCAT Reading assessment. Based on school district records for the cost of salaries, benefits, transportation, materials, and supplies, the total cost of summer school was calculated and adjusted for inflation to 2006 dollars so a comparison could be made to Yeh's (2010) cost-effectiveness analysis of summer school and other reading interventions that annualized the cost to 2006 dollars. The adjusted cost for the 2009 summer reading program was calculated at $872,681.23. Using this number and dividing by the total number of summer school student, which were 3,012 students, the cost per student annualized to 2006 was $289.74. Data to determine the immediate impact of summer school were not available, therefore, student performance on the 2009 FCAT Reading assessment was compared to their performance on the 2010 FCAT Reading assessment by calculating a paired samples t-test, t(1225) = 40.82, p = .000, d = 1.23, effect size r = 0.52. The effect size d was divided by the cost per student which calculated an effectiveness-cost ratio of 0.004245 compared to that derived by Yeh (2010) of 0.000125. Caution should be taken when interpreting these results as methodology was not in alignment to Yeh (2010) due to the lack of an immediate post-test measure after participation in summer school and an additional year of interventions and education is reflected in the test scores. The cost per student was calculated to be $1,225.26 less than the amount of money reported in Yeh's (2010) calculations. Based on this information, the diminishing effect of the summer school program on student reading performance in subsequent years, and the majority of students performing below grade level one and two years after summer school participation, it cannot be determined that this program is cost-effective in raising student reading achievement.It is recommended that this study be replicated with adjustments made to address the limitations identified. Further investigation should be made at the state level to determine if the current practice of good cause exemptions and summer school offerings perpetuates the achievement gap in reading.?

Show moreThe focus of this research study was to determine how elementary students enrolled in virtual education classes performed on state assessments and final report card grades in Reading and Mathematics as compared with students enrolled in traditional classes, and to examine whether there was a difference in the successful course completion rates between the two groups. Five research questions guided this study concerning the relationship of successful course completion, final grades, and FCAT 2.0 achievement level scores and the variables of virtual and traditional education in the School District of Volusia County. This study is significant, as the movement of virtual learning is driven by economic factors and learning outcomes need to be considered in making instructional delivery decisions.Chi-square analysis suggested no statistical significant difference existed in either Reading or Mathematics successful course completion of students in virtual and traditional settings. Chi-square analyses and a one-sample t-test suggested there was no statistical significant difference in performance of virtual and traditional students on FCAT 2.0 Reading and Mathematics achievement levels. Although the Chi-square analyses showed no statistical significance in performance of virtual and traditional students on final report card grades in Reading and Mathematics, the one-sample t-tests suggested there was a statistically significant difference. When interpreting these results, caution should be taken as the virtual student population was extremely disproportionate to the traditional student population. Implications for practice and recommendations for future study are suggested in this study.

Show moreThe problem of this study was to examine the impact of Florida's A+ program of accountability on elementary principal job satisfaction. Specifically, the study was conducted to determine the relationship between a school's grade and principal job satisfaction. Of primary interest was the extent to which school accountability impacted principal satisfaction with the facets of Work on Present Job, Pay, Opportunities for Promotion, Supervision, People on the Present Job, and the job as a whole. The instruments used, the Job Descriptive Index (JDI) and Job in General (JIG) were provided through the JDI Research Office housed at Bowling Green State University. The JDI and JIG results were analyzed using statistical analyses, comparisons of median scores within established satisfaction ranges developed for the JDI, and national norms also provided by the JDI Research Office. The data were derived from the responses of 65 (39.6%) public elementary school principals in three Florida counties. Overall, the findings demonstrated that 93.7% of responding principals reported overall satisfaction with their jobs as measured by the JIG. High levels of satisfaction were also reported on the JDI in the areas of Work on Present Job, Supervision and People on your Present Job. The two areas that were the least satisfying for responding principals were the facets of Pay and Opportunities for Promotion where a majority expressed feelings of ambiguity or dissatisfaction. In an analysis of the impact of school grades (A, B, or C), there was not a significant relationship between the grade received by the school and principal satisfaction on either the JDI or the JIG.

Show moreThe purpose of this study was to determine which interventions were deemed to be effective at increasing the four-year graduation rate in Osceola District Schools. This had become a concern due to the fact that this rate had decreased in recent years, and may be utilized as a predictor of the dropout rate. The interventions were then prioritized according to Levin's cost-utility theory, so that the order of implementation could be prioritized. The study was conducted in January and February of 2005, and responses were elicited from 600 people. Students currently in Osceola District Schools high schools comprised 200 of this total, and 400 former Osceola District Schools high school students were also selected. The 600 people were randomly selected from directory information lists supplied by the school district. A questionnaire consisting of thirteen interventions that could be utilized to increase the four-year graduation rate was mailed to them a few days after an introductory letter was mailed. A letter enclosed with the questionnaire requested that they fill out and return the questionnaire in the enclosed return envelope. A postcard was mailed as a reminder to people that may not have responded to the letters, and had not yet filled out the questionnaire. Returned questionnaires were then used to calculate mean effectiveness ratings. Of the 600 questionnaires mailed, 154 were returned, and 123 contained no non-responses, and were therefore usable for this study. The order in which the cost-utility in the study prioritized the implementation of the thirteen interventions was: Offer three-year diploma options. Have mentors available for students, with a mentor for every 100 students. Have ten percent more seats for academy/ magnet/ vocational programs. Offer a diploma option that removes the FCAT graduation requirement. Offer a diploma option that removes the Algebra I graduation requirement. Offer a diploma option that lowers the 2.0 Grade Point Average (GPA) graduation requirement on a four point scale to a 1.9 GPA. Offer a diploma option that removes the FCAT Algebra I and GPA graduation requirements. High school classes should have a maximum of 25 students Grades four to eight classes should have a maximum of 22 students Kindergarten to third grade classes should have a maximum of 18 students. Schools larger than 500 students should be divided into smaller learning units, such as schools-within-a-school. Free quality preschool should be provided. Guidance counselors should be available, with one for every 100 students. Four of the items would require statute changes before they could be implemented. They were the interventions that concerned GPA, Algebra I, and the FCAT graduation requirements. The items were prioritized because fiscal constraints may not permit all of the interventions to be implemented, and the interventions that yielded the greatest improvement in four-year graduation rate per unit cost were to be implemented first.

The focus of this research was to examine if a difference exists in kindergarten readiness preparation offered by Voluntary Prekindergarten (VPK) providers in the state of Florida. The VPK Provider Kindergarten Readiness Rates of public schools were compared to the VPK Provider Kindergarten Readiness Rates of private learning centers and, more specifically, of Seventh-day Adventist private learning centers. Furthermore, this study was conducted to examine whether a difference exists in the kindergarten readiness between VPK providers in urban and rural counties. This quantitative, non-experimental, causal comparative study explored the Kindergarten Readiness Rates of each of the 5,636 public and private VPK providers in the state of Florida. The Florida Kindergarten Readiness Screener was used to assess the kindergarten readiness level of each student. Individual student scores were tracked to the VPK provider that the students attended in order to assign a Readiness Rate for each provider. This screener consisted of the Early Childhood Observation SystemTM (ECHOSTM) and the Florida Assessments for Instruction in Reading (FAIR).A one-way analysis of variance (ANOVA) was utilized to examine significant differences between public school, private, and Seventh-day Adventist providers. The ANOVA was followed by a Scheffe post-hoc test to determine where differences occurred. The findings revealed that there existed a statistically significant difference in the means of public school and private VPK providers. Public school providers were found to have achieved higher Provider Kindergarten Readiness Rates than private providers. It was also found that though Seventh-day Adventist providers had a slightly lower average Provider Kindergarten Readiness Rate than public school providers and a slightly higher average than other private providers, this difference was not statistically significant. A two-way factorial ANOVA was performed to examine if significant differences existed in the average Provider Kindergarten Readiness Rate when considering both the type of community (urban or rural) where the provider was located and the type of provider (public or private). The findings indicated that there was no statistically significant difference in Provider Readiness Rate when examining the interaction between the provider type and community type.

Show moreThis study investigated the effectiveness of a sustained professional development initiative, Brevard's Peer Coaching Model, on improving teacher performance and student achievement in a large Central Florida school district. The study analyzed professional practices scores and value-added scores for teachers who participated in a minimum of six of nine days of professional learning before the study, after year one of the training, and after year two of the training to evaluate growth in professional practices and student achievement, and also compared the scores of BPCM participants to the scores of teachers who did not participate in the study. The findings of the study replicated those of previous researchers who found that peer coaching generally has a positive impact on improving teacher practice but limited impact on student achievement. Both professional practices scores and value-added results improved over the course of the study, during and after implementation of BPCM. However, the results were not statistically significant when comparing improvements of value-added results for BPCM participants with the VAM scores of the population of Brevard Public Schools teachers who did not participate in the professional development. BPCM participants showed significant growth over the course of the study and demonstrated stronger improvements in observation scores when compared to the non-BPCM teachers. The most significant growth occurred after the first year of the BPCM training, with smaller levels of growth in year two. Implications for practice and recommendations for future research were provided.

Show moreThe focus of this study was to ascertain what, if any, were the commonalities and differences between and among bully-suicide victims between the ages of nine and eighteen. The focus of this study additionally was to determine to what extent, if any, was there a relationship between parent advocacy, media coverage, and/or a social event related to bully-suicide and the implementation or amending of state anti-bullying legislation. Bully-suicide victims (N = 92) from throughout the United States whose information was available through Internet search engines were included in this study. Further, state legislators (N = 50) who sponsored their states most recent anti-bullying legislation also were included. State legislators who provided direct responses to the request to participate answered four interview questions regarding their sponsorship of anti-bullying legislation. Commonalities between bully-suicide victims were analyzed to determine if particular demographics had an equal likelihood of occurrence. Legislator responses to the interview questions were analyzed for themes using a phenomenological research method.Through an examination of the research results and related literature, the researcher determined that there was a statistically significant deviation from equal likelihood of groups for bully-suicide victims who were male, high school-aged, or targeted due to appearance or sexual orientation. Further, bully-suicide victims were most frequently subjected to verbal bullying. Evaluation of the data also unveiled that parent advocacy, media coverage and social events related to bully-suicide were related to state legislator sponsorship of anti-bullying legislation.

Show moreABSTRACT The purpose of this study is to determine if vocational/business education has an influence on a student's ultimate academic achievement--high school graduation. This study consists of comparing students with no vocational/business education experiences to students with some degree of vocational/business education. The cohort group started high school during the 1999-2000 school year, had earned a GPA of 2.5 or lower at the end of the freshman year (May 2000) and finished high school prior to the start of the 2003-2004 school year. There were 322 students identified in the initial cohort group. In completing this study, the following procedures were implemented: related literature was reviewed to provide a background of the role vocational/business education plays and the effect vocational/business education has on a student's achievement, data were collected and a survey was taken. The data collected included grade point average, standardized test scores, attendance, discipline and whether or not the student withdrew prior to graduation. The data were analyzed using ANOVA to determine a significant difference. Significance was tested at the .05 level. Data related to withdraws were analyzed using the Chi-Square Test of Independence. The researcher developed and implemented a survey instrument. The survey was offered to all Lyman graduates in the class of 2003 over the age of 18 who had completed at least two courses in one vocational/business program. These students were asked to describe the significance and relevance of their vocational/business education training to their high school experience and career choice (which may include college education). The survey asked students to list advantages and disadvantages of their vocational/business education training and their participation in co-curricular organizations. Students were asked to state their perception of the effect that the vocational/business classes had upon their academic achievement. The following results were obtained from this research. There was not a statistically significant difference in grade point averages, standardized test scores, absences and out-of-school suspensions. There was a statistically significant difference in in-school suspensions and withdraws prior to graduation. There were 227 students who withdrew prior to graduation. Of the 227 students, 91 had no vocational/business education and 96 had taken some amount of vocational/business education training (one course in one or more vocational/business education programs). Of the 95 students who remained throughout the four years of high school, 84 of the students graduated. Of the 84 students who graduated, 56 of the students completed a vocational/business education program. All graduates who responded to the survey strongly agreed that vocational/business education had a positive effect on their academic achievement.

Twelve research questions guided this study concerning the relationship and predictability between the variables of teacher instructional practice scores, number of observations reported in the iObservation(&)#174; tool, and student achievement in Grades 3-5 using reading and mathematics FCAT 2.0 DSS scores.Linear Regression analysis suggested that for Grade 3 reading and mathematics the instructional practice mean had statistical significance in predicting performance and was a strong predictor of Grade 3 FCAT reading and mathematics performance. Linear Regression analysis suggested that for Grade 3 reading and mathematics the instructional practice mean had statistical significance in predicting performance and was a strong predictor of Grade 3 FCAT reading and mathematics performance. Linear Regression analysis further suggested no statistical significance or predictability for Grades 4, 5 for instructional practice mean and Grades 3,4,5 for observation mean related to FCAT reading and mathematics performance. Caution should be used when attempting to interpret these findings, as this study was based solely on initial year implementation data. Implications for practice are also discussed in this study.

Show moreThis study was conducted to determine the effectiveness of the University of Central Florida's Master's Program in Educational Leadership. This study was a mixed mode study which used archival data, survey data, interviews, and Florida Educational Leadership Examination results. Research questions were developed to address how course content in the University of Central Florida's Master of Education in Educational Leadership Program aligned with the following standards and competencies: (a) the National Council for the Accreditation of Teacher Education (NCATE/Educational Leadership Constituent Council (ELCC), (b) the Interstate School Leader Licensure Consortium (ISLLC), (c) the Florida Educator Accomplished Practices (FEAPS), (d) the Florida Principal Leadership Standards (FPLS), and (e) the Florida Educational Leadership Examination (FELE). Graduates' perceptions of the University of Central Florida's Master of Education in Educational Leadership Program and results of Florida Educational Leadership examination results for 2009-2012 were analyzed.Courses were found to meet all standards very well. There were a few standards that were not addressed directly in syllabi. Faculty interviews, however, revealed content was addressed in the actual coursework. Students, overall, were positive in their survey responses as to their satisfaction with the program. Finally, UCF students' FELE scores greatly exceeded the state average for all students, indicating that the UCF Educational Leadership courses and experiences were effective in preparing students for this examination.

In addition, building on the research of effective feedback, another purpose of this study was to determine the relationship between supervisor narrative feedback to school principals and four pillars of principal responsibility: student achievement, school climate, fiscal responsibility, and teacher performance. Narrative observation data from the School Leadership Evaluation - Florida Model were analyzed from a large urban school district to determine the level, (i.e., quality) of narrative feedback provided to school principals. Additional data were collected on the four pillars of principal responsibilities and then compared to the quality of narrative feedback to determine if a relationship existed between the quality of narrative feedback and each of the principal responsibilities. The information from this study was valuable for understanding the relationships that existed between the quality of feedback given to school leaders to aid in school improvement.
